The programme manager will be responsible for the overall management of the Multisectoral Facility and for the implementation of AFD-financed cooperation actions between France and the ASEAN Secretariat, ASEAN Centers and ASEAN Member States.
He/She will coordinate all activities under the Facility, providing a technical input in his or hers technical specialty and ensuring the identification and delivery of relevant expertise through the mobilisation of short term individual experts.
The expert will be tasked to support technical discussions and decisions of the project such as:
- Technical facilitation of exchanges with beneficiaries (e.g., ASEAN Member States representatives, ASEAN centers teams, ASEAN Secretariat teams) to clarify their needs and constraints;
- Prepare, discuss, review and contribute to the terms of reference for the activities to be carried out by the Multisectoral facility, including the terms of reference of individual experts to be mobilised during events;
- Follow-up and review of working documents and deliverables from consultants (contributions to the workshops, presentations, guidelines, training);
- Support in the preparation and formalization of the program (technical content) of activities (workshops, webinars, study visits etc) highlighting the examples of success and good practices (in France and in ASEAN);
- Maintain a close collaboration with the Facility’s steering committee, the decision-making body co-chaired by the ASEAN director in charge of the France-ASEAN Secretariat and an AFD representative.
The facility will be supervised by AFD's Regional Office in Bangkok. It will support the expert in defining the priorities to be included in the Facility's program of activities, in liaison with the French Embassy to ASEAN. The expert will also be recruited in conjunction with AFD's Southeast Asia Regional Office (DRASE) and, in particular, the AFD project manager within DRASE.
Project or context description
In September 2020, France became an ASEAN development partner. This collaboration was notably materialized by AFD's active participation, in close liaison with the French Embassy in Jakarta, in the implementation of the development partnership. The development partnership takes the form of two main activities: i) the identification and implementation of regional cooperation projects; ii) the establishment of a partnership and technical dialogue with the ASEAN Secretariat and the Technical Divisions working on AFD's areas of expertise in the region.
In order to jointly nurture these two areas of collaboration, and further develop the partnership, AFD Group is proposing the development of a multi-sectoral capacity-building facility, which will offer ASEAN Secretariat teams, ASEAN Centers teams, and ASEAN Member States representatives activities (training, webinars, workshops, study tours, etc.) on subjects of common interest, which could initiate future cooperation projects or strengthen existing ones.
This facility is designed to nurture the France-ASEAN development partnership by strengthening, deepening and supporting cooperation actions with the ASEAN Secretariat, ASEAN Centers, and ASEAN Member States. It will make it possible to act upstream of new project ideas, fuel dialogue and exchanges on priority themes of the ASEAN-France Action Plan outside projects, and strengthen the capacities of key ASEAN structures (sectoral divisions and centers) and Member States with which AFD interacts on its development priorities.
This facility will complement cooperation projects and enable the proposition of complementary activities on subjects of current collaborations through AFD Group projects (air quality, marine waste management, energy efficiency), but could also be mobilized to set up activities on new themes for which the resources available (human and/or budgetary), or the level of progress of the partnership dialogue, does not currently allow the set up a project per se.
Based on the ASEAN-France Development Partnership, the Multisectoral Facility will be able to address the following areas of expertise:
- Climate : adaptation, mitigation
- Blue economy : sustainable fishing, eco-management of ports, oceanographic research, preservation of natural marine resources
- Green finance : transition of the financial sector towards practices that integrate climate and nature issues, contribution to the greening of national budgets
- One Heatlh: support laboratories and research centers in setting up epidemic risk monitoring systems
The expert is expected to have an in-depth international expertise on institutional relations and project management. A knowledge of the ASEAN and previous experiences in one or more of the sectoral priorities of the Multisectoral facility will be considered as assets.
The expert will need to possess the following diplomas and/or experiences:
- Graduate degree in Public Policy/ International Development and Cooperation/Environmental Science
- At least 10 years’ experience in the management of technical assistance projects ;
- 5 years’ expertise at international level, working with foreign institutions, ministries and international agencies and/or programs;
- 2 or 3 experiences in supporting and implementing technical cooperation activities in South East Asia or similar context;
Skills:
- An understanding of development issues and players in the region and within ASEAN will be appreciated insofar as the sectors concerned by the Facility will reflect those of France in the Indo-Pacific without making their technical mastery the primary recruitment criterion.
- Ability to manage and coordinate different projects and levels of dialogue with the various divisions and structures of ASEAN.
- Good knowledge of the region and of the expertise available to mobilize short contracts for the various activities proposed within the Facility. The expert will be responsible for drafting the Terms of Reference, identifying the expertise, validating the services provided and monitoring the implementation of the activities.
- Good knowledge of the French ecosystem in sectors of interest to ASEAN and where France's development priorities are concentrated in the Indo-Pacific. Both in terms of expertise and networks, and if possible knowledge of AFD Group tools and methodologies.
- Excellent command of English essential (oral and written).

- Good adaptability in a multicultural context (ASEAN & beneficiaries, EF HQ, Coordination and Management Unit);
- Ability to communicate remotely and be accountable;
- Sense of organization and anticipation.
