The role of the Key Expert will be to support and reinforce the capacity of the authorities of Cyprus to coordinate, manage and implement the Project “Reforming, developing, and enhancing the civil protection system”. The Key Expert will be responsible for the overall coordination for the programming (development/adjustment of plan of actions), the quality control of the work undertaken and the successful implementation of the Project’s activities (expertise, technical support, drafting and finalisation of concept notes for each output, mobilisation of experts, organise meetings of the respective working groups, organise workshop and seminars, draft minutes and reports, review of the reports, contribute to the elaboration of the inception, progress and final reports, as appropriate). He/She will also provide direct advice notably in the form of fact-findings and analytical reports containing proposal for actions, and preparation and deployment of workshop and other similar activities.
The Key Expert will work in close cooperation with the other project experts and the Local Management Team and he/she will coordinate with the Expertise France Project coordinator for the contacts and reporting to DG REFORM. The Key Expert will be supported in his/her work by Expertise France Management Teams in Paris and Athens.
Deliverables
The expert is responsible for ensuring the delivery of the following Project outputs as described in the Description of the Action:
Output 4: Needs analysis report
Output 5: Report on good practices for civil protection
Output 6: Gap analysis report and recommendations for the establishment and operation of a national civil protection mechanism
Output 8: Interagency cooperation protocols
Output 13: Recommendations for early warning system infrastructure and communication channels protocols (Early warning campaigns)
Output 14: Communication and management plan
For the elaboration of the above deliverables the expert receives the support of other Project experts, as needed. The expert provides also inputs to the outputs delivered by the other Project experts, in areas related to the above outputs.
Also, the expert holds responsibility for the production of the final outputs with which s/he is directly assigned, as detailed in the respective output concept notes (point 1 below). The concept notes are produced on a regular basis during the implementation of the project and will serve as basis to further define the deliverable of the Key expert to be produced during the lifecycle of the project.
In addition, the expert shall produce:
1. Concept notes for each of the outputs, clearly indicating the type of support, timeframe, content of the deliverable(s) and expert inputs (as and if appropriate)
2. Mission plans for international and local experts as appropriate, and review of experts’ mission reports before submission to Expertise France
3. Coordination Meetings – External (CME) agendas, documentation (when needed) and reports
4. Working group meetings agendas, documentation, and reports
5. Ad-hoc meetings documentation and reports
6. Workshops, seminars and study visits documentation and reports
7. Technical inputs for the Inception Report, Progress Reports, and the Final Report of the project
All deliverables shall be submitted using the templates provided by Expertise France.
The Cyprus Civil Defence (CCD), operating under the Ministry of Interior in Cyprus, faces significant challenges in responding effectively to large-scale disasters. There is pressing need for improved disaster preparedness, response plans, and community resilience. Collaboration among governmental bodies, NGOs, and the private sector is paramount for addressing these challenges efficiently.
Cyprus has requested support from the European Commission (the Directorate-General for Structural Reform Support - DG REFORM) to design, develop and implement reforms in the area of civil protection with the objective to establish a fully operational, nationally coordinated, unified, single national civil protection mechanism enhancing public safety and resilience in Cyprus.
This project led by Expertise France provides technical support with the purpose of a) establishing an efficient and coordinated civil protection mechanism and b) enhancing preparedness and response capabilities.
A Project Team composed of several experts will be in charge of implementing the technical support, under the coordination of Expertise France headquarters in Paris and its office in Athens.
To this end, Expertise France is currently looking for an expert for the position of “Key Expert 1 - Expert in emergency management and communication”.
