Mission description

To support the implementation of project activities, Expertise France will set up a project team based in Amman. This team will be headed by the Project Manager and will include technical positions. 

Reporting to the Head of Unit and working with the Project Officer at headquarters (HQ), the Project Manager will be responsible for the overall management and coordination of the project.

Working with the project team, the project manager will be responsible for the following tasks:

  1. Strategic and operational management of the project

The project manager oversees the definition and implementation of the project's intervention strategy. S/he ensures the planning and implementation of activities entrusted to Expertise France, which include the following responsibilities:

  • Define the project's strategic guidelines and operational details (in collaboration with the partners and DG NEAR): carry out the project's technical and budgetary planning and monitor its implementation;
  • Identify and mobilize all the resources needed to implement the project successfully;
  • Manage the implementation of activities: leading the work of the project team, preparing and leading team meetings, follow-up meetings with experts, sharing information, raising the alarm and redirecting actions if necessary;
  • Support the team in framing ad hoc consultancy assignments and ensuring technical quality control of all deliverables in collaboration with the team;
  • Prepare for and participate in steering committees and technical committees;
  • Oversee the monitoring and evaluation of the project with the monitoring and evaluation officer and ensure accountability and learning for the project;
  • Ensure the definition and implementation of activities and tools related to the communication and visibility strategy;
  • Guarantee the effective integration of gender equality into the project's activities and results.

 

  1. General project coordination
  • Coordinate relations with the European Union (DG NEAR and the EU Delegation in the countries) and with the partners involved in the project;
  • Facilitate the development of a common vision within the project and supporting the ownership of this vision by all partners;
  • Represent the project and Expertise France to all partners and in the events organized in the framework of the project (conferences, regional workshop, field visits, etc.) and develop partnerships;
  • Ensure the smooth flow of information between the stakeholders;
  • Ensure the implementation of consultation mechanisms and the involvement of all stakeholders;
  • Contribute to ensuring synergies between the different projects and the actors present in the Southern Neighbourhood region (AFD, UNIDO, GIZ, etc.).

 

  1. Administrative and financial management (in collaboration with the Administrative and Financial Manager)
  • Ensure compliance with the procedures required by Expertise France and the donor (rules governing the eligibility of expenditure, purchases, contracts, grants, reports);
  • Contribute to the development and updating of the project's management tools and procedures (e.g. procedures manual) and ensure that they are properly applied;
  • Supervise financial monitoring and forecasts, budget closures and the production of financial reports (prepared by the AFM);
  • Supervise the quality of deliverables, intermediate and final project technical and financial reports, and annual financial audits;
  • Supervise logistical support in conjunction with the advocacy & communication Officer and a logistics & events Assistant: organizing missions, events and meetings ;
  • Assist the project team with project procurement (services, goods, expertise, etc.): contract award plan, drafting of procurement documents, quality control of files, contract negotiations, monitoring of contractual commitments.

 

  1. Management of the project team 

The project manager is responsible for the coordination and supervision of the management and coordination team. His/her responsibilities include:

  • Lead and coordinate the project team: participating in the recruitment of project team staff, defining the team's operational objectives, organizing workload plans, etc. ;
  • Ensure the proper administrative management of the team's staff, in collaboration with the head office project manager and the AFM;
  • In liaison with EF’s Security Department, ensure that the security policy defined by the Security Department is implemented and complied with;
  • In liaison with EF's head office in Paris and the Geographical Coordinator, ensure the follow-up of related issues linked to the establishment of the project team in Amman;
  • Ensure that a calm, dynamic and positive working atmosphere is maintained.

Regular exchanges will take place between the project manager and EF HQ. The project manager is also responsible for ensuring compliance with EF procedures, including procurement and financial execution.

This job description is not exhaustive. Generally speaking, the project manager is responsible for ensuring that the project's contractual objectives are met, and for carrying out all the activities required to ensure that the project runs smoothly. 

Project or context description

The European Union (DG NEAR) is going to finance the “Green and Circular Economy in the Southern Neighbourhood” programme in order to support the strengthening and promotion of the green and circular economy (GCE) as a vector for job creation and expansion of economic opportunities; while contributing to achieving the external dimension of the European Green Deal in the Mediterranean and promoting European green standards.

This action will focus on three levels of intervention: macro, meso and micro and will contribute to the achievement of the SDG 12 (Ensure sustainable consumption and production patterns). Expertise France has been entrusted with the implementation of Component 1 as part of a delegation of funds of the European Union (DG NEAR). This 48-month project, with a total budget of €4 million, will aim to promote, develop and strengthen sound policies and enforceable legislation for the promotion of inclusive GCE through advocacy and peer exchange and increase the level of collaboration between stakeholders. 

The targeted countries are of the project are:

  • In North Africa: Algeria, Egypt, Libya, Morocco, and Tunisia;
  • In the Middle East: Jordan, Lebanon and Palestine.

The project will have two levels of intervention: country level and regional level.

The Outputs to be delivered by this action are:

  • Output 1: Policy dialogue and national regulatory framework is enriched through awareness raising activities and promotion of GCE.
  • Output 2: Enabling frameworks for inclusive GCE have been set in place in target countries (i.e. ensuring coherence between economic and environment policies across relevant areas such as the business environment, finance and investments, employment).

Required profile

Education

  • Master's degree (minimum 5 years' higher education) in the fields of international cooperation, sustainable development, political science, law or equivalent university degree;

Professional experience

  • At least 8 years' professional experience in the implementation of technical assistance / institutional capacity-building projects (experience of EU-funded projects will be a strong asset) on subjects related to the inclusive GCE;
  • At least 5 years of professional experience in management in a multicultural context and managing project offices;
  • Proven experience in public policy issues, planning processes and strategy development related to the GCE;
  • Economic background and an understanding of green concepts will be an asset;
  • Proven experience in facilitating multi-stakeholder processes and consultation with partners;
  • Professional experience in the the Medditerranean region is required; 
  • Previous successful experience with EF and knowledge of internal procedures is an asset;
  • Fluency in English; and a second language (Arabic or French) is needed.

Skills

  • Excellent command of project management (project cycle, financial and legal rules, technical, administrative and financial monitoring);
  • Knowledge of M&E issues (M&E plan, definition of indicators, etc.);
  • Ability to build, maintain, coordinate and lead networks;
  • Excellent communication skills: sense of diplomacy and communication with private and public, local and international partners;
  • Strong institutional representation skills;
  • Team spirit and ability to unite actors around common objectives;
  • Ability to adapt and react to unforeseen situations;
  • Ability to produce an analysis/diagnosis, to design and propose a solution adapted to the context;
  • Excellent analytical and report-writing skills.
