For several years, electoral democracy has been declining in more than half of the world's countries, marked by high abstention rates, election disputes, insincere elections, attacks on elected officials, the spread of populism, and information manipulation. Despite these challenges, some countries have transitioned to a pluralistic parliamentary democracy. In this context, it is crucial to support parliaments as pillars of democracy to face these obstacles. The participation of women and youth in the parliamentary process and political sphere remains a major challenge in Africa, particularly in Benin, Botswana, Gabon, and Sierra Leone.

The project will also emphasize strengthening the administrative and legal capacities of parliaments, thereby contributing to more inclusive and effective governance.
