Mission description

Based in Quito, the project assistant contributes to the organization and implementation of activities in assistance to the project’s team. Placed under the hierarchical responsibility of the project director, s.he will support the team based in Guayaquil (2 international experts and the project Director) and in Quito (Project Advisor and administrative and finance manager) in the logistic management of the project.

 

The main activities that will be organized under the project include the organization of meetings, or field missions. Activities can take place virtually or in person, in Ecuador. Due to the context it requires a rigorous organization of logistics for field missions (contacts with experts, beneficiaries, service providers, travel agency etc.) and demands great capacities of anticipation, reaction and proactivity, as well as excellent interpersonal skills.

 

 

The project assistant will be responsible for the following tasks:

                    

Logistical organization of activities :

·       In coordination with project team and local partners, take part in the definition of logistical aspects for the activities that need to be organized in the country.

·       Anticipate and follow the necessary steps for any national travel (safety procedures, mission orders…);

·       Support experts with the preparation and the course of their mission

·       Coordinate to organize missions and events for the project:

o   Identify, negotiate and follow up with local service providers, including catering, hostels, transportation, interpreters, etc.;

·       Ensure the sending of invitation and draw up participants lists; Also ensure the preparation of participation forms and certificates;

·       Draft contracts for experts or service/ good providers, and collaborate when necessary, with the legal unit based in HQ;

·       Prepare and monitor expense report reimbursement requests (including perdiems)

·       Collect supporting documents for archiving and auditing (invoices, boarding passes, signed attendance lists etc.)

 

Administrative tasks

·       Contribute to the planning, the optimization and the monitoring of costs for each activity;

·       In coordination with the finance team, contribute to the preparation of audits;

·       Support with administrative tasks related to the implementation of the project, such as the drafting and formatting of letters, meeting reports, agenda, etc…;

·       Ensure archiving of the project’s documents.

Project or context description

The project “Strengthening of Security Coordination mechanisms in Guayaquil” is financed by the European Union Foreign Policy Instrument, will be implemented by a Consortium led by Expertise France (EF) for a duration of 18 months.  The project aims at strengthening and improve the situation in Ecuador in terms of traceability and a more efficient fight against organised crime and drug trafficking, with a specific focus on the Port of Guayaquil. 

Located between the world's two largest cocaine producers, Colombia and Peru, Ecuador has seen an exponential increase in its crime rates in recent years. The causes are varied but range from the expansion of cocaine production (coca leaf and coca paste) in Colombia; the settlement of large international criminal groups from Mexico, Brazil and Albania; political and institutional instability. Crime statistics in the country show the penetration of organised crime throughout the country, making border areas and cities with large commercial ports, the places with the highest crime incidence. In this regard, Guayaquil is the main port city and has the highest violence and criminality rates in the country.

With the aim to improve coordination and exchanges of information and intelligence within the Fusion Centre in the fight against organised crime and, in particular, drug trafficking, and the dismantling of the OCGs, the project will target the mobilisation and active participation of the different Ecuadorian beneficiaries: the National Police, the Attorney General’s Office, the Judicial Council, the National Customs Service, the Port Authority of Guayaquil, the Navy, Security agencies and relevant private partners. In this regard, the creation of trust and specialized working groups within the Fusion Centre with personnel mainly from the National Police, Customs, Navy, Security agencies and the Port Authority of Guayaquil and the Association of Private ports will be key to achieving results in the long term such as (1) maintaining a constant flow of information between security, customs, military and justice authorities that can continue once the project is completed; (2) consolidation of the Fusion Centre as a central element in the fight against drug trafficking at the national, regional and international levels and (3) drug confiscation.

The overall objective of the action is to help generate more efficient and coordinated ways of working between relevant state institutions active in the fight against organised crime and thus foster the adoption of measures to help reduce the illicit drug trafficking flows from Ecuador to the EU.

Required profile

·       Diploma in administration, logistics, events, tourism or project management ;

·       3 years’ experience at a similar position;

·       Good command of desktop tools, in particular Excel and Word ;

·       Good command of online meeting tools (Teams, Zoom, …)

·       Knowledge of project and events management tools is an asset;

·       Experience working on cooperation projects funded by the EU is also an asset.

·       Must be eligible to work in Ecuador

·       Good stress management;

·       Ability to work independently and multi task ;           

·       Excellent communication skills and team spirit ;

·       Fluency in Spanish, excellent command of English (both written and speaking). Knowledge of French is an asset.
