Mission description

Under the supervision of the Central Africa Regional Hub Coordinator, the GABAC Liaison Officer will ensure coordination with GABAC as a key regional actor, plan the program of work destined for GABAC, and engage GABAC on a specific collaboration platform.

The GABAC Liaison Officer for the Central African Hub will be based in Libreville, Gabon and will occasionally travel to selected countries in the region, in accordance with Expertise France's security protocols and procedures.

The GABAC Liaison Officer will be responsible for the following tasks:

Coordination and Communication

  • Ensure a permanent communication between the Central Africa Regional Hub and the GABAC in order to identify the organization’s evolving needs
  • Liaise with GABAC to deliver on the three-pillared support destined for GABAC:
    • Define a joint strategy between GABAC and the project.
    • Follow up on the delivery of joint work.
    • Draft Terms of Reference (ToRs) for activities with short-term experts and oversee the implementation of activities destined for the FATF (Financial Action Task Force)-Style Regional Bodies (FSRBs).
    • Report on the activities conducted to Central African hub.
  • Provide and coordinate training, whenever possible, with the GABAC Secretariat, on:
    • Governance in preparation for the plenaries.
    • Methods and tools.
    • Training offered by the FATF (certification and high-level trainings).
  • Facilitate the contribution of the project expert to the GABAC project, specifically to legislative amendments upheld by the FSRB and other regional economic stakeholders 
  • Support inter-FSRB work among Sub-Saharan FSRBs through the exchange of experience and mentoring.
  • Support the contribution of FSRBs to international debates and instruments under preparation at the African Union, notably the AFTCA and the Afreximbank PAPSS.
  • Develop new tools and innovative approaches to the delivery of technical assistance with the FSRBs (and experts).
  • Engage in stakeholder management in the community of partners supporting GABAC and other regional economic stakeholders.
  • Represent the Central Africa Regional Hub Coordinator/the program in daily operations with the FSRBs.
  • Support any exchange mechanisms between Sub-Saharan Africa FSRBs.

Operational support to project management

  • Participate in the drafting and delivery of yearly action plan in coordination with the Central Africa Regional hub coordinator
  • Support the implementation of project activities as a whole in accordance with the quality, duration and cost criteria contractually agreed with the donors and in close collaboration with the various stakeholders;
  • Support the organization, reception and mobilization of project implementation partners (experts, consultancies, associations, private companies, etc.) in the field;
  • Report any difficulties encountered, risks identified and/or contextual factors (sectoral, security, political, etc.) that may have an impact on the successful completion of activities, and help identify mitigation measures;
  • Report frequently on progress and contribute to the project Technical and Steering Committees
  • Manage Short-term and long-term experts mission to GABAC in coordination with the Regional Hub logistics assistant

Monitoring, Evaluation, Accountability and Learning:

  • Report to the projet MEAL officer in Dakar progress on the project indicators linked with the second specific objective of the action
  • Support GABAC in producing relevant data to support evidenced-based monitoring and evaluation of its activities
  • Develop and deliver capitalization material to highlight lessons learned based on the support provided to GABAC

Project or context description

The European Commission (EC), a major global player in AML/CFT initiatives, aims to unify European efforts through a consortium formed by international technical cooperation agencies. The purpose is to tackle Illicit Financial Flows (IFFs) across countries in Sub-Saharan Africa. To this end, the EC, Germany, and France have come together to finance a major project to be implemented across the region.

This project will be implemented by Expertise France (Lead), GIZ, CIVIPOL, and FIIAPP, with a duration of 4 years and a budget of EUR 46.5 million. The main objectives of the project are:

  1. The improvement of national capacities, including law enforcement and judicial capacities, to prevent and respond to IFFs linked to transnational organized crime and the financing of terrorism.
  2. The strengthening of effective regional and inter-regional cooperation and information sharing mechanisms in the fight against IFFs, money laundering, and the financing of terrorism.
  3. The enhancement of public awareness to promote greater transparency and hold states accountable for their actions against IFFs and organized crime.

The Project Management Unit (PMU) will be based in Brussels and tasked with steering and coordinating four regional hubs covering Central Africa, Western Africa, Southern Africa, and Eastern Africa—based in Cameroon, Senegal, South Africa, and Tanzania, respectively. Each hub will be composed of administrative and logistical support, and 13 long-term experts in three main areas of expertise: prevention, investigation, and recovery. Each hub will be responsible for liaising with national authorities within their region to deliver support during the implementation of the project.

This project is part of the European framework of the Global Gateway Africa-Europe Investment Package, as well as the Team Europe Initiative to fight IFFs and Transnational Organised Crime in Africa (TEI, IFF & TOC). The TEI, comprising Germany, France, Sweden, and Finland, aims to create a common framework for cooperation on the specific subject of IFFs and TOC, as well as to harmonize the efforts of member states.

 

 

Required profile

  • Master's degree in international law, public policy, political science, economics, finance, or a related discipline
  • Minimum of 5 years of proven experience collaborating with international organisation, specifically international supervising authority, or any public policy oriented organisation, focused on:
    • Financial intelligence, terrorism, terrorist financing, and/or money laundering
    • International finance and commerce regulation
    • Global standards and frameworks for combating money laundering and terrorist financing
    • Criminal justice processes in the context of combating money laundering and terrorist financing
  • Experience working with other Central African institutions would be an asset
  • Experience working with high-level international officials (e.g., ministers, institutional leaders) would be an asset
  • Experience collaborating with various stakeholders (agencies, donors, national entities) would be an asset
  • Excellent writing, analysis, and synthesis skills
  • Excellent command of both written and spoken French and English
  • Strong sense of diplomacy, public relations, and political acumen
  • Ability to work under short deadlines
