Mission description

Under the supervision of the Communication Manager, the Communication Officer will participate in the drafting of communication activities and initiatives, the promotion of the project’s activities among a wide array of stakeholders, including the international community of technical assistances and related donors and implementing partners, governmental authorities and counterparts, innovation ecosystems and entrepreneurs, local and regional media and the general public in the targeted countries. The Communication Officer will also contribute to internal communication, identifying and implementing tools that will ensure employee engagement and effective internal communication.

The position is to be filled in Chisinau, Moldova, with travels in the other countries related to EU4innovation east program (Ukraine, Georgia, Armenia, Azerbaijan).

Main Tasks:
Under the supervision of the Communication Manager and Lead of component 4, the Communication Officer will:

  • Participate to the creation, management and dissemination of a wide range of communication products including leaflets, infographics, data cards, website, videos, newsletters both in local languages and in English;
  • Support the management of social media channels of the project (Facebook, Instagram, X, LinkedIn, etc.);
  • Support with content creation to showcase various project activities, draft news articles, human and impact stories;
  • Contribute to smooth communication and follow-up with a network of subcontractors including web agencies, graphic designers, and event management companies in the targeted countries and abroad when requested;
  • Contribute to the building up and maintain relations with a wide range of stakeholders in the targeted countries, including high-level officials, international community, and entrepreneurs;
  • Participate to the communication and visibility of events and project’s activities, and support their organization;
  • Support the creation and review of all communication products ensuring their compliance with the brandbook of the project and with the communication and visibility guidelines of the EU and Expertise France;
  • Participate to the monitoring and evaluation of the project’s communication activities (including activity report, web metrics, social media analytics, press coverage, etc.) in collaboration with the MEAL manager and officer of the project;
  • Draft press releases and contribute to their adaptation into local languages and dissemination to a wide range of relevant media outlets and journalists in the targeted countries;
  • Support with social media boosting and ad campaigns;
  • Support the internal communication within EU4innovation east team.

Support for implementation of Component 4:

  • Coordinate and organize work with relevant stakeholders, ensuring continuous follow-up with counterparts.
  • Assist in situational analysis to identify key actors and strategies for implementing Component 4 activities;

  • Support the definition and management of necessary resources (human, technical, financial) for proper execution of activities;
  • Assist in selecting, contracting, and managing required team/providers for implementing Component 4 activities;
  • Contribute to implementation of all activities related to Component 4 outputs;
  • Contribute to budget monitoring and ensure financial follow-up for Component 4 activities;
  • Assist the Management Team in formalizing new activities based on evolving contexts and requests;
  • Support in reporting activities related to Component 4, collaborating closely with the MEAL officer.

Deliverables

  • Participation to the design and implementation of the requested communication campaigns on a yearly basis;
  • Contribute to daily update and management of the website and social media channels of the project;
  • Participation to the design and dissemination of the communication and visibility guidelines of the project;
  • Support with the monthly update of media distribution lists, projects stakeholders’ database;
  • Participate in the drafting and dissemination of at least 3 communication products on a monthly basis – human stories, articles, social media cards etc;
  • Contribution to the building up of the media relations and dissemination of at least 10 relevant press releases on a yearly basis;
  • Creation and dissemination of monthly internal Newsletters, support with the organization of internal meetings and managing of internal communication channels.

Overall objective

Strengthen the competitiveness and maturity of the EaP start-up ecosystem 

Specific objectives

SO1: Enhance early-stage funding access for EaP startups, especially those led or co-founded by women, by creating a new funding mechanism and improving incubation programs, including technology transfer initiatives.

SO2: Foster innovation development in EaP ecosystems by structuring and improving the business environment.

SO3: Amplify the visibility of EaP startups and strengthen connections with European investors, fostering b

oth funding acquisition, market access, and increased local interest in the entrepreneurial journey.

SO Ukraine: Formulate a customised strategy for Ukraine, integrating French co-financing, to navigate and capitalise upon the distinctive challenges and opportunities encountered by the Ukrainian startup ecosystem during the ongoing reconstruction period.

4.1  Support the Valuable Participation of EaP Delegations: Coordinate the involvement of EaP delegations in prominent European events and organize a grand startup contest, the "Grand Prix," to highlight outstanding startups from the region.

4.2  Promote Success Stories: Develop narratives and media content to showcase emerging leaders and success stories in the EaP startup ecosystem, focusing on inspiring and attracting more talent.

Required profile

• Degree in communication, journalism, business administration, entrepreneurship, languages or relevant work experience;
• Strong interest for media, economic and financial governance, as well as economic development;
• Proficiency with social media and innovative communication tools and trends;
• Ability to work in a multi-cultural environment;
• Ability to work in team, coordinate with colleagues;
• Fluent in both English and Romanian. Knowledge of French and other languages of the project is an asset (Armenian, Azerbaijani, Georgian, Ukrainian).
• Good experience in graphic design and photo editing softwares such as Canva, Adobe creative suite.

 

Specific knowledge, experience, skills or competencies

• A minimum of 3 years of professional experience in a similar position;
• Experience in international cooperation is an advantage;
• Proven experience in contributing to international communication campaigns and projects;
• Previous experience working with startups, innovation ecosystems is highly desirable;
• Experience in organizing and managing events, particularly in an international context;
• Strong background in content creation, social media management, and media relations.

• Ability to prioritise and organise work;
• Good interpersonal and communication skills.

WHAT WE OFFER

Exciting work in an international environment.

A 12-month contract, renewable up to September 2028, based in Chisinau, Moldova, with potential travels to the EU or to the other 4 countries of the project.

The exact remuneration will be defined according to the experience recognized for the position.
