Mission description

General Objective:

  • Integrate issues related to civil society and gender equality throughout the program, particularly in the Central and West Africa regions;
  • Conduct a diagnosis on gender equality;
  • Identify and monitor the implementation of grants to feminist and generalist civil society organizations, investigative journalism networks, and research laboratories;

Main indicative tasks:

Integration of Human Rights and Gender Protection Issues into AML/CFT:

  • Incorporate civil society and gender protection issues into all phases of the program (activity creation in collaboration with long-term experts; planning, implementation, monitoring, and evaluation);
  • Ensure that program interventions consider the specific needs of women and marginalized groups;
  • Collaborate with technical teams to develop tools and methodologies for integrating gender and civil society protection issues (including whistleblowers);
  • Provide technical support and training to local partners on gender integration and civil society engagement in AML/CFT;
  • Encourage and facilitate active participation of civil society organizations in program decision-making and implementation processes;
  • Promote best practices and innovative approaches to strengthen the impact of gender and civil society protection initiatives;

Gender Diagnosis:

  • Conduct studies and analyses to identify gender inequalities and power dynamics influencing the fight against money laundering and terrorism financing;
  • Use the results of the diagnostics to inform the design and implementation of activities for the program;
  • Regularly monitor recommendations based on gender diagnostics, in coordination with the SERA manager;

Identification and Implementation of Funding Opportunities:

  • Identify and evaluate grant opportunities for feminist and generalist civil society organizations, investigative journalists networks, and research laboratories in line with the project's objectives and its management team;
  • Develop calls for proposals in collaboration with local and international partners and resident experts;
  • Lead, in coordination with the hierarchy, the grant awarding process in the Central and West Africa regions in accordance with Expertise France internal procedures;
  • Monitor the execution and ensure reporting of grants in compliance with Expertise France internal procedures;
  • Continuously monitor calls for proposals and partnership opportunities;

Advocacy for Gender Equality:

  • Participate in advocacy initiatives to promote gender equality and women's empowerment;
  • Collaborate with local and international partners to influence gender policies and practices;
  • Organize events and awareness campaigns to highlight gender equality issues.

Project or context description

The European Commission (EC), a major player in AML/CFT, aims to bring implementing partners together in a consortium of international technical cooperation agencies around a common strategy to tackle Illicit Financial Flows in Sub-Saharan Africa. To this end, the EC, Germany and France has come together to finance major project on the African continent:

The SecFin Africa: Promoting secure financial flows, anti-money laundering and couterterrorism financing in Sub-Saharan Africa project will be implemented for 4 years by Expertise France (Lead), GIZ, CIVIPOL and FIIAPP and amounts to EUR 46,5 million. The objective of the Action are as follows: 

  • National capacities, including law enforcement and judicial capacities to prevent and respond to illicit financial flows (IFFs) linked to transnational organized crime and the financing of terrorism are strengthened and FATF-compliant;
  • Effective regional and inter-regional cooperation and information sharing in the fight against IFFs, money laundering and the financing of terrorism is enhanced;
  • Increased public awareness promotes greater transparency and holds States accountable to take action against IFFs and organised crime;

A Project Management Unit will be based in Brussels and will be tasked with steering and coordinating the network of 4 field teams (based out of Cameroon, Senegal, South Africa and Tanzania), made up of 13 long-term experts in the three main areas of expertise: prevention / investigation / recovery alongside support staff. Each regional hub will have the responsibility to liaise with national authority to deliver support under three different level of intensity: a global training programme; structural reform and a high-intensity programme coordination partly with the Swedish Tax Authority.

This Action are part of the Team Europe Initiative to fight IFFs and Transnational Organised Crime in Africa, (TEI IFF & TOC). The TEI, comprising Ge<rmany, France, Sweden and Finland, aims to create a common framework for cooperation on the specific subject of FFI and TOC, and to harmonize the actions of member states.

Required profile

Education:

  • University/higher education degree in the field of social policies; economics, law or foreign affairs;

Professional Experience:

  • At least 3 years' experience in project management, CSO management, relations with public authorities in the field of social protection;
  • Experience working with West and Central African civil society, in relations with public authorities, and national support mechanisms for CSOs;
  • Excellent command of EU grant and call for proposals tools;
  • Excellent understanding of the project cycle;
  • Excellent knowledge of the legal framework in which CSOs operate, with a good knowledge of the ground realities: specific characteristics and living; conditions of the targeted vulnerable groups;

Administrative skills:

  • Excellent command of computer software (MS Office: Word, Excel, PowerPoint and their OpenOffice equivalents) and the Web;
  • Excellent communication and organisational skills;
  • Excellent writing, synthesis and analysis skills...);

Linguistic skills:

  • Fluent in French and English;

Personnal skills:

  • punctuality, availability, discretion and flexibility (non-fixed work schedule);
  • good general knowledge;
  • organisational skills: autonomy, rigour and method, sense of responsibility, ability to work under pressure;
  • excellent communication skills: diplomatic skills and ability to work in a multicultural environment;
  • availability for travel in the regions covered by the programme;
  • excellent knowledge of the relationship between public administration and civil society;
