Mission description

As a service provider, the trainer will support Expertise France, a training organisation registered in France (registration no. 11755833775), in the implementation of its local field security training courses. He/she will be part of the MTT (Mobile Training Team), which can be deployed in the countries covered by the regional security coordination for the Middle East based in Beirut (countries covered: Iraq, Jordan, Lebanon)

He/she will be responsible for delivering a one-day FAIE training course for local Expertise France staff in the area covered. The training will include theoretical and practical modules based on the principles of TECC (tactical emergency casualty care), those of the French PSC1, covering vital emergencies such as bleeding, cardiorespiratory arrest and unconsciousness, as well as practical scenarios such as gunshot wounds, car accidents and any other credible scenario depending on the area of intervention. 

Due to the geographical specificity of the mandate, the service provider must be based in one of the countries covered, and be able to travel.

Project or context description

Local Field Security Training courses (FST) are organised by Expertise France to prepare government or public operators’ staff to limit their exposure to risk during their duties abroad as part of international cooperation operations. 

Target audience

The Local Field Security Training is universal and covers all staff profiles, regardless of their areas of responsibility or of deployment. 

Course content

The course is structured around two main modules delivered over two to three days, aimed at developing essential skills needed to operate safely when abroad.

1. Module 1: Key knowledge to master 

  • Understanding security in operations: Providing the keys to identifying essential security resources, analysing a security context and prioritising information.
  • Operational skills: Use of telecommunications equipment, mobilisation of warning tools, and implementation of security protocols in normal and crisis situations
  • Threat and natural risk management: Strategies and reactions to various threat situations.

2. Module 2: Knowing how to intervene (first aid in an isolated environment)

  • First aid in emergency situations: Learning the fundamentals for dealing with emergencies such as traffic accidents, gunshot wounds and explosions in sometimes hostile environments.
  • Autonomy in safety: Techniques for ensuring one’s own safety and that of others, in operational contexts where emergency services are not immediately available.

Module integration

The day dedicated to first aid in isolated environments (FAIE) is fully integrated into the local field safety training programme, ensuring consistency with the teachings delivered on day one. 

Required profile

  • Proven experience as a monitor or instructor in the armed forces, civil defence or non-governmental organisations (NGOs). Diplomas or equivalent in civilian or military training are required.
  • Proven experience in the region covered, in an operational and/or security role.
  • Fluency in Arabic required. Good command of English.
  • Diplomatic, goodwill, and good listening skills. 
  • Ability to adapt to the specific challenges of Expertise France's operations security department.

Additional information

  • Duration and location: mobilisation will include three days per training session: one day for arrival and preparation, one day for training, and one day for administrative procedures and return.
  • Logistical support: air tickets, hotel and food will be covered by Expertise France. Training materials are provided by Expertise France.
  • Remuneration: the daily cost will be evaluated and negotiated according to the qualifications and experience of the service provider.
  • Contract type: Purchase order contract, with total confidentiality requirements. The trainer will be required to complete time sheets and sign the minutes related to the training day.
  • Performance indicators: Evaluation based on participant feedback and achievement of specified training objectives.
  • Confidentiality clause: the service provider undertakes to maintain total confidentiality regarding the information and training materials handled. Training materials will be the property of Expertise France.

The selection process for candidates will be based on the following criteria :

  • Candidate’s training/skills/experience
  • Candidate’s training/diplomas related to the expert assignment
  • Candidate’s skills linked with the expert mission
  • Candidate’s experiences linked with the expert mission
  • Candidate’s expected linguistic understanding
  • Candidate's knowledges related to local context (country or region intervention)
