Description de la mission

As part of the national component of the EU-FCCB Programme, Expertise France is seeking to recruit an international expert able to provide advice and assistance on operationalising the National Carbon Registry (NCR). This advice and assistance would be provided in particular to a Carbon Compliance Unit (CCU) currently being set-up within PNG’s Climate Change and Development Authority (CCDA).

The nature of the assignment will involve in particular the following steps during the year 2024:

-          Basic Design (Document) of enhancing National Carbon Registry (NCR) under CCDA’s CCU. Although the demo version of DMS had been already released but not fully utilized (operationalised). It is recommended to enhance the registration form, backend project database, as well as monitoring and analysis system set in the new unit called CCU. This basic design includes preparing the TOR of system developer, national consultant, as well as necessary equipment for the CCU. 

-          Enhancing registration form and backend projects/programs database management system.  Although the demo version of DMS already has the registration form but the collected information is not stored and managed in the database. Also, CCDA REDD+ Unit has internal REDD+ projects database but it is expected to be enhanced with full scale of relational database management system. The database will be developed by collaboration with SIS expert with his enhanced TOR and data will be analysed and prepared with national consultant dedicated under the CCU.   

-          Enhancing spatial-based REDD+ monitoring and analysis system with procured equipment. Although demo version of DMS already has the project monitoring function but it is for transparency and publishing for the already approved and registered projects. On the other hand, CCDA CCU needs to evaluate the proposed REDD+ projects by developers to judge if PNG approve the projects. This work will be based on the Deforestation Alerts & Monitoring System supported by FAO but set up dedicated system for internal monitoring/evaluation with national consultant.

-     Summarizing the outcomes and issues in 2024 and recommendations for 2025 and other subsequent years’ work plans. Although the project expects good progress related to operationalising NCR in 2024, it is a long-term theme, and the activities will be continued in 2025 (to the end of the EU-FCCB). Therefore, it is requested to summarize the outcomes and issues in 2023 as well as recommendations for 2024 work plan.

 

In particular, the expert will be expected to:

-  coordinate closely with Expertise France’s project management team and in particular with the Deputy Project Manager & Technical Coordinator, as well as other consultants and contractors hired by Expertise France under the EU-FCCB national component;

-       closely collaborate with FAO, UNEP-WCMC, JICA, UNDP, and other development partners working in the carbon / climate change space in PNG, under the overall guidance of PNG’s Climate Change and Development Authority (CCDA)

-       liaise with the PNG Forest Authority (PNGFA), Department of Lands and Physical Planning (DLPP), Department of National Planning and Monitoring (DNPM), Conservation and Environment Protection Authority (CEPA), Department of Agriculture and Livestock (DAL) and other respective government agencies to ensure a harmonised approach towards provision of integrated data and layouts for the CCU. 

 

The international carbon registry advisor would work remotely but will be expected to make regular visits to PNG throughout the duration of the project, until 5 July 2027, and possibly beyond should the project get extended. The estimate number of days of expertise required is 60 days in 2024 including 20 days in-country.

Expertise France

Expertise France, an entity of the French Development Agency (Agence Française de Développement, AFD) Group, is the French government’s international technical cooperation agency. Its role is to design and manage donor-funded international cooperation projects in fields such as governance, security, health, education and the environment. The European Union (EU) and the French Government constitute Expertise France’s main donors.

The Project

The European Union-funded Forestry-Climate Change-Biodiversity (EU-FCCB) Programme for Papua New Guinea aims “to support a development model that reconciles forestry, climate change and biodiversity with sustainable, inclusive and gender-responsive green growth and jobs at national and pilot subnational/community levels”. Its three specific objectives (SOs) are:

-     SO1: “Effective implementation of evidence-based FCCB policies, governance and institutional frameworks”

-      SO2: “Improved FCCB awareness, knowledge, capacities and mobilisation”

- SO3: “Increased inclusive and gender-responsive green growth”

With approved funding in the amount of 54.7 million euros, it is one of the EU’s most ambitious forest-related programmes anywhere in the world.

