Mission description

Expertise France is recruiting an expert specialized in Gender and Public Health as part of a technical assistance to beneficiary countries (Benin, Guinea and Togo) and regional organizations (WAHO, Africa.CDC, etc.).
This Technical Assistance system is implemented within the framework of the “RHSP Project”.  

1.1.   Overall Objective

The overall objective of the mission is to provide technical support to project implementation teams and partners to ensure that they contribute to gender equality.  

For this, the gender technical expert will rely on the gender action plan developed as part of the project design.

1.2.   Mission and Activities 

The Expert, which will operate in an intermittent mode during the project (via several missions in the beneficiary countries, and in Abuja, as well as remote work), will be responsible for the implementation of the activities listed below, divided into three axes.  

For each of the axes mentioned below, initially, it is expected from the Gender expert that he or she makes an organizational diagnosis of existing tools and gender skills of each targeted organization, in order to size actions that meet their needs. 

Secondly, the Gender expert will be brought to:
Support One Health and GHS actors in taking gender into account in their organizational and institutional practices:  
•    Raise awareness and support the implementation of mechanisms to combat gender stereotypes, prevent and respond to GBV in targeted institutions;
•    Support the systematization of gender mainstreaming in HRPH data collection systems; 
•    Support the development of steering tools and procedural manuals to facilitate the inclusion of gender equality by targeted teams; 
•    Ensure that the directorates and departments involved in the implementation of this project are sufficiently structured and supported in taking gender into account;
•    Strengthen existing gender units in institutions or advocate for their establishment and training/recruitment of gender equality staff; 
•    Strengthen the capacities of regional organizations managers and targeted ministries in countries of intervention on gender issues. The first step will be to identify the relevant managers and their capacity building needs; 
•    Promote the effective participation of women in the various project steering bodies (multi-sectoral committees); 
•    Support the monitoring of the effectiveness of gender mainstreaming at all levels (institutional and operational). 

Promoting gender in the policies and strategies of regional organisations and beneficiary countries 
•    Support the revision of HRPH development policy documents including gender: strategies and frameworks, repositories… It will not be about integrating a gender perspective into all the strategic documents, but about identifying, with the support of a diagnosis and exchanges with stakeholders, the most relevant to strengthen or co-construct;
•    Support the inclusion of gender equality in national public policies and regional initiatives. The Expert will build on the Gender Policies and Strategic Documents of regional partners and recipient countries by adjusting activities to existing gaps to be filled. 
•    Support for the integration of gender in the training of public health students (GHS / OH) provided by the NPHI or equivalent of the 3 countries: 
•    Support brainstorming meetings with stakeholders on the design of a training module and the revision of existing modules to integrate gender issues; 
•    Co-produce a training module or review existing modules to strengthen gender mainstreaming; 
•    Raise awareness of gender stereotypes and harmful norms; 
•    Support the implementation of prevention measures and specific responses against GBV and harassment in the NPHI. 

Contribute to the monitoring and evaluation of the project: 
•    Ensure the integration of indicators to measure the results and impact of the activities of the different project components on gender equality;
•    Contribute to the development of the data quality analysis system (multi-source quantitative data cross-referencing, complementary qualitative survey, etc.);
•    Contribute to the analysis of data on gender issues to be incorporated into semi-annual and annual technical reports;
•    Contribute to the mid-term evaluation by integrating gender indicators;   
•    Participate in the annual self-assessment of the project. 
It is expected that the monitoring and evaluation will be «change oriented»: to document the evolution of the changes in behaviour and practices of the project stakeholders.
Any other activity, related to the reduction of inequalities, considered relevant by Expertise France and AFD, for the improvement of project deliverables. 

1.3.   Methodology

The geographical scope of this mission is Abuja for the regional component at the Regional Centre for Disease Surveillance and Control of WAHO/ECOWAS, the Collaborating Centre of A.CDC. The country level component will focus on Benin, Guinea, and Togo. The perimeter could evolve if necessary.

The Expert shall propose the methodology that he/she considers most appropriate for the design and delivery of the desired results. However, the proposed approach should include:

1.    The phases of realization of the missions based on the technical offer and its annexes, in line with the framework contract with Expertise France.

