Mission description
Based in Kyiv, the position is under the direct responsibility of the Legal and Procurement Manager of the Projects Support Unit (PSU) of Expertise France in Ukraine. He/she supports the purchasing and contracting activities of the PSU and the cooperation projects in its portfolio, in compliance with the applicable regulations and Expertise France's internal rules on public contracts.
The principal missions assigned to the PSU’s Procurement Assistant will be (not limitative):
- Support the receipt, processing, and monitoring of requests for the contractualization of public procurement contracts (public tenders);
- Assist in preparation of documents constituting the consultation file;
- Support the implementation of the procurement procedure (support the sourcing, creation of consultations, receipt of offers, and electronic exchanges with candidates);
- Support the coordination of information to bidders;
- Support the development of analysis grids, award minutes, and all documents related to the procurement procedure;
- Support the due diligence of the selection proceedings;
- Assist in preparation of the contracts;
- Collect and check accounting documentation (supporting documents, invoices, acts of acceptance, etc.), coordinate timely payment;
- Support the databases and trackers management on a regular basis;
- Support archiving, in accordance with internal procedures, of all procurement and contractual documents;
- Perform other related duties as required.
Project or context description
Expertise France (EF) is the French government operator of international assistance projects, which presence in Ukraine has recently been strengthened. EF is implementing several projects, notably the EU Project Pravo-Justice, aimed to promote greater rule of law in Ukraine, in line with European standards and comparative practices, the “mAIDan” project, in close coordination with the French Embassy in Kyiv, with the aim of mobilizing French technical assistance to support Ukraine in addressing the emergency and preparing for reconstruction and the EU accession process. The agency is also supporting several health partners through the project APPUI Health and health program named the Initiative dedicated to the fight against HIV and tuberculosis.
Required profile
- Higher education in law, procurement, logistics or any related field (administrative management, economics, etc.), Master's level degree is preferable.
- 1-2 years of previous professional experience in the areas of program assistance, administration, operations, procurement, preferably in international cooperation.
- Experience in public procurement regulations (supplies, services and works) and grant agreements/ management (under French, EU and/or international procurement rules) is preferable.
- Experience with donors and financial reporting is preferable.
- Strong problem-solving skills.
- Ability to work in a multicultural environment.
- Proficiency with Microsoft Office — Excel in particular.
- Excellent analytical and report-writing skills.
- Fluent in spoken and written English.
