Mission description

OBJECTIVE, ACTIVITIES AND DELIVERABLES

The main objective of the assignment is to assist the Government of Uzbekistan in developing fossil fuel subsidy reform plan through providing expertise on conducting impact assessment and developing reform scenarios for production and consumption subsidies, raising awareness, and building support for the reforms among stakeholders.

Therefore, under the supervision of the Team Leader and Deputy Team Leader of the GETAP and in coordination with the selected expert or a consulting firm will carry out the following activities:

1.1     Activity 1.

1.1.1    Review and Enhance Fossil Fuel Subsidy Inventory Report.

Fossil Fuel Subsidy Inventory Report, prepared in the previous phase of the TA will be reviewed and enhanced / upgraded. The enhanced report will:

      I.                Present the rationale for fossil fuel subsidy reform.

    II.                Analyse all forms of subsidies: direct transfer of governmental funds, tax expenditure and other government revenue foregone, induced transfers (price support), transfer of risk to the government, and other forms of subsidies.

   III.                Provide recommendations on policy options for phasing out subsidies.

 

1.1.2    Short Review of other recent reports focusing on Energy Subsidies

      I.        This will include recent reports prepared under the auspices of UNDP, World Bank, other organisations, and that may review other methodology subsidies and that will include tentatively Shadow Price methodology and inventory .

Deliverables: Enhanced and validated Fossil Fuel Subsidy Report.

 

1.2     Activity 2. Report on Impact Assessment and Fossil Fuel Subsidy Reform Policy Scenarios.

This activity includes two components: (i) assessing the social and environmental costs and benefits to the continuation or phasing out the subsidies, and (ii) developing fossil fuel subsidy reforms policy scenarios, completed with mitigation measures to put in place to limit impact on vulnerable firms and households.

The Final Report will analyse the potential impacts of declining fossil fuel industry; evaluate possible policies to address economic, environmental, and social impacts; identify options for economic diversification, social safety nets, and new employment; develop fossil fuel subsidy reforms policy scenarios and describe methodology behind the scenarios development; develop recommendations on policy options based on scenarios.   

Deliverables: A Report on the Design of Fossil Fuel Subsidy Reforms in Uzbekistan, prepared in English and about 50 pages long, covering the following:

a)    social, environmental and environmental assessment of fossil fuel subsidy reform options

b)    presenting scenarios for the gradual phase out of the fossil fuel subsidies.

 VII.                Fossil fuel subsidy reforms: past and current reform initiatives and their effectiveness, effect of reforms on the vulnerable people, available and proposed policy instruments, social assistance programs in reform implementation and the ways of their improvement, etc.

VIII.                Fossil fuel subsidy reforms policy scenarios (scenarios assumptions, modelling methodology, modelling results mainly on fossil fuel subsidy impact areas, etc.)

1.3     Activity 3. Stakeholder Workshop

A stakeholder workshop will be organised to present the report, collect feedback, and discuss possible steps for the planning and implementation of the fossil fuel subsidies reform in Uzbekistan. The workshop can be carried out either in the online or offline format.

Deliverables: Developed materials for the stakeholder workshop and a report of the workshop results.

2      TENTATIVE WORKPLAN AND TIMEFRAME

The selected expert or a consulting firm will implement the assignment through regular field missions combined with a remote work. If necessary, identify the needs in complementary short-term expertise.

Project or context description

1      CONTEXT OF THE ASSIGNMENT

Uzbekistan ranks among top 25 countries with highest fossil fuel subsidies with total subsides accounting for 6.6 percent of GDP in 2020. Domestic natural gas prices are underpriced standing at about half of its prevailing cost, entailing significant subsidies across the economy. Similarly, the electricity tariffs stand at around 70 percent of its cost. The current situation of artificially low tariffs and high subsidies results in: (i) large portion of sector assets being obsolete and in need of modernization or replacement; (ii) lack of proper pricing signal for renewable energy scale up – renewable energy capacity addition; (iii) lack of incentives to save energy and optimize energy consumption; and (iv) shrinking the fiscal space with fossil fuel subsidies and narrowing resources for other priorities.

