Mission description

Under the direct supervision of the Central Africa Coordinator and in coordination with the Deputy Coordinator, the Assistant will work on a daily basis with the entire joint project team, with frequent exchanges with the PMU team, to support the logistical implementation of the project, as well as monitoring and financial reporting.

The Logistics and Administrative Assistant for the Central African Hub will be based in Yaoundé and will be required to travel to selected countries in the region, in accordance with Expertise France's security protocols and procedures.

The Logistics and administrative Assistant will be in charge of the following tasks:

Logistics:

  •          Prepares and monitors the implementation of short-term expert contracts
  •      Updates the monitoring table for short-term expertise contracts
  •      Transmits useful data for project monitoring and evaluation
  •      Prepares purchase orders for the execution of framework contracts signed as part of the project
  •      Ensures the follow-up of the chauffeur's missions and the proper maintenance of the vehicle
  •      Keeps abreast of changes in EU and EF procedures, and follows any necessary training courses
  •      Prepares purchase orders for short-term experts under framework contracts
  •      Support the organization of project seminars and workshops:
    •          Booking seminar rooms and equipment
    •          Booking overnight stays and catering for participants and experts
    •          Booking and logistical follow-up of transport for participants and experts (air, airport/hotel transfers)
    •          Ordering interpreters and translation equipment
    •          Collecting quotations
    •          Managing PCR tests
    •          Handling problems and requests from participants (flight delays, lost luggage, etc.)
  • Support the organization of missions for project experts:
    • Airline tickets, transfers, hotel reservations, catering
    • Preparation of quotations
    • Visa applications

Administrative Management:

  • Supports the administration of contracts linked to the operational implementation of projects
  • Assists with documentary research
  • Supports the preparation of calls for tender and public contracts/subsidies
  • Prepares expertise and service contracts
  • Publishes job offers and calls for experts
  • Verifies service providers using the internal compliance tool

Financial management:

  • Checks the conformity of expense vouchers at headquarters, field, and/or partner vouchers, invoices, and reimbursements related to expert missions,
  • Prepares payments and monitors advances and their balances
  • Contributes to the preparation of financial reports for donors (consolidation of Central African Hub expenses), internal accounting, and budgeting exercises (closing, etc.) in collaboration with project managers and administrative and financial project managers
  • Supports the preparation and conduct of audits, in liaison with project managers, administrative and financial project managers, and project RAFs
  • Checks and consolidates field cash and bank journals
  • Keeps existing management charts up to date
  • Monitors ongoing commitments (grant agreements, contracts, and agreements)

Project or context description

The European Commission (EC), a major global player in AML/CFT initiatives, aims to unify European efforts through a consortium formed by international technical cooperation agencies. The purpose is to tackle Illicit Financial Flows (IFFs) across countries in Sub-Saharan Africa. To this end, the EC, Germany, and France have come together to finance a major project to be implemented across the region.

This project will be implemented by Expertise France (Lead), GIZ, CIVIPOL, and FIIAPP, with a duration of 4 years and a budget of EUR 46.5 million. The main objectives of the project are:

  1. The improvement of national capacities, including law enforcement and judicial capacities, to prevent and respond to IFFs linked to transnational organized crime and the financing of terrorism.
  2. The strengthening of effective regional and inter-regional cooperation and information sharing mechanisms in the fight against IFFs, money laundering, and the financing of terrorism.
  3. The enhancement of public awareness to promote greater transparency and hold states accountable for their actions against IFFs and organized crime.

The Project Management Unit (PMU) will be based in Brussels and tasked with steering and coordinating four regional hubs covering Central Africa, Western Africa, Southern Africa, and Eastern Africa—based in Cameroon, Senegal, South Africa, and Tanzania, respectively. Each hub will be composed of administrative and logistical support, and 13 long-term experts in three main areas of expertise: prevention, investigation, and recovery. Each hub will be responsible for liaising with national authorities within their region to deliver support during the implementation of the project.

This project is part of the European framework of the Global Gateway Africa-Europe Investment Package, as well as the Team Europe Initiative to fight IFFs and Transnational Organised Crime in Africa (TEI, IFF & TOC). The TEI, comprising Germany, France, Sweden, and Finland, aims to create a common framework for cooperation on the specific subject of IFFs and TOC, as well as to harmonize the efforts of member states.

Required profile

Qualifications and Skills:

  • Relevant degrees in administrative management, logistics, accounting, finance, or equivalent fields
  • Proficiency in MS Office
  • Strong analytical and synthesis skills
  • Very good level of both French and English required
  • Strong writing skills
  • Effective listening and communication abilities
  • Strong interpersonal skills
  • Knowledge of European procedures is a significant advantage
  • Familiarity with public administration is a plus
  • Organizational and planning skills, rigor, autonomy, and a sense of responsibility
  • Team spirit

Professional Experience:

  • At least 3 years of experience in administrative, financial, or logistics management
  • Preferably with experience in the field of international cooperation and development, particularly in projects funded by the European Union
  • Experience in Cameroun or Central Africa is a significant advantage
