Mission description

1)     General objective

The Fourth Industrial Revolution (4IR), is occurring amid volatile world market for critical minerals essential to its advancement, disruptions of their supply chains, fierce competition over foreign investment flows, access to mineral deposits and reserves, over and above reemerging tensions among geopolitical blocks. And all of these challenges which are yet to be addressed, are having sapping effects on the demand and supply of minerals and metals, especially those that are considered critical inputs for the modern technologies of the 4IR.

Regardless of whether it comes to smartphones, hybrid cars, satellites, wind turbines, lifesaving medical devices, military weapon’s defense guidance system magnets or countless other consumer electronics products such as computers, energy efficient lighting, DVD players and video games, these rare high-value mineral commodities are irreplaceable components for the advancement of the 4IR digital technologies.  The general objective of this assignment is therefore to develop a conceptual framework for the design and set-up of an Africa Interactive Critical Minerals (CrM) and Rare Earth Elements (REEs) Map.

The Africa Interactive Map is to be conceptualized, designed and set-up to provide quick, easy access to data and information related to the distribution of  critical minerals resources and Rare Earth Elements (REEs) - dubbed the spice of Industry 4.0 - within the continent, including mines, reserves and deposits by country, types, estimate, location or site, quantitative data and projections, the potential viability of which is supported by geological surveys, an economic assessment, or by a prefeasibility or feasibility study.

It is a free interactive dynamic mapping tool designed to focus distinctively on those minerals qualified as essential for the 4IR. It is foreseen also that the data can be used by policymakers at various levels of government for policymaking, to identify options to move up value and diversify the supply chains and, by companies to better target their exploration and investment strategies. Additional uses are in the analysis of current and future supply chains performance with a view to help meet the exponential global demand, ensure Africa secures greater benefits resulting from competition, growing and positioning Africa globally as a credible and reliable supplier of these rare and highly valuable mineral commodities.

Needless to say, tackling challenges in the African Critical Minerals (CrM) and mining sector in a competitive and constantly fast-changing world requires strong capacity to rapidly adapt strategies to the big changes already occurring.  In order to embrace innovation, stay ahead of the competition and deliver, needs are equally great for a sense of initiative, foreword planning and proven flexibility to accommodate different technological, economic, industry and business processes.

Still, in order to gain the full value-adding potential of the overall project on the Africa Interactive Critical Minerals (CrM) and Rare Earth Elements (REEs) Map, it is not sufficient to simply design and deploy it on a digital portal. Before it can be realized, there are several key research and accompanying study areas that require focused attention. 

Specific characteristics and features of transition minerals essential for the 4IR need to be appraised in light of their potential to trigger competitive export-led industrialization in the continent. Likewise, concerns, challenges, and opportunities related to 4IR transition minerals, including environmental, economic, social, health, governance and regulatory issues need to be examined and analyzed, and specific policies needed to deal with the challenges and take advantage from the opportunities are proposed.

 2)     Specific objectives

 In this context, the scope of the work will focus on the following:

 1.      Conduct a desk research with a view to assess, locate and map transition mineral deposits needed for the 4IR and make relevant data available to feed into the design and set-up of the Africa Interactive dynamic Critical Minerals (CrM) and Rare Earth Elements (REEs) Map;

2.      Examine to what extent the assignment would benefit all involved or concerned stakeholders in the formulation of national/regional transition minerals and mining development policies and how it would best elicit further improvements in profitability, sustainability and governance;

3.      Explore new lines of thinking to reconcile the extraction and processing operations of transition minerals essential for the advancement of Industry 4.0 with full implementation of existing continental and international commitments necessary to save biologically diverse natural environment, and for the sustainable use and conservation of natural resources;

4.      Investigate existing initiatives on interactive dynamic maps on Africa transition minerals and elucidate what value added is there in having the Map, with a view to building synergies and complementarities and avoiding duplication and overlap;

5.      Identify key risks associated with the supply-demand gap of transition minerals, across the political, economic, social, technological and environmental dimensions, indispensable requirements for managing obstacles that stand in the way of embracing and providing the benefits of Industry 4.0 technologies;

6.      Clarify the relevant factors and core criteria for determining the criticality or the importance of transition minerals as essential to the advancement of Industry 4.0 technologies;

7.      Evaluate the roles of global North South Cooperation and win-win partnerships in securing fair and profitable access to Africa’s transition minerals and minimizing exposure to disruptions in supply chain flows and;

8.      Develop recommendations for AU policy makers on the appropriateness and desirability of mapping mineral resources, predicting and managing risks related to the supply-demand chains and investment strategies that could support “on-site” value addition.

