Mission description

Expertise France is the French public agency for international cooperation, designing and implementing projects to contribute to the sustainable development of partner countries, aligning with the Sustainable Development Goals (SDGs) of the 2030 Agenda and France's external action priorities.

EU4Innovation East is an EU-funded regional project (Georgia, Moldova, Armenia, Azerbaijan, and Ukraine) implemented by Expertise France with a duration of 4 years. The overall objective is to strengthen the innovation ecosystems of Eastern Partnership countries, focusing on enhancing the maturity and sustainability of the startup ecosystem, promoting convergence with the EU market and startup ecosystems, and providing targeted support to Ukraine's digital tech sector.

The project aligns with the Economic and Investment Plan (EIP) for the Eastern Partnership, contributing to the integration of these countries into the EU startup ecosystem and supporting flagship initiatives related to private sector support, innovation, green and digital economy, and society. Women entrepreneurship promotion is integrated into all project activities, including dedicated training and cooperation with female business angel networks. A horizontal objective is to promote specialization in high-value-added sectors using digital solutions.

Project or context description

Under the direct supervision of the Financial and Administrative Manager, with additional guidance from the Project Leader in Tbilisi and the Deputy Project Leader in Moldova, the EU 4 Innovation East Project Assistant plays a pivotal role in supporting the administrative, financial, and logistical management of the project.

The assistant is a key member of the Financial and Administrative team, which also includes the Manager and two staff members located in Tbilisi, Georgia. This team operates within the Project Management Unit (PMU). This position will be based in Chisinau, Moldova with part of the Project team.

EU4Innovation East is a EU-funded project aiming to support the Eastern Partner Countries (EaP) startup ecosystems’ growth.

Overall objective

Strengthen the competitiveness and maturity of the EaP start-up ecosystem 

Specific objectives

SO1: Enhance early-stage funding access for EaP startups, especially those led or co-founded by women, by creating a new funding mechanism and improving incubation programs, including technology transfer initiatives.

SO2: Foster innovation development in EaP ecosystems by structuring and improving the business environment.

SO3: Amplify the visibility of EaP startups and strengthen connections with European investors, fostering both funding acquisition, market access, and increased local interest in the entrepreneurial journey.

SO Ukraine: Formulate a customised strategy for Ukraine, integrating French co-financing, to navigate and capitalise upon the distinctive challenges and opportunities encountered by the Ukrainian startup ecosystem during the ongoing reconstruction period.

Position Description 

Under the supervision of the Financial and Administrative Manager, the Project Assistant will have the following missions:

Logistics support 

  • Coordinate logistical elements of project implementation, including scheduling appointments, organizing local meetings, managing the general plan and experts’ agendas, drafting correspondence, and performing administrative follow-up tasks, such as verifying experts’ timesheet signatures.
  • Liaise with the Security Department to address specific needs, including protocol adherence and logistical arrangements.
  • Assist with logistics for team or expert missions by arranging travel, booking accommodations, locating venues, handling visa or administrative formalities, and preparing administrative aspects in line with Expertise France's procedures.
  • Manage logistics for project activities, such as event organization, direct booking of meeting rooms, catering arrangements, and ensuring smooth operation of the Moldovan Project Management Unit (PMU) office by maintaining supplies and consumables.
  • Organize logistical aspects of study trips abroad, including various reservations, transportation, and managing required administrative procedures.

 

Secretarial and Administrative support 

  • Support the organization of project Committee meetings and related events.
  • Maintain and update databases relevant to project management, including information on local stakeholders and providers.
  • Contribute to administrative, financial, and human resources tasks as directed by the Financial and Administrative Manager, including processing and negotiation with service providers, budget monitoring for mission organization, and controlling travel costs.
  • Handle the indexing, filing, and archiving of documents associated with project expenses.

 

Procurement & Financial support

  • Support the management and monitoring of expenses and supplier invoices, including follow-up, sending reminders, and administrative registration.
  • Assist in the collection of supporting accounting documents and prepare for payment following Expertise France's procedures, including invoice verification, payment monitoring, and managing third-party forms in the ATLAS software.
  • Facilitate financial monitoring by extracting data from administrative information systems to verify entries or apply corrections.
  • Support during audits.
  • Support the coordination with the Finance team of the Mutualised Support Unit in Kyiv, Ukraine on the monthly follow-up of the project (Reporting, Initial and Revised Budget, etc.).

Required profile

  • Higher education (e.g. Diploma) in accounting and/or administrative and financial management
  • At least 3 years’ experience in a similar position
  • Proven experience using accounting software (such as SAGE).
  • Proficiency in office tools, especially Excel.
  • Proficiency in English and Moldovan is required. Fluency in reading French would be an advantage. Other regional languages could be an asset (Russian, Romanian, etc). 

Specific knowledge, experience, skills or competencies

  • Good understanding of the tools and technologies used in travel management (platform, etc.)
  • Ability to adapt quickly to the working environment
  • Reactivity to emergencies
  • Good priority management (dealing with several simultaneous requests)
  • Good interpersonal and writing skills (numerous internal and external contacts)
  • Good knowledge of EU or Expertise France rules and regulations will be an asset.

WHAT WE OFFER

  • A 12-month contract, renewable up to 50 months based in Chisinau, MOLDOVA, with potential travels to the EU or one of the other 3 countries of the project (not in Ukraine).
  • The exact remuneration will be defined according to the experience recognized for the position.
