Mission description

The aim of this project is to strengthen the detection and mitigation of risks related to CBRN materials or agents through the European CBRN Centers of Excellence initiative. The expert will develop training materials for trainers and exercise scenarios. He will work closely with the team leader and other experts in the following geographical area: Iraq, Lebanon and Jordan.

Specific actions related to this position are as follows:

  • Building traditional forensic capacity for investigation and prosecution (CBRN incidents)
  • Development of a training program on forensic investigation and prosecution of CBRN incidents.
  • Improve forensic awareness among first responders
  • Promote interoperability between institutions and first responders involved in CBRN incidents.
  • Establish networks of CBRN and forensic investigative institutions and experts at national and regional levels

 

 

 

 

 

 

Project or context description

The regional approach regarding CBRN forensics is to strengthen individual institutions in each partner countries in either chemical, biological or nuclear/rad forensics, or a combination thereof. This way, all CBRN related aspects can be covered in the region based on regional cooperation, collaboration and exchange of information and knowledge.

It does not seem feasible to develop for all partner countries the same capacities in chemical, biological and radiological forensics. Therefore, this project will aim to develop specific capacities for each partner countries based on their needs, considering also the regional approach to improve interoperability, the sharing of information, techniques, procedures as well as good practices regarding the legislation related to CBRN forensics and prosecution.

 

Required profile

Qualifications and skills:

  • University degree or equivalent in forensic sciences, or law enforcement experience in the CBRN field for at least 5 years.
  • Excellent communication skills

Good organizational skills:

  • Good command of English (spoken and written). Knowledge of one of the main languages spoken in the region is an asset (Arabic and French)

Ability to work in a multidisciplinary and multicultural team General professional experience:

  • At least 10 years' professional experience

At least 5 years' professional experience in forensic investigations:

  • Technical knowledge in the CBRN field
  • Experience of participation in international projects is an asset
  • Ability to store and manage sensitive and restricted information

L'objectif de ce projet est de renforcer la détection et l'atténuation des risques liés aux matières ou agents NRBC par le biais de l'initiative des centres d'excellence NRBC européens. L'expert développera des supports de formation destinées aux formateurs et des scénarios d'exercice. Il travaillera en étroite collaboration avec le chef d'équipe et d'autres experts dans la zone géographique suivante : Irak, Liban et Jordanie.

Les actions spécifiques liées à ce poste sont les suivantes :

  • Renforcement des capacités médico-légales traditionnelles pour les enquêtes et les poursuites (incidents NRBC)
  • Élaboration d'un programme de formation sur les enquêtes médico-légales et les poursuites en cas d'incidents NRBC
  • Améliorer la sensibilisation à la criminalistique parmi les primo-intervenants
  • Promouvoir l'interopérabilité entre les institutions et les primo-intervenants impliqués dans les incidents NRBC
  • Établir des réseaux d'institutions et d'experts en NRBC et en criminalistique chargés des enquêtes aux niveaux national et régional
