Mission description

To support the implementation of the activities of this project, Expertise France will set up a project team, based in Ebène. The Project Team will be led by the Project Lead and composed of a Lead. Administrative & financial mission and two long-term experts to implement the project activities.

Under the responsibility of the project manager, the expert. e «Marine Debris» will provide expertise on the theme of marine debris, notably through support for the implementation of the IORA Strategic Framework for Action on Marine Debris adopted in November 2022.  The action will focus on combating plastic pollution in the Indian Ocean which, by its transboundary nature, requires an integrated response at the level of the ocean basin. The expert. e would be positioned within the IORA offices in Ebène, with the entire Expertise France team.

 

In connection with the project team, the expert will:

-       Support the implementation of the IORA Strategic Framework of Action on marine debris in the Indian Ocean, which covers the entire plastic chain, from production to waste discharged at sea,

-       Provide technical support to the IORA Marine Debris Working Group ?

-       To prepare a baseline report assessing the current situation in the region that would analyse information and data on the status and impacts of marine debris in the various IORA Member States and the policies and strategies adopted to date by these States to deal with the subject,

-       Map out actors in the region that IORA could work with to reduce the volume of marine debris,

-       Make recommendations for a harmonised approach to the upstream and downstream management of marine debris between Member States,

-       Raise awareness among economic actors (industries and local populations) about the environment combined with advocacy actions to change behaviour in the prevention and reduction of marine debris (with the participation of local communities),

-       Improve regional cooperation on marine plastic pollution through the exchange of knowledge, experience and technical expertise,

-       Facilitate the dissemination of IORA partner scientific and academic resources (university network).

 

This job description is not exhaustive, in general the expert. e is the guarantor. the achievement of the objectives of its sub-component and shall carry out any activities necessary for the proper execution of the project.

 

Project or context description

Context 

The Indian Ocean Rim Association is a regional intergovernmental organization created in 1997 as the Indian Ocean Rim Initiative, which became the Indian Ocean Rim Association (IORA) in 2013. The objective of the IORA is to promote development and economic cooperation in the region around the Indian Ocean. Through its work, it helps facilitate exchanges of technical expertise on the region’s major common issues: maritime safety and security, trade and investment facilitation, fisheries management, disaster risk management, tourism and cultural exchanges, academic and scientific cooperation, blue economy and women’s economic empowerment. 


In January 2021, France became, under the Réunion, a full member of the Association of Countries Bordering the Indian Ocean (IORA), whose general objective is to promote development and cooperation in the region around the Indian Ocean. As part of this accession process, the French Development Agency (AFD) provided support to the General Secretariat of the IORA to strengthen its operational and institutional capacities and accompany it in its actions in the fields of sustainable management of fisheries resources and protection of the marine environment in particular.

 

Project Description

As part of an AFD funding delegation, Expertise France will implement the "IORA - Phase 2" project in the continuity of Phase 1 which ended in 2023 and in accordance with the mandate and the strategic and thematic priorities expressed by the IORA. This 36-month project, with a total budget of €3 million, will aim to

-       strengthen the operational and project management capacities of the IORA General Secretariat, in view of the structural deficiencies identified during Phase 1 and the IORA’s ambitions in this area; and 

-       support IORA action in areas (i) marine debris, and (ii) disaster risk reduction

Required profile

Training

-       Master’s degree (bachelor’s degree minimum) in biodiversity, circular economy, plastic pollution or any relevant specialty ;

 

General and specific professional experience 

-       At least 10 years of experience in piloting activities related to marine debris (plastic pollution), strategies to be implemented and international regulations,

-       At least 5 experiences in conducting similar missions and developing training and capacity building plans,

-       Proven experience in leading multi-stakeholder processes and working with partners,

-       Experience in the academic/research sector on topics related to marine debris and plastic pollution would be a strong asset,

-       Foreign work experience, Indian Ocean experience would be an asset

-       Ability to analyze and synthesize issues at all levels,

-       Listening, appropriation, reformulation and pedagogy skills,

-       Ability to adapt to different levels of interlocutors,

-       Competence in institutional analysis and capacities of public actors, particularly local,

-       Ability to identify and analyze client needs and develop appropriate services to meet institutional needs.

-       Excellent teamwork skills (including coordination),

-       Ability to clearly define goals consistent with agreed strategies, identify priority activities and tasks and revise; modify priorities as required,

-       Excellent interpersonal skills and the ability to establish and maintain effective partnerships and working relationships in a multicultural and multi-ethnic environment are required.

-       Strong listening skills, dialogue skills, diplomatic and compromise oriented,

-       Autonomy, dynamism, desire to learn and interest in other areas of expertise present within the project, 

-       Good planning, organizing and management skills,

-       Ability to manage multiple files simultaneously,

-       Demonstrated ability to write in multiple languages: French and English,

-       Good analytical and synthesis skills,

-       Excellent command of office tools.
