Mission description

Reporting to the Senior MEAL and Reporting Specialist in her/his respective functions, the Performance Management Officer, works in close horizontal collaboration with the members of the RESEMBID team to ensure the optimal capability of the RESEMBID Programme in the key area of institutional performance management, including programmatic results.

The role represents a key contribution to ensuring the achievement of the programmatic results of RESEMBID. Accordingly, the incumbent adopts a whole-of-team, cross-cutting outlook, avoiding a narrow, vertical or siloed approach.

 Key responsibilities

I.               Performance Management and Reporting

A.            Performance Management

The incumbent supports the successful implementation of MEAL activities at the project and portfolio levels and the provision of data and other MEAL outputs in a timely manner to support internal management decision-making, accountability and learning

The incumbent supports the development and deployment of performance management tools within the team and across OCT projects, routine programme monitoring, and the preparation of MEAL reports for performance management, accountability and learning.

In particular, the incumbent, inter alia:

  • ·       Develops, maintains and deploys internal and external performance dashboards and monitoring and tracking tools, including MEAL databases.
  • ·       Routinely tracks and updates indicator values in the project logframes and in the RESEMBID Programme logframe.
  • ·       Populates and updates TolaData, the RESEMBID web-based M&E platform, with project performance data, and generates customized and on-demand M&E reports.
  • ·       Aggregates and analyses data from progress and final reports of projects to contribute to management decision-making, capitalisation of lessons and reporting.
  • ·       Prepares monthly KPI reports to systematically document performance, track progress against indicators, and monitor the health of the RESEMBID portfolio.
  • ·       Organises and participates in performance management events, including tripartite review workshops, quarterly MEAL review, monthly MEAL meetings with EF HQ, and in-country monitoring missions.
  • ·       Updates and maintains MEAL filing system.

 

B.            Data Quality Management and Backstopping

The incumbent ensures the integrity of data generated by project MEAL systems and helps to strengthen the overall RESEMBID MEAL ecosystem for accurate and reliable reporting. 

 

Specific responsibilities include: 

  • ·       Review and provide feedback on the quality of MEAL reports.
  • ·       Conduct data quality audits and results verification for OCT projects.  
  • ·       Provide capacity-building and other backstopping support to OCT implementing partners.

 

C.            Evaluation and Learning

The incumbent contributes to the achievement of the RESEMBID learning agenda through the generation of lessons learned from projects under implementation that can be applied to the design and implementation of similar interventions. In particular, the incumbent:

  • Reviews and compiles key challenges and lessons learned from progress and performance reports and evaluation reports for projects under implementation and/or completed projects.
  • ·       Disseminates and promotes the use of these lessons through learning events and products.
  • ·       Provides input to the content for impact stories and other Communications and Visibility products

 

Project or context description

The Resilience, Sustainable Energy, and Marine Biodiversity Programme for Caribbean Overseas Countries and Territories (hereinafter: the Programme) is a €40M programme financed by European Union (EU) and implemented by Expertise France (EF). The Prime Minister of Sint Maarten currently performs the role of Regional Authorising Officer (RAO) for the Programme.

he Programme is being implemented in twelve Caribbean Overseas Countries and Territories (OCTs): 

  • ·       Aruba, Bonaire, Curaçao, Saba, Sint Eustatius, Sint Maarten
  • ·       Anguilla, British Virgin Islands, Cayman Islands, Montserrat, Turks and Caicos Islands
  • ·       Saint-Barthélemy

The Programme has been under implementation since 2019 and has achieved a portfolio of 47 projects valued at €22.4M, representing approximately a 90% approval rate on programmable funds. With a portfolio of 47 projects, RESEMBID will in the long-term, contribute to the environmentally sustainable human development of the 12 OCTs by realising the following outcomes linked to three priority focus areas:

1)    Marine Biodiversity – improving protection and sustainable management of the marine biodiversity of the OCTs. This focus area aims to protect and conserve the marine ecosystems of the 12 OCTs. To do this RESEMBID is working with the OCT governments and their stakeholders to implement projects in five areas – marine ecosystem conservation; sustainable fisheries; marine protected areas management; sustainable finance and the blue economy; and environmental education.

2)    Resilience – helping Caribbean OCTs to adapt to extreme and recurrent natural events. Capacity to cope with the effects of major natural extreme events is limited in the OCTs, and in this regard, there is a need to reduce structural vulnerability and increase the resilience of economic infrastructure and fragile coastal ecosystems to extreme recurrent natural events. Capacity development in this area continues to be necessary and strategically critical.

3)    Sustainable Energy - The RESEMBID Programme seeks to support the OCTs strengthening the delivery of resilient energy services to their populations. This means increased capability of the people to use and maintain innovative technologies, whilst contributing to low carbon development locally and regionally. RESEMIBD, provides substantive technical assistance through a myriad of channels including the provision of technical training in energy efficiency and renewable energy, the commissioning of feasibility studies and subsequent pilot and proof-of-concept projects in-country.

Great emphasis is given to OCT ownership, embracing a participatory approach in the design and management of the project portfolio, and ensuring the close substantive involvement from the outset of all relevant stakeholders (beneficiaries, civil society, private sector, funding institutions, among others).

The RESEMBID team is composed principally of staff based on Sint Maarten, as well as individuals outposted in the Caribbean and backstopping the team from Paris Headquarters.

Required profile

  • Minimum a Bachelor’s degree in the social sciences, international development, or any other related field.
  • Minimum of three years of experience working in the field of monitoring and evaluation in a development organisation.
  • Experience in and affinity for strategic planning and performance management, including performance monitoring, data analysis, dashboards, reporting and database management. Proficiency in Power BI is essential.
  • Ability to handle multiple tasks simultaneously in a fast-paced environment, set priorities, and meet deadlines.
  • Ability to synthesize complex information and communicate it effectively to diverse audiences.
  • Excellent written and oral communication skills in English, including communication in a cross-cultural setting
  • Strong attention to detail; organisational and time management skills

Additional information

Duty Station: Home-based, with duty travel as needed. Attends periodic and other staff meetings by video conference
