I. Objectives
A. General Objective
The aim of this assignment is to build capacity at Maurice Stratégie by enabling its staff to carry out a study on policy evaluation about renewable energy,
- based on quantitative tool,
- thanks to an external coaching.
Impacts of 60% renewable energy objective must be quantified and results must be explained in an article written in collaboration with MS team.
Quantitative evaluations will be provided, at least, regarding :
- National economic growth
- Employment
- Sectoral substitution at national level
- State budget
- External trade balance
B. Specific Objectives
O.S.1. : Proposing the methodology for carrying out the study on renewable energy and defining the list of quantitative results reflecting impacts of 2030 energy target
A meeting will be arranged to this purpose and to validate:
- the methodology, including the modelling framework and the coaching process
- the list of results (in terms of variables), to be assessed thanks to the simulation exercise
- the list of time series required
MS and representatives of the public and private sectors, involved in the renewable energy sector, will attend the kick off meeting:
- Ministry of Energy and Public Utilities (MEPU)
- Mauritius Renewable Energy Agency (MARENA)
- Energy Efficiency Management Office (EEMO)
- Utility Regulatory Authority (URA)
- Ministry of Environment, Solid Waste Management and Climate Change
- Statistics Mauritius
- Economic Development Board Mauritius
- Central Electricity Board
- Private sector representatives
O.S.2. : Carrying out the simulation of 2030 renewable energy target with MS staff
In continuing work with MS staff dedicated to the study, the expert (s) will support MS analysts
- to build estimated equations. The used tool for the target assessment should be linked with the internal macroeconometric model at MS (MS-UNECA model).
- to quantify impacts of the 60% energy mix objective, for which indicators were defined at the kick off meeting, by using an appropriate tool.
O.S.3. : Analysing results from simulation exercise with MS team, presenting quantitative impacts and policy recommendations
It will be about to complete, in collaboration with MS staff, the analysis on quantitative impacts of the 60% energy mix objective, then, to write an article presenting the key results and the recommendations to policy makers.
II. Deliverables
Ø Deliverable n°1 : Inception Report, including methodology and the validated list of quantitative results to be obtained
Ø Delivrable n°2 : Quantitative tool used to assess impacts with its user manual
Ø Deliverable n°3 : Co-authored publication, with Maurice Stratégie, on 60% energy mix objective
Ø Deliverable n°4 : Final comprehensive report, including recommendations to renew quantitative evaluation exercise for this type of policy
III. Context and rationale
Maurice Stratégie, the Bureau of Economic Research and National Planning in Mauritius, was established in March 2023. Its role is to lead sustainable development studies and provide insights to improve national decision-making for the implementation of long-term strategies.
In 2022, the Republic of Mauritius revised its renewable energy target in the power generation mix to 60% by 2030, with a goal to phase out coal in electricity generation. Achieving this target will require an estimated investment of USD 1.35 billion in the renewable energy sector by 2030, as stated in the Renewable Energy Roadmap 2030 for the Electricity Sector. [1]
Assessing the impacts of national renewable energy targets in Mauritius is critical for advising, government bodies and private sector stakeholders, on policy decisions and strategic directions that align with sustainable energy goals and economic growth.
Maurice Stratégie needs to get a quantitative evaluation of the impacts generated by this national mixed energy objective.
A technical assistance, funded by the Agence Française de Développement (AFD) and provided by Expertise France, has been supporting Maurice Stratégie since May 2023. A team leader has been mobilized since the start of the project. Short-term expertise is now required to work closely with the Maurice Stratégie team with the objective of evaluating quantitative impacts of the 2030 renewable energy target.

Proven experiences in evaluation studies on energy mix objective for national decision makers.
Work organisation
A real coaching is required from the expert(s) for the benefit of MS team, involved in the renewable energy study. That means close support from experts throughout the performance of the analysis.
The support will be given in particular
- in building / use of the quantitative tool providing impacts evaluation,
- in writing of the article on the study,
to contribute effectively to MS capacity building in energy policy evaluation.
Information
All necessary databases will be provided to the expert and in a usable format.
Candidates are required to submit a methodological note of maximum 2 pages. This note should outline their approach to creating links with the UNECA model and discuss how this mission could be integrated into a broader modeling development (steps beyond our short-term engagement).