It needs to be reminded that there is no universally agreed upon definition of critical minerals and hence, what is qualified as transition minerals essential for the advancement of the 4IR. Nevertheless, a short definition in the context of this assignment would be a group of mineral resources that have paramount importance for the functioning of modern economies and industries, yet their supply is vulnerable to disruption and their list may change based on technological breakthroughs, economic growth, and geopolitical dynamics.  

With this in mind, it is imperative to analyze the factors and criteria that characterize transition minerals essential for the advancement of the 4IR, among others: strategic importance, availability of supply, proneness to supply shortage risks, and the absence of viable substitutes.

 3)     Outcome

 The ultimate objective of Mapping the transition minerals essential for the 4IR should be to help governments explore existing and new critical mineral policies in the three key policy areas of (i) Ensuring supply reliability and resiliency; (ii) Promoting exploration, production and innovation; and (iii) Encouraging sustainable and responsible practices in supply chains. Accordingly, the consultant should provide the following:

 1.  A draft inception report within ten working days of signing the contract. The inception report should demonstrate a clear understanding of the assignment by the consultant(s). The report should also include a detailed work plan, timeline and deliverables of the assignment.

2.  A baseline assessment and plan to address any information gaps through survey or other relevant data collection tools.

3.  First draft of the conceptual framework on the Africa Interactive Critical Minerals ( CrM) and Rare Earth Elements (REEs) Map,  is to be submitted after 30 working days.

4.  The second draft is to be submitted after 60 Working days incorporating all comments and suggestions made by stakeholders.

5.  A comprehensive final report on the design and set-up of the Africa Interactive Critical Minerals (CrM) and Rare Earth Elements (REEs) Map submitted for review, endorsement and approval by the French-AU Technical Facility and African Union Commission (Department of Economic Development, Trade, Tourism, Industry and Minerals (ETTIM)).

Project or context description

Expertise France is a French public international cooperation agency. It designs and implements projects which aim to contribute to the balanced development of partner countries, in line with the Sustainable Development Goals (SDGs) of the 2030 Agenda and the priorities of France’s external action. Expertise France’s mission is to meet the demand of partner countries seeking to enhance the quality of their public policies in order to address the environmental, social, economic and security challenges they are facing. The agency achieves this goal by implementing projects in the main areas of public action: 

-    Democratic, economic and financial governance;

      -    Stability, international security and peace Stability, international security and peace

      -    Sustainable development, climate and agriculture

      -    Health and human development

In order to give substance to this dialogue and enshrine it in the long term and with a specific focus on the second theme of its declaration of intent, a total of EUR 2.75 Million in funding have been granted by the French Development Agency (AFD) to Expertise France in the form of a technical assistance and capacity-building facility to support the African Union (AU) on issues within its area of expertise. Based on a request from different departments from the African Union Commission (AUC), the French Facility for Technical Assistance to the African Union facilitated the conduct of a number of studies, strategy and policy papers aimed at supporting the AUC on topics related to economy and commerce.

Development of a Map Presenting African Transition Minerals Essential to the Promotion of the Fourth Industrial Revolution (4IR):

Africa hosts a significant share of global reserves and production of Critical Minerals (CrM) and Rare Earth Elements (REEs) and may hold considerable undiscovered deposits, many of which are essential to the advancement of the industries and technologies of the Fourth Industrial Revolution (4IR) — also called Industry 4.0. These, involve the digitalization and automation of industry, the integration of cyber-physical systems, the internet of things, cloud computing, robotics, artificial intelligence-based systems and additive manufacturing.

This shows that there is a symbiotic relationship between these minerals and the 4IR in that the former is inseparable from the later as they are essential for the later advancement. Therefore, 4IR-related minerals will remain integral part of the mineral inventory that the continent has, and that the world desperately needs. Driven by the requisites of the 4IR, the demand for these high-value mineral commodities, in which Africa is particularly rich, is expected to rise sharply, more than quadrupling by 2050, with revenues reaching $400bn a year, according to the International Energy Agency's World Energy Outlook 2022.  

 Indeed, the advent of the 4IR has created a huge opportunity for ‘beneficiation’ or value-added processing, that would support the continent’s economic growth and productivity, technological advance and industrialization, business, employment and long-term financial revenue. However, several hurdles need to be overcome for Africa to capitalize on its mineral resources. The first step is to Develop a map presenting African Transition Minerals Essential to the Promotion of the Fourth Industrial Revolution (4IR) to gain a better understanding of the resources potential. The map is envisioned to reflect the principles of the AU Heads of State and Government’s Assembly Decision of 2020 (Assembly/AU/Dec.817(XXXV) that recognized the Just Energy Transition in support of Africa’s energy transition in alignment with the Paris Agreement on climate change.

