Mission description

In April 2024, Expertise France (EF) has submitted a call for expressions of interest (EoI) for the implementation of Component 2 “Sustainable Blue Economy (SBE) in West Africa” and with the overall coordination of the WASOP programme.

At the time of publication of these ToR, EF is awaiting the result of this EoI. Yet, in order to start as soon as possible the formulation phase of the project in case of positive feedback, EF is launching the recruitment of a Consultancy with the following objectives:

-       Identify specific gender issues in the blue economy sector in West Africa;

-       Analyse the differentiated impacts of blue economy policies, projects and initiatives on women and men;

-       Carry out an analysis of the gender-related risks that this project could entail and formulate recommendations to control them.

-       Provide recommendations for integrating a gender perspective into the project.

 

The final objective of the Consultancy is to provide EF with additional information to enable it to enhance its technical offer to best meet the needs and challenges link to gender.

Project or context description

Expertise France (EF) is a public agency and the interministerial actor in international technical cooperation. It became a subsidiary of the French Agency for Development Group (“Agence française de développement” in French / AFD Group) in January 2022. As the second largest agency in Europe, it designs and implements projects that sustainably strengthen public policies in developing and emerging countries on a range of policy issues (e.g. sustainable development, governance, stability, health, education).

It operates in key areas of development and contributes alongside its partners to the implementation of the Sustainable Development Goals (SDGs).

Expertise France's Sustainable Development Department (SDD)

The SDD is one of the 6 thematic departments of the agency. With currently 30 projects in operation and 10 in development, for a volume of activity of 29 M€ in 2021, Expertise France's SDD supports its partners in the design and implementation of public policies in the fields of climate and territorial planning, access to urban services, energy, agriculture, and biodiversity. 75% of which is financed by the EU.

Required profile

Education:

Master’s degree in any Gender and development or any other relevant field.

 

Experience:

-       Proven expertise in the field of gender, preferably with specific experience in the context of the blue economy or maritime sectors.

-       Good knowledge of socio-economic issues in West Africa, particularly in coastal communities.

-       Proven experience in the implementation of a gender approach (e.g. gender implementation of a gender approach (e.g. gender analysis, methodology for facilitation/consultation activities, training of operational teams) in international cooperation projects or in the public sector (ministries and decentralized state services);

-       Knowledge of European Union procedures would be an asset;

-       Previous experience in the WA region is a strong asset;

-       Experience in the development and implementation of international cooperation projects: appraisal, project cycle, steering and monitoring/evaluation.

 

Personal skills:

-       Full professional proficiency in English and French (Portugese will be an asset).

-       Good writing skills: elaboration of diagnoses and methodologies, drafting of documents for structuring and initiating projects, summary notes;

-       Documentary research and data analysis skills.

-       Ability to work independently and meet deadlines.

Bid composition:

·    A technical offer, including :

oA resume highlighting the skills and experience in line with the required ones (5 pages max) for each expert (including at least 3 references) ;

oA technical offer presenting the Consultant understanding of the mission, the methodology, etc.;

oA detailed workflow (including number of person.day per activity).

·    A financial offer.

 

Incomplete bids will not be considered.

 

Location:

The Consultancy will take place remotely but the expert must make themselves available for regular exchanges with the Expertise France team in Paris at appropriate times.
