Description of the mission
Reporting to the geographic department, the Facility mAIDan coordinator is operating under the management of Ukraine country director and works in close coordination with Expertise France's technical departments. He/she will be supported by a local project manager or project assistant, and, at headquarters, by a project manager in the geographical department.
Coordination of the mAIDan Facility
- Follow-up and capitalising on activities financed and co-financed by the Facility.
- Preparation of the steering committees and activity reports;
- Contribute to the administrative and financial monitoring of the Facility together with Project Support Unit Coordinator and her teams:
· preparation of financial reports on the usage of the funding,
· contracting and deployment of expertise mobilised directly by the Facility.
- - Management and evaluation of the project officer or project assistant.
Project identification and development
- Collection of the needs of Ukrainian partners and identification of the sectors where French technical cooperation is expected;
- Mobilisation of EF's technical departments to explore the needs expressed and opportunities for intervention;
- Provision of the information and networks of contacts useful to the technical departments for project development. Exchanges with partners in the field.
- Support in preparation and accompagnement of the prospecting missions;
Working with the technical departments to prepare applications for co-financing and funding for the Steering Committee.
Managing relations with French technical partners jointly with the Geographic Department and the technical departments;
Implementation of activities
- Drafting of terms of reference for the mobilisation of expertise;
- Prioritisation and programming of requests for expertise by the team France;
- Accompanying and follow-up of the experts;
- Monitoring, evaluation and validation of the deliverables of mobilised experts directly by the Facility.
- Organisation of study visits jointly with head office.
The Ministry of Europe and Foreign Affairs (MEAE) has entrusted Expertise France with a €14.5M envelope to meet the needs of Ukrainian partners by positioning French technical assistance in support of Ukraine's resilience, reconstruction and EU accession process. mAIDan Ukraine Technical Assistance Facility was launched in September 2023 and currently covers around twenty actions and/or projects financed or co-financed within this framework.
Expertise France (EF) is looking for a Programme Coordinator based in Ukraine to steer the implementation of this programme.
Profile and skills required
- Master in international relations, economics, business school, law, political science, development, or equivalent;
- 5 years' experience or more in international cooperation, international relations and/or development;
- Proven experience in project development and management;
- Experience in an international technical cooperation would be a strong asset;
- Knowledge of how European donors operate and of European programming;
- Excellent interpersonal and communication skills;
- Fluency in English, knowledge of Ukrainian would be an asset;
- Be proactive, rigorous and have excellent organisational skills;
- Knowledge of public procurement rules and French public procurement would be a plus.
Duration of the mission
2 years from September 2024 to August 2026.