2.    The detailed timetable of the activities to be carried out.

3.    The staff mobilized for the different missions.

A scoping meeting on the methodology proposed by the expert will be organised with the key players, in order to confirm that it is in line with the expected results and consistent with the methodology of other experts mobilised. 

The objective of reducing gender inequalities and the transversality of the gender approach in the project should not be based solely on the expert. The technique should be carried out by all members of the project team:
•    This will certainly require the provision of gender awareness sessions for project team members; 
•    This will necessarily involve participating in the work sessions organized with the members of the project team. 

The Expert will also work in consultation with all project stakeholders. In general, the Expert will use a working method enabling to:
•    Co-construct the approach;
•    Autonomous use of deliverables by project partners;
•    Support the desired change and its sustainability.

1.4.   Expected Deliverables

•    Organisational gender diagnosis for each partner organisation
•    Collection tools and measurement/evaluation instruments used
•    Strategic documents and gender tools co-constructed 
•    Gender training modules reinforced or co-created
•    Training / Awareness Session Report 
•    Semi-annual/annual progress reports for the period covered by the contract

1.5.   Coordination Arrangements 

The Expert will work under the direct supervision of the Conakry-based Project Manager for the entire mission. She/He will also be in regular contact with the Expertise France headquarters in Paris, the Expertise France field team and AFD headquarters agencies and teams.

As part of funding from the French Development Agency, Expertise France in partnership with WAHO has begun the implementation of a project entitled «Making gender equality a lever for Strengthening Human Resources for Public Health through a One Health and gender-sensitive approach», in the ECOWAS community space since March 2023. 

This 4-year project with a total budget of €4.36 million aims to reduce gender inequalities and mortality in the face of health crises in ECOWAS Francophone countries by 2030. Taking gender issues into account is a major transversal objective of the project. 

The project is structured as follows:

Overall objective: The aim of the project is to contribute, through regional health organizations and partner countries, to the reduction of gender inequalities and mortality in the face of health crises in West Africa by 2030.

Specific Objective: More specifically, the project aims, through regional health organizations and partner countries, to improve and adapt the management and production capacities of Human Resources for Public Health in the community space of West Africa to prevent, detect and respond to health crises in a gender-sensitive One Health approach.

This objective consists of two components listed below:

i.    Implementation of robust and resilient Human Resources for Public Health policies in West Africa, responding to GHS/ One Health/ Gender needs, with regional organizations mainly with WAHO, and with the 3 target countries: Benin, Guinea and Togo.

ii.    Improvement of the training offer of Public Health actors in the community space of West Africa in GHS/ One Health/ Gender meeting the needs of HRPH and complying with WHO quality standards through increased support to national public health institutes (NPHI) of the 3 target countries.

It is within the framework of the achievement of the results of the 2 components that Expertise France seeks an international consultant – technical expert on gender to support gender mainstreaming, at regional level, in the strategies, policies, and tools promoted in HRPH, also to support their adaptation at target country level. 

 

 

Required profile

The mission will be conducted by the Expert with proven experience on HRPH issues in Africa and West Africa in particular. He/she must have experience in gender issues and public service HR management and training.  He/she will be recruited by Expertise France on a purchase order contract over a relatively long period with regular interventions in accordance with the technical assistance plan.

Skills required:

At least a Master’s degree or equivalent (Organization Management, Law, Economics, Public Administration, Gender or any other field deemed relevant to the mission).
Have a specialization in gender and development, gender and health or gender and training.

Experiences:

•    Have at least 10 years of experience on gender and development issues;
•    Have a thorough knowledge of the public health policy contexts of the countries of intervention, the ecosystem and health stakeholders as well as organizations and stakeholders involved in the management and training of health human resources;
•    Have a thorough knowledge of gender concepts and issues with a specialization in the areas of public health and/or human resource management;
•    Experience in conducting diagnostics and organizational strengthening of actors on gender (development of tools, capacity building, etc.)   
•    Have carried out similar missions on gender and health issues and/or human resources management and training; 
•    Proficiency in skills analysis tools and methods;
•    Ability to develop training, coaching, improvement and capacity building plans;
•    Mastery of issues related to the management of human resources in public health;
•    Knowledge of the issues and environment of the public administration of the countries of intervention would be an asset;

Mission location: Field missions will take place in the countries of intervention (Benin, Guinea and Togo) and in Abuja; the rest of the work will take place remotely.
