Mission description

Under the supervision of the Senior Programme Manager who leads Expertise France’s portfolio of activities, and under the overall guidance of the PMU Team Leader, the Programme Manager will implement activities led by Expertise France under the EU-TAF. Based in Accra, with frequent missions in AU countries and occasionally to Paris and Brussels, she/he will:

·       Contribute to PMU’s strategizing, planning and programming activities;

·       Specifically, participate in the development and review of annual workplans for the support to the various direct project beneficiaries, namely AfCFTA Secretariat, AUC and possibly other AU Specialised Agencies, RECs, AU Member States, continental and regional private sector organisations, as well as civil society organisations and think tanks, which includes fostering requests or feeding the plans;

·       Implement activities undertaken by Expertise France under the Facility, which includes:

-          Coordinate the preparation, implementation and monitoring of approved activities of the support to the project beneficiaries, including development of concept notes and ToRs, the identification, recruitment of experts and service providers and the oversight of their work, the organisation of events etc;

-          Create and maintain strong relationships with the AfCFTA Secretariat, the AUC, AU Member States as well as the other direct project beneficiaries mentioned above;

-          Provide, if possible, technical assistance, training and/or capacity building activities in her/his field of expertise;

·       Contribute to the production of EU-TAF progress reports and update of the planning and monitoring tools, as well as to Expertise France’s internal reporting;

·       Contribute to communication and visibility actions; and

·       Perform any other task requested by Expertise France.

Project or context description

Funded by the EU, Agence Française de Development (AFD), the German Ministry of Development Cooperation (BMZ) and Sweden, the Team Europe Technical Assistance Facility to Support the African Continental Free Trade Area and Continental Economic Integration (EU-TAF) is implemented by GIZ, Expertise France, and FIAPP under the guidance of the AfCFTA Secretariat.

The EU-TAF is meant to be an efficient, reactive and flexible mechanism to answer to the needs of the African Union (AfCFTA Secretariat, AUC and possibly other AU Specialised Agencies), RECs, AU Member States as well as continental and regional private sector organisations, working on fostering the AfCFTA and continental economic integration.

A Project Management Unit (PMU) has been established with the mandate to oversee the implementation of the EU-TAF and the execution of activities. The three above-mentioned implementing partner agencies are represented in the PMU. The implementation of the first phase of the Facility has started in January 2022 and will run until at least December 2024, while a second phase is envisaged to start by the end of 2024.

In this context, Expertise France is seeking to recruit a Programme Manager who will ensure the appropriate planning, supervision and technical inputs of activities undertaken by Expertise France under the Facility. The Programme Manager will be integrated in the PMU and based in Accra. The ideal candidate will display a commitment for African regional integration and possess strong project management skills and solid technical abilities. S/He will have excellent communication and interpersonal skills, as well as good knowledge of trade and regional integration. Ideally, s/he would be familiar with African Union’s trade and industry agendas, in particular the AfCFTA, and have a proven experience in managing trade related technical assistance projects in Africa.

Required profile

Qualifications and skills:

·       University degree (BA or MA or equivalent) in International Trade, Private Sector Development, Economics, International Development, Public Policy, Programme/Project Management, Public Administration or other relevant post graduate Degree. An additional relevant professional diploma/certificate will be an added advantage;

·       Strong project management skills;

·       Good knowledge of trade and regional integration;

·       Familiarity with African Union’s trade and industry agendas, in particular the AfCFTA, is a distinct advantage;

·       Demonstrated ability to exchange with all institutional levels/ high-ranking dialogue partners;

·       Excellent reporting and writing skills;

·       Excellent interpersonal skills, high flexibility and capacity to work under pressure;

·       Sound analytical skills, ability to work in a multi-cultural environment;

·       Ability to work in a team;

·       Fluency in English and French; fluency in other official AU languages is an asset;

·       Flexibility to frequently travel.

 

Professional Experience:

·       Demonstrated experience of 5 or more years working in Africa, including in trade and regional economic integration;

·       Demonstrated experience of 5 or more years working in managing projects;

·       Demonstrated experience with one of the following actors: AfCFTA Secretariat, AUC, AU Specialised Agencies, RECs, AU Member States or regional or continental private sector organisations is a distinct advantage;

·       Experience in providing technical assistance, ideally in managing trade related technical assistance projects;

·       Professional experience in international trade negotiations would be an added advantage;

·       Proven experience of working in a multi-cultural environment.
