Mission description

General objective

The short-term expert “Enhance the inception report for the Civil Protection and Disaster Risk Reduction (DRR) project”, under the direct supervision of the Project Managers will be in charge of preparing the technical offer and the investment program involving equipment and/or support for public policy.

Description of the tasks to be assigned
 

  • Needs analysis
    • Document review (former project reports, external mid-term review, external final evaluation, third-parties documents, production of the Jordanian DRR Plateform, UNDP DRR section, etc…)
  • Interviews with selected stakeholders including key departments from Iraq Civil Defence
  • Identifying areas of intervention
    • Identifying the most efficient, effective and relevant areas of intervention in line with DG ECHO mandate
    • With the support of the office of Expertise France in Erbil and the project managers, identifying other international coordination projects related to Civil Protection and adapt areas of intervention
  • Drawing the future project approach (roadmap)
    • Define the main objectives of a potential future project
    • Describe related activities

Deliverables

Future project roadmap including:

  • An inception report
  • A logical framework
  • Detailed activities
  • A rough equipment budget according to international standards
  • An implementation planning

The mission will be hybrid, with remote work and occasional on-site missions in Iraq, subject to adequate security conditions.

On-site missions (1-2 weeks each time) : 

  • Mission 1 | End of May
  • Mission 2 | July
  • Mission 3 | End of August

Project or context description

Natural hazards such as floods and earthquakes have a significant impact in Iraq. This can challenge the achievements of development (education, reduction of gender inequalities, health, etc.) and affect the country's economic, political, and social stability, as well as the stability of institutions and communities. While mastering operational processes during crisis management is essential, the phases preceding the crisis (prevention and preparedness) allow for anticipation and mitigation of the impact when the crisis occurs.

Therefore, the proposed project aims to strengthen Iraq in establishing an effective operational system for risk and disaster management that serves the population. Activities focused on understanding hydro-meteorological and geological hazards would be conducted so that the developed tools can become decision-making aids for the Iraqi civil defense to support emergency plans and alerts. The Iraqi civil defense would also benefit from enhanced capacities in dealing with specific risks (floods and earthquakes) through training involving other stakeholders and the provision of risk-specific equipment. Addressing specific areas in Iraq (the North for earthquakes, the South for floods), the communities in these areas would be involved in risk response activities and awareness campaigns about disaster risks.

Required profile

Qualifications and skills

  • University degree (BA or MA or equivalent) in a topic relevant to the project
  • Knowledge of the disaster management cycle
  • Knowledge and understanding of the UN Sendai Framework for disaster risk reduction
  • Advanced communication and interpersonal skills to interact with various stakeholders.
  • Knowledge of the risks in the area and disaster response mechanisms/tools in place
  • Experience in the Middle East region
  • Excellent reporting skills (English)
  • Fluent in spoken and written English; fluency in Arabic and French would be an asset.

Professional experience

  • 20 years’ experience in civil protection, crisis or disaster management.
  • Proven experience in developing response mechanisms and contingency plans
  • Proven experience in the definition and implementation of international or institutional cooperation project
  • Mastering of operational and organizational civil protection stakes.
  • Proven adaptation to multicultural working environment.

Additional information

  • Position: short-term expertise “support for defining and drafting the inception report of the project”
  • Project: Strengthening the capacities of the Iraqi Civil Defense on disaster preparedness and response, and coordination with the Regional Coordination Mechanism (JCC) and the European Coordination Mechanism (ERCC).
  • Financed by: DG ECHO
  • Line management and main mission: Under the supervision of Expertise France, the expert will identify the major needs on Civil Protection through consultations with the main stakeholders and propose clear priorities and related activities
  • Country or Region: Home-based with on-site missions mainly in Erbil and Bagdad (Iraq)
  • Duration of the contract: Approx. 3 months from May to September 2024