Obviously, and as matters stand today, the supply of high-demand minerals, especially from the African continent, is considered deficient, pointing to the possible risk of shortages in the supply chain. There are many reasons for this, but the fact that a large part of Africa’s mineral resources still remain under‐explored and under-developed due to the lack of adequate mapping of mineral data, stands out to be the main cause. 

Conducting mineral mapping triggers interest for more intensive exploration and investments, which in turn helps discover new deposits or reserves to supply the technologies and industries of the 4IR, thereby benefitting both African mining industries and economies.  Likewise, reviewed and updated accurate CrM and REEs mappings are especially needed for the full and timely implementation of the AU Agenda 2063, as many previous surveys were conducted before the recognition that certain minerals are critical to Industry 4.0 and transition technologies. 

Accordingly, this assignment builds on the African Union's Agenda 2063 aspirations which underscore the necessity for African countries to develop mineral resources and mining industry in contribution to attaining its goals.  The assignment also fits with the values that are identified within the African Knowledge Sharing Platform (AKSP), namely promoting the discoverability and accessibility of scientific and other relevant knowledge, the enhancement of their referencing and usage by global stakeholders from a single, comprehensive and integrated one-stop digital portal.

But more importantly, the Assignment shares the objectives that are at the very core of the Africa Mining Vision (AMV), among which is developing a knowledge-driven African mining sector, attractive to Foreign Direct Investment (FDI) and globally competitive in international commodity markets to underpin broad-based sustainable growth and socio-economic development, via future-oriented comprehensive strategies, ambitious and productive partnership programs. 

The same could be said about Africa being the top producer of numerous mineral commodities as it possesses the world’s greatest resources of many more, but most of Africa still lacks systematic geological mapping which could bring to light a much greater resource base for industrialization and creation of an African presence in emerging green industries and technologies. Furthermore, as long as mineral geology is said to be inherently stateless and borderless, CrM and REEs mapping outcomes and results certainly support regional and inter-regional mineral resources and mining development objectives enshrined in the AU Agenda 2063.

As the African Continental Free Trade Area (AfCFTA) gains momentum, considering the continent’s substantial reserves of mineral commodities and the surging global demand which is set to skyrocket by 400-600 percent over the next several decades, this is a key moment for the continent to consolidate its position within the global mineral supply chains by supporting the implementation of the African Union Commodity Strategy and its Action Plan.  It is the right time for the continent to reposition and transform its extraction and processing activities, to strengthen its emerging industries, especially in medium- and high-technology sectors and to attract modern high technology industries and services, with a view to achieving long-term economic growth and continued prosperity.

It is also significant that the breakthrough technologies that are required for the 4IR and the battle for global technological supremacy depend on the availability and access to CrM and REEs supply chains which are currently setting the world on a fierce competition and a geopolitical collision course. Taking into consideration the fact that nothing that is happening in the 4IR would be possible without minerals, it is clear that the African minerals and mining sectors, as enshrined in Agenda 2063 and other AU policy instruments, will remain a major contributor to the continent’s sustainable industrialization and growth.

Taking into consideration all the above, the assignment falls under the AU continental strategies and policy frameworks which aim to develop and strengthen mineral and mining sectors. It equally aligns with Expertise France’s international vision and mission of contributing to the balanced development of partner countries. Consequently, the AUC through the Department of Economic Development, Trade, Tourism, Industry and Minerals (ETTIM), has partnered with Expertise France to recruit a senior short-term consultant to develop a conceptual framework for the design and set-up of an Africa Interactive Critical Minerals (CrM) and Rare Earth Elements (REEs) Map.

Required profile

Team leader: 90 days

The Team Leader will provide advice and technical support to the French-AU Technical Facility and AUC’s stakeholders on the elaboration of the work in mapping Africa’s transition minerals. In addition, she/he will be responsible for the day-to-day management of the mission, including planning, coordination of inputs, ensuring that outcomes are delivered, and that the overall quality of the services provided is maintained. The Team Leader will have overall responsibility for the smooth running and timely implementation of the assignment. She/he will be responsible for coordination with the main stakeholders and networks approached during the assignment. 