The EU-FCCB Programme consists of several components, including the national component (33.5 million euros) – which is implemented by Expertise France. This project will entail support for a number of PNG-based public sector institutions operating in the FCCB intervention area, support for PNG-based research, education and awareness institutions as well as support for PNG-based communities engaged in conservation and sustainable livelihoods and green SMEs.

This project started in July 2023 and went through an inception phase (July 2023 to February 2024), to help calibrate the project’s intervention strategy and to undertake the detailed design of the project’s activities, in partnership with the project’s stakeholders.

One of the project’s most crucial activities is to support the operationalisation of PNG’s National Carbon Registry (NCR). This activity is of critical importance to support PNG’s ambition to obtain REDD+ results-based payments (RBP) from the Green Climate Fund (GCF) or ART-TREES. The carbon registry will play a crucial role to track emission reductions and corresponding payments to ensure there is no past or future double payment (or use) of emission reductions.

The Government of Papua New Guinea, with the support of development partners, has been working on a Carbon Registry Data Management System as a repository of information on REDD+/Carbon-offset actions preserving knowledge of facts, events, documents, maps, the details of ownership and value, etc. in a verifiable format. As such it is a tool that can help capture, process, store and report on all the relevant data and information related to carbon-offset projects and programs in a way that is verifiable and accessible to various categories of stakeholders or end-users for decision making purposes.

To date, a demo version of REDD+/Carbon Registry Data Management System (DMS) had been developed (https://pngreddplus.shinyapps.io/registry-dms). However, it is still a demo version and it needs to be enhanced and operationalised to be ready to manage REDD+ projects and programs after carbon market regulations have been endorsed and a moratorium on REDD+ projects has been lifted up.

What the national component of the EU-FCCB Progamme aims to achieve in this regard is supporting the Government of PNG for this National Carbon Registry to be established, fully operational and publicly accessible.

This is an endeavour that would be need to highly coordinated with other ongoing work by the Government of Papua New Guinea in partnership with other development partners, such as:

-    National Forest Monitoring System (NFMS) enhancement

-          Monitoring, reporting and verification (MRV) for GCF and ART-TREES,

- Safeguards Information Systems (SIS) enhancement

 

Profil souhaité

  • Master's degree or equivalent in a relevant field, such as forestry, land use planning, environmental management,
  • Additional degree in information systems, GIS or equivalent
  • At least 15 years of relevant work experience
  • Significant experience in forest monitoring, REDD+ reporting, GHG inventory, carbon accounting required.
  • Several international experiences required.
  • The following constitute significant assets:

§  Familiarity with the project theme (forestry, climate change, biodiversity, protected areas, sustainable livelihoods, conservation, green business development, sustainable value chains…)

§  Excellent knowledge of sector issues & challenges and ongoing initiatives in Papua New Guinea

§  Familiarity with the implementation of EU-funded projects

  • Excellent analytical and research skills.
  • Excellent communication and interpersonal skills, with the ability to engage and collaborate with diverse stakeholders, including local communities, government agencies, NGOs, and donor organizations.
  • Self-driven, ability to work independently, manage multiple tasks simultaneously, and meet deadlines.
  • Experience in designing, facilitating and evaluating trainings for adults

Interested candidates must provide the following documents:

-          A cover letter, with a focus on motivations and availability, and specifying the Daily Rate of the expert.

Selection criteria

The evaluation of the candidates will be carried out based on the following criteria:

70%: Qualifications and experience of the candidate

-          20%: overall qualifications and experience of the candidate

-          20%: carbon registry-related qualifications and experience of the candidate

-         30%: familiarity of the candidate with regards to the project theme, with regards to Papua New Guinea, or with regards to the implementation of EU-funded projects

           -     30%: Daily Rate of the candidate

Other

Expertise France would conclude an individual expertise service contract with the selected candidate. This contract would be a purchase order-based framework contract. As such, Expertise France would issue POs to the individual expertise service provider to activate days of work of expertise according to the progressive emergence of its needs and based on the daily rate of the expert. Expertise France would cover travel expenses in terms of tickets and Daily Allowances in the event of travel.
