Mission description

Main Objectives: 

  • In charge of developing and implementing the project's Monitoring Evaluation Accountability and Learning plan;
  • Steer and functionally oversees MEAL officers in the field;
  • Ensures project accountability to the appropriate bodies;
  • Pilots, with the help of MEAL officers in the field, the creation of a capitalization tools;
  • Contributes to the programme publication;

Monitoring & Evaluation

  • Develop the M&E strategy and framework, in line with Expertise France's M&E guidelines and the project including:
    • Revising the project's logical framework and harmonizing the way operational teams (i.e. SERA Officers, Experts and Regional Coordinators) report on these indicators.
    • Define the roles and responsibilities of the various players (partners, country teams, project management unit, Expertise France headquarters staff, DG INTPA).
    • Set up the system for collecting, processing and consolidating monitoring and evaluation data (e.g. using innovative digital tools).
    • Propose a plan, timetable and communication tools to facilitate reporting.
  • Produce regular monitoring and evaluation indicators and reports
  • Contribute to the preparation of interim and final activity reports (narrative and financial) as well as publications in accordance with deadlines and contractual terms.
  • Provide methodological support to the various players (internal staff and external partners) and train them on ownership of the M&E strategy and framework, and the tools used
  • Implement and deploy the M&E strategy and framework with the support of regional MEAL managers
  • Support the development and implementation of a comprehensive knowledge management and learning strategy
  • Ensure compliance with EU reporting schedule.

Accountability and Learning

  • Develop a learning and capitalization strategy
  • Leads the consolidation of technical reports that Expertise France must provide to the EU
  • Organize external evaluations (mid-term and final evaluations) of the project (terms of reference, selection of evaluators, follow-up, etc.).
  • Identifies, in collaboration with the team members concerned, the needs and draws up the terms of reference for the selection of external service providers dedicated to the project's experience capitalization exercises.
  • Oversees the award procedures and contractualization of outsourced capitalization services
  • Ensures the follow-up of these services, as well as the production and distribution of deliverables addressed to the various project stakeholders
  • Ensure the dissemination of capitalization documents, in collaboration with the Communication & Visibility consultants, in order to promote a learning process.

Project or context description

The European Commission (EC), a major player in AML/CFT, aims to bring implementing partners together in a consortium of international technical cooperation agencies around a common strategy to tackle Illicit Financial Flows in Sub-Saharan Africa. To this end, the EC, Germany and France has come together to finance major project on the African continent:

The SecFin Africa: Promoting secure financial flows, anti-money laundering and couterterrorism financing in Sub-Saharan Africa project will be implemented for 4 years by Expertise France (Lead), GIZ, CIVIPOL and FIIAPP and amounts to EUR 46,5 million. The objective of the Action are as follows: 

  • National capacities, including law enforcement and judicial capacities to prevent and respond to illicit financial flows (IFFs) linked to transnational organized crime and the financing of terrorism are strengthened and FATF-compliant;
  • Effective regional and inter-regional cooperation and information sharing in the fight against IFFs, money laundering and the financing of terrorism is enhanced;
  • Increased public awareness promotes greater transparency and holds States accountable to take action against IFFs and organised crime;

A Project Management Unit will be based in Brussels and will be tasked with steering and coordinating the network of 4 field teams (based out of Cameroon, Senegal, South Africa and Tanzania), made up of 13 long-term experts in the three main areas of expertise: prevention / investigation / recovery alongside support staff. Each regional hub will have the responsibility to liaise with national authority to deliver support under three different level of intensity: a global training programme; structural reform and a high-intensity programme coordination partly with the Swedish Tax Authority.

This Action are part of the Team Europe Initiative to fight IFFs and Transnational Organised Crime in Africa, (TEI IFF & TOC). The TEI, comprising Germany, France, Sweden and Finland, aims to create a common framework for cooperation on the specific subject of FFI and TOC, and to harmonize the actions of member states.

Required profile

Required Skills:

  • Master's degree in a relevant field such as applied statistics, political or social sciences, international cooperation, project management; any other degree related to the position.
  • Strong analytical skills and attention to detail, with the ability to interpret complex data sets and generate actionable insights.
  • Excellent communication and interpersonal skills, with the ability to interact effectively with diverse stakeholders, including project teams, donors, and partners.
  • Familiarity with gender mainstreaming principles and experience integrating gender considerations into MEAL processes and tools.
  • Proficiency in data collection software (Kobo Toolbox, SurveyCTO, ODK, etc.), data analysis software (R, SPSS, Stata, etc.), and data visualization tools (PowerBI).
  • Fluent French and English spoken and written skills are essential. Other language desired: Portuguese (an asset).

Required Experience:

  • Minimum of 5 years of relevant experience in monitoring, evaluation, and learning roles within the international development sector, preferably with a focus on education or capacity building initiatives.
  • Proven track record of designing and implementing MEAL systems for large-scale projects funded by international donors, such as the European Union or bilateral agencies.
  • Experience in conducting baseline assessments, data collection, analysis, and reporting for project monitoring and evaluation purposes.
  • Experience in managing MEAL databases and information systems, ensuring data quality and compliance with data protection regulations.
  • Experience in conducting project evaluations and knowledge management, particularly through participatory methods.
  • Previous experience working with diverse stakeholders, including government counterparts, non-governmental organizations, and international organizations.
  • Experience in providing technical assistance and capacity building support on MEAL to project teams and partners.
  • Experience working in multicultural and multidisciplinary teams, with the ability to thrive in a dynamic and fast-paced environment.
  • Familiarity with EU/EC funding mechanisms, regulations, and reporting requirements (namely OPSYS) would be an asset.
