Mission description

Under the supervision of the Project Director and in coordination with the Project Financial Officer, the Administrative & Logistics Assistant will be responsible for supporting the PMU team in daily operations, with frequent exchanges with regional teams for the logistical and administrative implementation of the project.

The Administrative & Logistics Assistant will be based in Brussels. They will be required to travel to selected countries in Sub-Saharan Africa, in accordance with Expertise France's security protocols and procedures.

The Administrative & Logistics Assistant will be in charge of the following tasks:

Logistical support

  • Direct travel organization and management in collaboration with a travel service provider (control of itineraries received and cost optimization)
  • Booking of air, rail, and local transport tickets
  • Direct booking of meeting rooms, hotels, and airport-hotel transfers in an international context
  • Administrative management of visas and all pre-travel formalities
  • Ensuring or supporting the organization of specific events (missions, seminars, and meetings)
  • Managing relations with service providers: processing and negotiating quotations, managing subscriptions, and controlling invoicing
  • Budget monitoring of mission organization to ensure control of travel costs
  • Overseeing logistics and the day-to-day running of the PMU office, including supplies and consumables

Administrative support

  • Managing reception of appointments and physical reception
  • Handling mail management
  • Coordinating document signing
  • Indexing, filing, and archiving mission-related documents
  • Managing administrative tasks and formatting working documents
  • Updating existing dashboards/monitoring systems

Monitoring financial execution and administrative control of subsidized projects.

  • Supporting financial reports, verifying payment requests, and financial consolidation
  • Supporting the control procedures (purchasing and contracting, supporting documents, etc.)

Financial support

  • Assisting in tracking expenses and supplier invoices (follow-up, reminders, administrative recording)
  • Retrieving supporting accounting documents and preparing them for payment
  • Providing support to Expertise France Headquarters during audits

Project or context description

The European Commission (EC), a major global player in AML/CFT initiatives, aims to unify European efforts through a consortium formed by international technical cooperation agencies. The purpose is to tackle Illicit Financial Flows (IFFs) across countries in Sub-Saharan Africa. To this end, the EC, Germany, and France have come together to finance a major project to be implemented across the region.

This project will be implemented by Expertise France (Lead), GIZ, CIVIPOL, and FIIAPP, with a duration of 4 years and a budget of EUR 46.5 million. The main objectives of the project are:

  1. The improvement of national capacities, including law enforcement and judicial capacities, to prevent and respond to IFFs linked to transnational organized crime and the financing of terrorism.
  2. The strengthening of effective regional and inter-regional cooperation and information sharing mechanisms in the fight against IFFs, money laundering, and the financing of terrorism.
  3. The enhancement of public awareness to promote greater transparency and hold states accountable for their actions against IFFs and organized crime.

The Project Management Unit (PMU) will be based in Brussels and tasked with steering and coordinating 4 regional hubs (based in Cameroon, Senegal, South Africa, and Tanzania), all composed of administrative and logistical support, and 13 long-term experts in three main areas of expertise: prevention, investigation, and recovery. Each hub will be responsible for liaising with national authorities within their region to deliver support during the implementation of the project.

This project is part of the European framework of the Global Gateway Africa-Europe Investment Package, as well as the Team Europe Initiative to fight IFFs and Transnational Organised Crime in Africa (TEI, IFF & TOC). The TEI, comprising Germany, France, Sweden, and Finland, aims to create a common framework for cooperation on the specific subject of IFFs and TOC, as well as to harmonize the efforts of member states.

 

Required profile

  • University degree in administration, financial management, public policy, political science, or any other relevant discipline
  • 2 years of experience in administration or financial management
  • General knowledge of EU-funded projects and procedures would be considered an asset
  • Experience working in African countries would be considered an asset
  • Proficiency in MS Office
  • Very good level of both English and French required
  • Strong sense of diplomacy, public relations, and political relationships
  •           Ability to work under short deadline
  •           Excellent organizational and multitasking abilities
  •           Strong written and verbal communication skills
  •           Detail-oriented and capable of maintaining accurate records
  •           Proactive and able to work independently as well as part of a team
  •           Experience in coordinating meetings, workshops, and conferences
  •           Ability to manage multiple priorities and meet deadlines