Qualifications and skills:

Ø  The consultant must hold at least a Master’s degree in, Economics, Public Policy and Administration, Law, Business Transactions, or a Mineral resources development related fields among other, with at least ten (10) years’ experience in trade and mineral policymaking in government or international organization;

Ø  Excellent communication and leadership skills and experience in establishing strong working relationships with a wide range of stakeholders;

Ø  Fluency in English. Other languages (French, Portuguese, Arabic and Spanish) is an advantage.

 General professional experience:

Ø  Strong abilities to develop policies, strategies and to formulate programs/projects, including action plans, budgeting, implementation, and monitoring of the activities;

Ø  Proven leadership skills and successful experience in project coordination and team management.

Ø  Ability to effectively use and apply the AUC or other comparable international organizations’ administrative, legal and operational procedures

          Specific professional experience:

 Ø  In-depth knowledge of the Africa Mining Vision and its implementation instruments such as:  The Africa Minerals Governance Framework (AMGF); AMV-Private Sector Compact; Country Mining Vision (CMV); Africa Minerals and Energy Classification Framework (AMREC); and African Union Commodity Strategy.

Ø  Familiarity with the African Union’s minerals and mining policy, legal, regulatory and normative frameworks;

Ø  Experience in interacting with senior government officials and international partners;

Ø  Strong analytical and research skills.

 Mapping and GIS Specialist:  21 days

Major duties and responsibilities: 

 The selected Mapping and Geographic Information Systems (GIS) Specialist shall be able to use the Information and Communications Technology (ICT) Tools to capture, store, manipulate, analyze, manage and present all types of geographical data including spatial and attribute data that reflects the African Critical Minerals (CrM) and Rare Earth Elements (REEs).  The Specialist shall technically design and set-up the Africa CrM and REEs Map and related domain on a dynamic geographical map.

 Among other parts, the Interactive geographical African Continental Map provide the followings: (i) Drop-down menu which allows users to access and download data from a given country; (ii) Resources page on Africa’s (CrM) an (REEs); (iii) Links to key continental and global policies, initiatives and strategies ; (iv) Download function for accessible data; (v) Site search functionality with relevant filters (country, document type, etc.); (vi) Information page providing details on the Map and key partners and (vii)  Standard pages such as About Us, Privacy Policy and Contact Us.

                    Qualifications and skills:

i.                 Licensed Mapping and GIS Specialist with a high level of skill in geographical data analysis, mapping, and databases management.  Additionally, the specialist should have experience in ICT and storing background in scripting.

ii.                Ability to build and maintain GIS databases and utilize the GIS software to analyze the spatial and non-spatial information in the databases.

iii.               Ability to analyze data and create maps and also able to design and participate in the launching and supporting of online maps for public consumption.

iv.               Demonstrate computer proficiency and profound knowledge in several programming languages like Python or ArcObjects which are also used in desktop mapping in order to automate process, or develop customized tools and workflows.

v.                He/she is also required to possess certain skills such as analytical thinking, interpersonal and communication skills, ability to pay particular attention to details, good time management skills, and several other skills.

vi.               Fluency in English. Other languages (French, Portuguese, Arabic and Spanish) is an advantage.

                     Professional Experience & Academic qualifications.

 i.                 A Minimum of a bachelor’s degree in disciplines such as Computer Science, Geography, or Engineering, or in another related field is required.

ii.                Minimum of 10 years of proven professional work experience.

iii.               Previous work in capturing, storing, manipulating, analyzing, managing and presenting all types of geographical data including spatial and attribute data that are reflected in a Geographical Map.

 2)     Submission and approval of reports

Electronic versions of the reports referred to above must be submitted to the Coordinator of the French-AU Technical Facility and AUC Division of Industry, Minerals and Innovation. The reports must be written in English. The coordinator is responsible for having the reports approved. AUC (ETTIM Department) will be involved in commenting on and approving the reports. In the absence of comments or approval by the partner stakeholders 15 working days, the reports are deemed to be approved.

 3)     Language requirement

Proficiency in one of the African Union working languages, proficiency of two or more other working language(s) would be an added value. The ability to communicate in both English and French (oral and written) will be an asset.

 4)     Evaluation criteria

Interested candidates must provide information demonstrating that she/he has the required qualifications and relevant experience to perform the services.  Consulting firms may propose individual consultant/s, but only the experience and qualifications of individuals shall be used in the selection process, and that his or her corporate experience shall not be considered, and the contract would be signed with the proposed individual.  Interested candidates are requested to submit their CV together with the copies of their diploma, employment certificates and possibly the references.