To tackle all the above-mentioned challenges, the GoU has initiated a broad energy sector reform that envisages addressing fundamental issues and introducing competitive principles in sector management and operations. As part of the energy reform efforts in Uzbekistan, the Government has been undertaking major steps in reforming the sector. Sector oversight functions were consolidated under the Ministry of Energy (MoE) established in February 2019 followed by unbundling of Uzbekenergo (UE, vertically integrated power utility) in March 2019, and Uzbekeneftegaz (UNG, vertically integrated oil & gas utility) in July 2019 as first steps toward the creation of a more competitive electricity market in Uzbekistan.

In addition, energy tariff reforms have commenced and remain a top priority. In April 2019, the GoU adopted a new electricity tariff methodology setting out a path for tariffs to be systematically adjusted to full cost recovery levels. Moreover, supported by the World Bank, the GoU implemented tariff adjustments in 2018–2019 and 2022-2023 that collectively increased the weightedaverage tariff of electricity and gas. The government plans to reduce subsidies to energy distribution companies from an estimated UZS18 trillion (1.8% of GDP) to UZS9.5 trillion (0.8%) in 2024, and phase out all tariffs by 2027.

To this end, the Ministry of Economy and Finance (MoEF) has decided to conduct a fossil fuel subsidy inventory, their impact assessment and scenarios analysis to map out potential reform pathways.

2      TECHNICAL ASSISTANCE CONTEXT

To support the efforts of Uzbekistan on green transition, a wider green economy public policy loan program was designed and financed by the AFD (Agence Française de Développement). This five-year program (2022-26) consists in: (i) an in-depth policy dialogue on the formulation, implementation and evaluation of the Green Growth Strategic Framework (GGSF), (ii) a series of three concessional budget support loans disbursed upon completion of pre-agreed reform targets and (iii) a technical cooperation project funded by dedicated grants.

Thus, the Technical Assistance entrusted to Expertise France is implemented in the framework of the larger Green Economy Technical Assistance Program (GETAP) financed by the European Union that cover the remaining years of implementation of the Green Economy Public Policy Loan Program (2023-26) and will support national authorities in delivering on key milestones of the GGSF. In addition, it is a logical extension of a previous TA carried out by Expertise France and funded by AFD’s own resources. Expertise France’s part of the GETAP comprises the following components:

·         Institutional support to the MoEF on GGSF operationalization and coordination, including support to the Centre for Green Economy Projects;

·         Implementation of the MRV system;

·         Green Public Investment;

·         Green Budget;

·         Fossil fuel subsidies phasing out;

·         Environmental taxation;

·         Sustainable Public Procurement and

·         Sustainable governance of SOE.

In the previous phase of the TA deliverables were (1) the stakeholder awareness workshop on fossil fuel subsidy reforms and (2) Fossil Fuel Subsidies Inventory Report, covering overview of the macroeconomic situation in Uzbekistan, the role of the fossil fuel subsidies, the energy sector and the fossil fuel subsidies assessment including budget expenditure, tax expenditure, induced transfers and other forms of subsidies, and relevant recommendations.

The current assignment is a logical continuation of the work done previously.

Required profile

1      RECRUITMENT QUALIFICATIONS

1.1     Expert’s or Consultant’s profile:

·         Advanced degree in relation to business administration, environmental management, economic development, energy economics, law, finance or any specialty relevant to the missions outlined above.

·         At least 7 years of proven working experience in fields of economics, finance, energy economics and environment.

·         Experience with similar assignment within the technical assistance projects.

·         Experience in the Central Asia or Eastern Europe would be in asset

·         Proficiency in English, proficiency in Russian would be an asset.

The candidtates will submit their CV and a technical note explaining their comprehention of the assaignment. The selction process will be organized in two steps: (i) CV & and technical note analysis and (ii) interviews with selected candidates.

The assignement will consist in remote work and in-field missions to Tashkent.
