Mission description

Expertise France is the French public agency for international cooperation, designing and implementing projects to contribute to the sustainable development of partner countries, aligning with the Sustainable Development Goals (SDGs) of the 2030 Agenda and France's external action priorities.

EU4Innovation East is an EU-funded regional project (Georgia, Moldova, Armenia, Azerbaijan, and Ukraine) implemented by Expertise France with a duration of 4 years. The overall objective is to strengthen the innovation ecosystems of Eastern Partnership countries, focusing on enhancing the maturity and sustainability of the startup ecosystem, promoting convergence with the EU market and startup ecosystems, and providing targeted support to Ukraine's digital tech sector.

The project aligns with the Economic and Investment Plan (EIP) for the Eastern Partnership, contributing to the integration of these countries into the EU startup ecosystem and supporting flagship initiatives related to private sector support, innovation, green and digital economy, and society. Women entrepreneurship promotion is integrated into all project activities, including dedicated training and cooperation with female business angel networks. A horizontal objective is to promote specialization in high-value-added sectors using digital solutions.

Project or context description

The project has allocated a budget for distributing more than 20 grants to actors in the 5 countries targeted. Under the supervision of the Project Leader based in Tbilisi (Georgia) and the Deputy Project Leader, based in Chisinau (Moldova), the EU 4 Innovation East  Chief of components 1 & 3 is responsible for overseeing all the activities related to components 1 and 3 of the project.

The Chief of components 1 & 3 is part of the Project Management Unit (PMU) – and is based in Tbilisi, Georgia or in Chisinau, Moldova.

The role requires a high degree of autonomy and thoroughness, plus interpersonal skills suitable for an international and multicultural environment.

 

Project description

EU4Innovation East is a EU-funded project aiming to support the Eastern Partner Countries (EaP) startup ecosystems’ growth.

Overall objective

Strengthen the competitiveness and maturity of the EaP start-up ecosystem 

Specific objectives

SO1: Enhance early-stage funding access for EaP startups, especially those led or co-founded by women, by creating a new funding mechanism and improving incubation programs, including technology transfer initiatives.

SO2: Foster innovation development in EaP ecosystems by structuring and improving the business environment.

SO3: Amplify the visibility of EaP startups and strengthen connections with European investors, fostering both funding acquisition, market access, and increased local interest in the entrepreneurial journey.

SO Ukraine: Formulate a customised strategy for Ukraine, integrating French co-financing, to navigate and capitalise upon the distinctive challenges and opportunities encountered by the Ukrainian startup ecosystem during the ongoing reconstruction period.

Position Description

Responsibilities

Under the supervision of the Project director and the Deputy project director and in close collaboration with the MEAL Manager, the Grants team and the National Coordinators, as well as the Expertise France HQ staff:

 

IMPLEMENTATION OF COMPONENTS 1 & 3

  • Coordinate and organize the work with the relevant stakeholders as well as ensuring the continuous follow-up together with the implicated counterparts;
  • Continuous situational analysis to precisely identify the key actors and the strategy for implementing the components' activities;
  • Define the necessary means (human, technical and financial resources) for the proper execution of activities;
  • Select, contract and manage all the requested team / providers needed for an adequate implementation of the components’ activities;
  • Ensure the implementation of all the activities related to the outputs of the component;
  • Ensure the financial follow-up of the budget related to the component / activities he/she is in charge of;
  • Formalize and readjust the schedule for each action and propose the requested adjustments and / or mitigation measures to be deployed if/when necessary;
  • Support the Management Team when needed to formalize new activities depending on the evolution of the context and requests of interventions, in relation with the component he/she is in charge of;
  • Manage the reporting activities related to the component, as well as for the key activities in close collaboration with the MEAL Officer of the project;
  • Collaborate to the communication activities in relation with the Communication team, so to ensure the correct execution of the planned activities related to this topic and to the implicated components;
  • Collaborate to the MEAL activities in relation with the MEAL officer, so to ensure the monitoring, evaluation, accounting and learning of the activities of the implicated components;

IMPLEMENTATION OF TECHNICAL ASSISTANCE AND CAPACITIES REINFORCEMENT ACTIVITIES OF THE INNOVATION ECOSYSYSTEMS’ ACTORS OF COMPONENTS 1 & 3

  • Definition of the activities and formulation for the terms of reference;
  • Mobilisation of experts and management of the implicated partners;
  • Leading the organisation of the activities;
  • Consolidating the requested reporting and MEAL materials related to the implemented activities.

 PROJECT MANAGEMENT SUPPORT

  • Support in monitoring administrative and financial topics related to components 1 & 3, in collaboration with the the Administration and financial team (budget planning and follow-up, budget reporting, etc.);
  • Participation in coordination meetings;
  • Drawing up minutes of meetings with partners and provide the consolidated reports of activities;
  • In charge of the archiving of components 1 & 3 ’s documentation;

Required profile

  • University degree in statistics, development economics, political sciences, or any other profile in line with the tasks to be carried out. A Master’s degree will be an asset.
  • A minimum of 5 years of professional experience in the use of M&E systems, preferably in the field of private sector development, in the context of international cooperation development projects.
  • Experience in multi-stakeholder coordination, especially involving policymakers.
  • Knowledge of the European Union's management procedures is an advantage.Proficiency in office tools, especially Excel.
  • Proficiency in English and Georgian or Romanian is required. Fluency in reading French would be an advantage. Other regional languages could be an asset (Russian, Romanian, etc). 

Specific knowledge, experience, skills or competencies

  • Good command of the fundamentals of international project management and excellent knowledge of the M&E processes, particularly in EU-funded projects required (preferably also in multi-donor, multi-country, and/or multi-operator projects).
  • Experience using digital data collection and analysis tools (M&E-oriented software, data collection and analysis software, visualisation, etc). Experience in network analysis will be an asset.
  • Proficiency in developing technical reports required. 
  • Thematic knowledge of Private Sector Development, in particular Entrepreneurial Ecosystem Mapping and Strengthening (Access to Finance instruments, regulatory frame, …) will be strongly appreciated. 
  • Interest in the field of intervention: innovation, entrepreneurship support, support to the private sector.

  • Strong teamwork skills, flexibility, organisational skills, responsiveness;
  • Proven writing skills (reports, briefing notes, strategies, etc);
  • Pragmatic, proven ability to produce tools and documents in a short time;
  • Ability to prioritise, delegate and organise work.
  • Skills in training facilitation and capacity building;
  • Excellent interpersonal and communication skills in a multicultural context.

WHAT WE OFFER

  • A 12-month contract, renewable up to September 2028 based in TBILISI, GEORGIA or in CHISINAU, MOLDOVA, with potential travels to the EU or one of the other 4 countries of the project.
  • The exact remuneration will be defined according to the experience recognized for the position.
