Mission description

Objectives

The purpose of this Call for Expressions of Interest is to establish a roster of external experts across various sectors within Disaster Risk Reduction.

As part of its ongoing efforts to consolidate projects in Disaster Risk Reduction, Expertise France seeks to enhance its cadre of short and medium-term experts who can be deployed in specific thematic areas and geographical regions.

We are seeking experts with academic and/or practical expertise in the following sectors:

  1. Sector 1 | Gender and Disaster Risk Reduction
  2. Sector 2 | Disaster Risk Governance / Disaster Risk Management (Preparedness, Resilience, Response, and Recovery)
  3. Sector 3 | Disaster Risk Mapping (GIS) and modelling (linked to Climate change prediction - IPCC scenarios and its application)
  4. Sector 4 | Field-based analysis of local-level vulnerabilities and capacities such as Vulnerability and Capacity Assessment
  5. Sector 5 | Damage assessment
  6. Sector 6 | Artificial Intelligence applied to hazard risks
  7. Sector 7 | Education in Disaster
  8. Sector 7 | Disaster-Conflict-Fragility Nexus
  9. Sector 8 | Climate and Disaster Risk Finance and Insurance (CDRFI)
  10. Sector 9 | Integration of disaster risk reduction and climate resilience into sustainable finance / PEFA Disaster resilient and responsive public financial management
  11. Sector 10 | Hydro-meteorological (eg. EWS)

Project or context description

Background 

"Natural" disasters particularly affect developing countries due to certain vulnerability factors such as poverty, rapid and informal urbanization, social inequalities, lack of governance, and conflicts. Economic losses related to disasters are 20 times greater in developing countries than in developed countries (as a percentage of GDP). A single disaster can impact each of the 17 Sustainable Development Goals, such as eradicating poverty, reducing inequalities, the performance of health or education systems, and the impact on ecosystems.

Under the influence of climate change, even with warming limited to 1.5°C, hydrometeorological hazards will become increasingly frequent and intense, further impacting populations, systems, and societies. Investing in risk prevention and preparedness strategies is now a sine qua non condition for a more resilient world.

Given these circumstances, disaster risk reduction (DRR) is gaining increasing importance on the agendas of United Nations (UN) organizations. Although the Sendai Framework for Disaster Risk Reduction 2015-2030 serves as the blueprint for DRR, other global agendas—such as the Sustainable Development Goals, the Paris Agreement on climate change, the New Urban Agenda, and the Agenda for Biodiversity—include objectives that are unattainable without the integration of DRR considerations.

Required profile

Modalities

Qualified individual consultants who meet the following requirements are invited to submit their applications:

  • Education: Advanced university degree (Master's or higher) in environmental science, social sciences, economics, development studies, or a related field linked to the sector chosen.
  • Experience: Minimum of 8 years of relevant experience, with extensive expertise in one or more of the aforementioned fields.
  • Skills:
    • Excellent analytical skills, including research design, methodology, and data collection in the specified areas.
    • Strong understanding of key normative frameworks, governance mechanisms, and approaches to disaster risk reduction (Sendai Framework), climate change action, and/or conflict sensitivity and peacebuilding.
    • Outstanding organizational and facilitation skills.
  • Teamwork: Proven ability to work effectively in a team and in an intercultural environment, with minimal supervision.
  • Language Proficiency:
    • Demonstrated excellent writing and presentation skills in English.
    • Ability to work in Portuguese, Spanish, or French is required for some countries and will be considered an advantage.

Presentation of Expertise France

Expertise France is the French international technical cooperation agency, with a status of public institution under the joint supervision of the Ministry of Europe and Foreign Affairs (MEAE) and the Ministries for the Economy, Finance and the Recovery. Finally, Expertise France works towards implementing risk prevention and preparedness measures across various levels, from national to local, collaborating with authorities, communities, civil society organizations, the private sector, and international partners.

Expertise France is the public agency of French international technical cooperation. The agency operates around four priorities:
