Mission description

Under the supervision of the Support Functions Coordinator of Projects Support Unit, and in close collaboration with projects teams based in Kyiv, MEAL Officer is responsible for overseeing all the activities related to the Monitoring, Evaluation, Accountability and Learning of the Expertise France projects in Ukraine as follows:

Monitoring and Evaluation

-       Review and explain in detail the project theory of change with all stakeholders.

-       Refine the M&E indicators based on the theory of change and the quality of available data

-       Assess the needs and available resources of the projects in terms of the M&E system, data collection, reporting within EF and among implementing partners.

-       Develop data collection, feedback, consolidation, analysis and visualization tools to facilitate and systematize the consolidation and management of MEAL data (Kobo questionnaires, ODK, dashboards, reporting formats, etc.).

-       Develop and test a methodology for data collection, analysis and management: quality control, development of a database, analysis flowchart, measurement of results (objectives, variables, quantitative data, aggregations)

-       Provide details on the definition, methods of calculation and disaggregation of indicators

-       Define reference values (baseline) and target values for each indicator

-       Develop an action plan detailing the key activities for the M&E  system, the schedule, budget and roles and responsibilities

-       Coordinate implementation of M&E system, including data collection, analysis and reporting by the Projects teams and partners.

-       Interact with stakeholders on data collection and interpretation

-       Document GDPR compliance: access to rights, data security, transfers outside the EU

-       Check the data quality and GDPR compliance of the system

-       Update the M&E system and the collection and monitoring tools as the projects develop, as necessary.

Accountability and Learning

·       Train personnel and stakeholders on M&E and the mechanisms / tools developed to facilitate their involvement in the implementation and use of the MEL system

·       Develop capacity development plans with the programme team and partners to improve the technical competencies of partners on M&E aspects.

·       Provide ongoing support to relevant personnel on M&E aspects of the programmes/projects.

Reporting

-       Review MEAL inputs for interim and final reporting through the revision of all available project-related MEAL data from staff, subcontractors and partners

-       Participate in regular progress review meetings organised by the projects to provide updates about MEAL activities and progress

-       Produce monitoring and evaluation indicators and reports

-       Contribute to the bi-annual review exercises and presentations to the steering/monitoring committees with the projects teams 

-       Develop reporting and visibility materials jointly with the teams and Communication manager in accessible formats for different stakeholders internally and externally

-       Other tasks might be assigned based by the Manager

Project or context description

Expertise France (EF) is the French public agency for the design and implementation of international technical cooperation projects, operating in Ukraine since 2006. The agency focuses its activities in Ukraine on two strategic areas: support for resilience and reconstruction; and support for European integration. In 2024, the EF portfolio includes 15 national projects and 3 regional projects in 6 sectors: (i) health and social protection, (ii) rule of law and justice, (iii) local governance and decentralisation, (iv) innovation and support for the private sector, (v) economic and financial governance, (vi) defence and security. Among the EF implemented projects are – EU PRAVO-Justice, mAIDan Ukraine Facility, APPUI, Support to recovery and decentralisation of Chernihiv region, L’Initiative, etc.

Required profile

Qualifications and experience:

-       Post-graduate in a field relevant to the assignment: in public administration, management, financial and administrative management, economics business or equivalent experience].

-       At least 3 years’ experience in monitoring, information management, data collection and/or evaluation for international projects/donors/organizations, development projects.

-       Previous experience on international technical assistance projects of at least 3 years.

-       Experience in database design and management.

-       Experience in designing, facilitating and evaluating training for adults in the field of monitoring and evaluation will be considered favorably

Professional skills:

-       Excellent understanding of results frameworks and indicators as well as international M&E standards and applications

-       Excellent writing, data collection/analysis/visualization skills.

-       Skills on knowledge sharing and designing teaching materials are highly desirable.

-       Competent user of Microsoft Office applications and data collection and processing software (Kobo, Survey CTO, Eval&Go, STATA, SPSS, Power BI/Tableau, etc.)

-       Excellent coordination and teamwork skills.

-       Excellent written and spoken command of English and Ukrainian languages, French would be an asset.
