Mission description

The project funded by the French MEAE aims to improve the quality and efficiency of parliamentary action to strengthen democratic governance in Benin, Botswana, Gabon, and Sierra Leone. Within this framework, Expertise France is currently seeking a national expert who will work from Sierra Leone and focus on the following areas: Sierra Leone and Botswana, in coordination with:

  • A parliamentary cooperation expert based in Sierra Leone who will work on the following areas: Benin and Gabon

And under the supervision of:

  • A principal parliamentary cooperation expert based in Paris who will oversee all areas covered by the project.

Under the supervision and in close collaboration with the headquarters of Expertise France, the team of experts will be responsible for implementing the prioritized activities in each country during an initial 3-month startup phase.

Project or context description

For several years, electoral democracy has been declining in more than half of the world's countries, marked by high abstention rates, election disputes, insincere elections, attacks on elected officials, the spread of populism, and information manipulation. Despite these challenges, some countries have transitioned to a pluralistic parliamentary democracy. In this context, it is crucial to support parliaments as pillars of democracy to face these obstacles. The participation of women and youth in the parliamentary process and political sphere remains a major challenge in Africa, particularly in Benin, Botswana, Gabon, and Sierra Leone.

This project aims to enhance the quality and efficiency of parliamentary action in these countries to improve democratic governance. It will focus on improving the legislative, oversight, and evaluation functions of parliaments while addressing needs in parliamentary diplomacy, ethics, and gender equality. The project will also emphasize strengthening the administrative and legal capacities of parliaments, thereby contributing to more inclusive and effective governance.

The five components of the project are:

  1. Increasing the efficiency of parliaments in fulfilling their constitutional missions (law-making, government oversight, public policy evaluation)
  2. Strengthening the gender approach in parliamentary action
  3. Enhancing the administrative and financial management capacities of these institutions, considering the specifics of the financial autonomy principle of assemblies
  4. Bolstering the international actions of parliaments, given the growing importance of international parliamentary events
  5. Opening the Parliament to the public, following a broad "Open Parliament" approach, including free access to parliamentary work, public openness, transparency, and ethics.

Required profile

Qualifications and Skills

  • Hold a higher education degree related to parliamentary subjects
  • Have solid experience in parliamentary cooperation
  • Possess strong adaptability, a team-oriented mindset, and persuasive abilities
  • Excellent command of French, including exceptional writing and reporting skills
  • Excellent command of English

General Professional Experience

  • Minimum of 5 years of professional experience in project management, preferably in international development projects

Specific Professional Experience

  • Minimum of 5 years of professional experience in parliamentary cooperation issues
  • Proven experience as a team leader in at least one technical assistance project lasting a minimum of 24 months
  • Experience in conducting research and analyses
  • Experience working in West African countries and/or knowledge of the targeted countries
