Mission description

Under the supervision and guidance of the EnMAR Public Diplomacy & Visibility Expert and in close collaboration with the project’s team members, the general objective of the mission is to provide support to the activities specified in the framework of the “EnMAR Public Diplomacy and Visibility Strategy” and Action plan, in close collaboration with the European External Action Service (EEAS). One of the main objectives is to raise awareness of EU action on maritime security in the Gulf of Guinea and increase its visibility towards internal and external actors, as well as to ensure a good understanding of the EnMAR project and its achievements.

The short-term expert will manage EnMAR’s bi-monthly e-Press review, support the Public Diplomacy & Visibility Expert with the creation of audio/visual material (drafting of scenarios and support the production of a series of podcasts and institutional videos), and create social media content (including both regular content and periodic visibility support of events).

Description of tasks (non-exhaustive list):

-        Draft and update the content of the EnMAR bi-monthly e-Press review;

-        Provide assistance and expertise related to the creation of a series of podcasts and videos (drafting of scenarios, knowledge of the process of creation/production, identification of relevant service providers, etc.);

-    Create content for social media (LinkedIn and Facebook) and ensure follow-up of statistics;

-       Support the visibility and communications around events (develop visibility materials for events, create infographics for social media with the service provider, provide notes on the event’s media coverage, etc.);

-       Participate in and take minutes of key online meetings (Press & Communication Officers of EU Delegations; Communication Officers of EU-funded MARSEC projects);

-       Ensure the follow-up of translations in English, French and Portuguese with the service provider and proofreading in English and French;

-        Any other task related to communication and visibility identified during the project’s implementation, at the Public Diplomacy & Visibility Expert’s request.

Project or context description

The EU-funded project EnMAR “Enhanced maritime security in the Gulf of Guinea”, implemented by Expertise France with an overall budget of € 5 million for 36 months, started in October 2022. It aims to contribute to enhancing maritime security and economic prosperity in the Gulf of Guinea. Recognising that EU’s actions need to be strengthened, promoted and better tailored to field reality, EnMAR specifically contributes to enhancing Gulf of Guinea partner countries’ political engagement with the EU on maritime threats, to improving relevance and coherence of EU actions in this area, to strengthening partners’ operational capacity, and to increasing regional awareness of EU maritime actions.

To fulfil these objectives, EnMAR sets up high level political and operational dialogue and activities, it offers technical expertise on a wide range of maritime topics to Gulf of Guinea maritime actors, and it proposes and supports visibility opportunities to raise awareness around EU actions relating to maritime security.

In particular, outcome 4 of the project is to “Increase regional awareness about the EU’s objectives and actions in support of maritime security”, in order that “the visibility and greater understanding of the EU and its objectives and actions are increased among beneficiary countries, partner countries and the private sector.”

Required profile

-          English and French language skills – in particular, writing in a journalist style (compulsory); Portuguese as an asset

-          Demonstrated experience in the creation of content for social media – LinkedIn and Facebook (compulsory)

-          Attention to detail (compulsory)

-          Minimum of two years’ professional experience (compulsory)

-          Previous experience in working on the communication and visibility component of a EU-funded and/or international project (asset)

-          Knowledge on the process of creation of podcasts and videos (asset)

-          Work experience in West and Central Africa (asset)

-          Ability to work independently

-          Flexibility

-          Excellent interpersonal skills

 

Additional information

This is a home-based position, working on Brussels time zone. The mission will be from mid-June 2024 to October 2025 for about 150 working days (approx 8 days/month).
