Mission description

Main Objective and Purpose

 

The IT/Database Expertise, whether an individual or a team from an IT company, under the supervision of the Project Leader in close coordination with the Technical Coordinator based in Manila, will play a crucial role in ensuring data quality, providing technical support to LGUs in managing databases for risk-informed planning, and improving the LRRMF and DPA portal. The IT/Database Expert will work in collaboration with the DILG IT Team, GIS Expert, DRR-CCA Expert, and the PMO to effectively and efficiently implement relevant project activities of the DRREALL project according to their respective scopes of work.  

 

Tasks and Responsibilities

 

1. Improving access to and use of technical CCA and DRRM data for risk informed planning through GeoRIsk.

  • Assist in the assessment of existing datasets of LGUs in terms of completeness, accuracy, consistency, and adherence to data quality standards in consultation with PHIVOLCS and DHSUD
  • Assist in conducting database quality checks in collaboration with the IT staff of PHIVOLCS.  
  • Develop and implement data security policies, procedures, and best practices to protect sensitive LGU information.
  • Performance optimization and troubleshooting, when needed.
  • Identify and resolve database performance issues.
  • Contribute to the identification of innovative solutions to enhance data collection and management.

 

2. Implementing the Local Risk Reduction Management Framework (LRRMF) and Multi-hazard Disaster Preparedness Audit (DPA) Mechanism at a wider scale 

  • Install, update and/or develop the LRRMF system and DPA portal and maintain the database management systems, in collaboration with DILG.
  • Improve and/or define database access structure and methods to be followed for enhancement and maintenance work.
  • Improve current database system design and efficiency while continuing to leverage existing infrastructure and ensuring conformity to DILG’s information system architecture and standards.
  • Ensure a clean and quality database by setting up enough control measures and that any change in database design considers optimum performance and efficiency.
  • Monitor database performance and conduct regular performance tuning
  • Install, configure, and upgrade database software and related tools.
  • Develop and implement database backup and recovery strategies to ensure data reliability and minimize downtime.
  • Perform routine maintenance tasks, such as database backups, index rebuilding, and statistics gathering.
  • Manage and optimize databases to ensure availability and reliability
  • Work closely with DILG IT staff related to the above tasks

 

3. Cross-cutting objectives 

  • Collaborate and communicate with concerned offices in DILG to enhance the online LRRMF system.
  • Participate in the drafting of mission, inception, progress, final reports and other reports as may be required.
  • Any other related tasks requested by Expertise France for the project.

 

Deliverables

  • Assessment reports on databases of LGUs that include recommendations for improving database administration and management.
  • Comprehensive plan for improving the current database system design and efficiency of the LRRMF system and DPA portal
  • Installed and operational Local Risk Reduction Management Framework (LRRMF) system and DPA portal
  • Documented and approved database access structure and methods, security protocols and user access controls

Documentation of database enhancement and maintenance work.

 

 

Reporting and Coordination

The IT/Database Expert will report to the Project Management Office (PMO) and be under the supervision of the Project Leader, in close coordination with the Technical Coordinator. He/she will also coordinate closely with GIS Expert, DILG, PHIVOLCS, DHSUD, and other relevant agencies.

Project or context description

The Disaster Risk Reduction Enhancement at the Local Level—Technical Assistance (DRREALL-TA) project implemented by Expertise France is part of the DRREALL policy-based support programme, a long-term partnership between AFD and the Government of Philippines (GoP), led by the Department of Interior and Local Government (DILG). The DRREALL programme, funded by the EU, aims to efficiently implement disaster risk reduction strategies at the level of local government units (LGUs). This programme will contribute to strengthening disaster risk reduction and management (DRRM) and climate change adaptation (CCA) capacities at the national (primarily DILG) and local level and will support ongoing reform projects throughout the country. The DRREALL programme comprises two public policy loans (tranches). The first tranche was disbursed in 2021 and the second tranche will be disbursed in 2025, provided 80% of the DRREALL-TA project’s indicators are achieved by June 2025.

 

The DRREALL-TA is structured based on a policy matrix approved and agreed between the GoP and AFD. It outlines four key reform areas:

  1. Strengthening local capacities for risk-informed planning.
  2. Enhancing DILG's ability to manage a performance audit mechanism and an integrated capacity development strategy for DRRM and CCA.
  3. Improving the capacity of local communities to effectively utilize disaster risk management funds.
  4. Enhancing gender-sensitive and socially inclusive approaches to disaster response within LGUs.

 

Expertise France is in charge of the DRREALL-TA project implementation. The Project Management Office (PMO), based in the Expertise France office in Manila, ensures the day-to-day operational management of the DRREALL-TA project, in close coordination with AFD and DILG. The PMO’s responsibilities include project administration, team management, financial management, stakeholder engagement, monitoring and evaluation, etc.

 

The PMO team is composed of a project leader, technical coordinator, administrative and financial manager, project assistant, and technical experts (including the IT/Database Expertise). The technical experts will support the team in defining and implementing project activities and will cover various thematic areas, including M&E, Gender, Institutional Capacity Development (ICD), Disaster Risk Reduction (DRR), etc. The PMO is also supported by two project managers, project assistant, and financial and administrative project manager based at the Expertise France headquarters in Paris.

Required profile

Qualification Requirements

  • Degree in computer science, Information Technology, or a related field.
  • Proven experience of at least seven years in Database Administration support-related work, preferably with supervisory experience.
  • Must be a good team player with a client-oriented attitude and have ability to engage and communicate with both management officials and technical focal points in government agencies, LGUs, and other stakeholders
  • Must have excellent project management skills and can handle multiple projects concurrently
  • Must have extensive knowledge in the maintenance and tuning of various information/computer systems, i.e Server OS-Centos 7.4 or higher, Web server-NGINX1.18 or higher, Database server-MariaDB 10.2 or higher, Server side scripting language – PHP7.4 or higher, Web administration tools – phpMyAdmin 5.1.3 or higher.
  • Demonstrated ability in producing high-quality reports and excellent communication and report-writing skills in Filipino and English.
