Mission description

The Governance Department is looking for an Administrative and Financial Assistant to be based in Athens, Greece.

The objective of the mission is to facilitate on a daily basis the adequate implementation of the projects on all aspects related to financial and administrative management as well as logistics.

Reporting to Project Managers based in Paris (HQ), Project Coordinator and Administrative and Financial Manager based in Athens, the Administrative and Financial Assistant will be responsible for the following tasks: 

Administrative management:    

  • Supporting the collect, checking and archiving supporting documents related to logistics activities
  • Preparing documents for project audits and financial closures
  • Managing the project's administrative and secretarial tasks
  • Recording and filing project deliverables and documents, particularly in digital format, in accordance with Expertise France procedures, in liaison with project coordinator  and HQ in Paris

Logistics management – 50% :

  • Business travel Organization for stakeholders (experts, partners, head office staff) in collaboration with the travel provider
  •  Booking of plane / train tickets & car rental
  • Booking of meeting rooms, hotels & airport-hotel transfers in an international context
  • Review and verification of itineraries received and cost optimization
  • Management of the administrative part of visas and all administrative formalities prior to relocations

Financial management: 

  • Supporting the financial monitoring of projects and prepares financial monitoring documents
  • Supporting financial reports for donors (consolidation) and internal accounting exercises (in collaboration with the Administrative and financial manager)
  • Supporting expenditure and supplier invoices for specific projects or expenditure not allocated to missions or projects (monitoring, reminders, administrative recording) initiated from head office and/or the local bank account

Communication:

  • Ensures communication between employees in Athens and HQ based in Paris

Project or context description

Context

Expertise France, part of the French Development Agency, is the French technical agency responsible for designing and implementing international technical cooperation projects.

The agency works in four priority areas:

  • democratic, economic and financial governance
  •  peace, stability and security
  •  climate, agriculture and sustainable development
  •  health and human development

In these areas, Expertise France engineers and implements capacity-building projects, mobilises technical expertise and acts as a project coordinator, bringing together public expertise and private know-how.

Project background and description 

The Governance Department, in particular the Public Management Transparency and Accountability Unit and the Justice and State Reforms Unit works with the Directorate-General for Structural Reform Support (DG REFORM) (European Commission) in order to help EU countries to design and implement reforms as part of their efforts to support job creation and sustainable growth.

Greek authorities have committed to continue the reform of the public administration in order to boost state efficiency, transparency and meritocracy. To support this reform, Greece has requested assistance from the Directorate General for Structural Reform Support (DG REFORM) of the European Commission. DG REFORM contracted Expertise France, the organisation nominated by the Reform Partner France, to provide technical support (TS). Expertise France has supported administrative reforms in Greece since 2011. 

The project led by Expertise France provides support to Greece in its effrots to strengthen institutional and administrative capacity, to effectively address the challenge for the development of a modern public administration.

Implementation of the TS is carried out by a multinational team of Greek and other EU Member States’ experts headed by one Key Expert (KE), under the supervision and coordination of Expertise France. A Local Management Team composed by a Project coordinator, a Project Administrative and Financial Manager and a assistant is setup in Athens in order to provide support to the activities thus facilitating the logistic, administrative and coordination arrangements needed.

Required profile

Education

  • A four-year university degree or the equivalent in a relevant field (such as Administrative Services Management, Business Administration & Information System, Accounting, etc.)

Professional experience

  • 4 years’ finance-related work experience - accounts receivable, accounts payable, general ledger maintenance, etc
  • Proven track record of involvement in minimum 1 assignment related to the position 
  • Experience in project management and european cooperation would be an asset

Skills and qualities required

  • Proficiency in use of spreadsheets, word processing and computerized accounting systems
  • Ability to organize effectively, work under pressure with attention to detail, precision and accuracy

Language skills

  • The working language of the project is English
  • Excellent report writing skills in English and Greek are an absolute requirement
  • Knowledge in French is a plus

Beginning of activities is expected October 1st 2024

The assistant's working hours will be :

  • 50% for the Transparency and Accountability Unit
  • 50% for the Justice and State Reforms Unit
