The Expert serves as the Deputy Director of Programs. His main duties involve liaising between the programs, Libyan partners, and beneficiaries on the ground. The project portfolio he will be involved with includes all the programs implemented by Expertise France in Libya, including new programs under development, namely EU4Skills, Kudrat, Justice, as well as other potential developments funded by French (CDCS) or European sources.

More specifically, he will manage the following tasks:

• Advise and assist the Program Director on implementation strategies, project design, and partnership policies in Libya;
• Map and maintain close liaison with relevant partners in Libya, facilitating the institutional coordination of Expertise France in Libya under the supervision of the Program Director;
• Facilitate the implementation of activities through his network in the country, in close collaboration with component leaders and program managers;
• Provide high-level intermediation and representation for the programs in Libya and abroad, supporting the Program Director in this task;
• Facilitate the institutional coordination of Expertise France in Libya in direct coordination and supervision of the Program Director;
• Support the design of new activities within EF's existing portfolio and potential new programs in the country and the region (including Libya);
• Provide assistance and advice to national and international experts in the development of their activities;
• Assist the Program Director in mobilizing expertise resources, particularly in Libya;
• Provide assistance in organizing large-scale meetings in Libya and abroad by mobilizing Libyan leaders and media;
• Ensure the visibility of actions within the project framework in accordance with donor guidelines and in close collaboration with the communication officer, component leaders, and program managers;
• Ensure the functioning of the Executive and Steering Committee secretariats;
• Cover the tasks of the Program Director during his leave/vacation periods.

  The deliverables will be as follows:

  the Deputy Director of Programs will be required to provide the following documents related to program reporting:

  • Review and validation of reporting documents for all involved programs, particularly in relation to the context and implementation of key activities.
  • The expert reports directly to the Program Director of Expertise France in Libya. In any case, he is required to regularly report his work to the headquarters project team members, with whom he works in coordination and whose recommendations he is obliged to follow.
