Mission description

Main indicative tasks:

Financial and budgetary management of the project:

  • In compliance with EU and EF procedures, the Financial officer:
  • Coordinates, with the support of the Deputy Team Leaders, the Project Assistants in the management of operating expenses and contracts and administrative tasks of the PMU;
  • Ensures transmission of supporting documents to EF/CIVIPOL/GIZ head office in Paris;
  • Prepare financial consolidation reported to the EU;
  • Consolidate budget request from and follow the dispatch of funds to partners;
  • Undertake the project administrative and financial planning of activities with the support of the Management team;

 

Regarding EF Head Office:

  • Monitors expenses and supplier invoices (follow-up, reminders, administrative registration);
  • Checks supporting documents and invoices for conformity, and archives them;
  • Prepares payment vouchers (BAP) and issue payment orders, with the support of EF HQ when needed;
  • Checks commitment documents and compliance with public procurement rules;
  • Records expenses in the financial tracking system, analyses tracking tables and closes accounts and other financial deadlines according to the EF calendar;
  • Conducts the monthly reporting of budget execution with the support of EF HQ, when needed
  • Ensures monthly forecasting of expenses and supply requisitions;
  • Manages and monitors local bank account expenditure (vouchers, expenditure table, etc.) by keeping bank journals;
  • Supervises the physical maintenance and security of cash registers;
  • Updates the cash journal;
  • Ensures archiving of online and paper vouchers;
  • Prepares the dispatch of administrative financial archives to head office;

Project or context description

The European Commission (EC), a major player in AML/CFT, aims to bring players together a consortium of international technical cooperation agencies around a common strategy to tackle Illicit Financial Flows in Sub-Saharan Africa. To this end, the EC, Germany and France has come together to finance major project on the African continent:

This Action will be implemented for 4 years by Expertise France (Lead), GIZ, CIVIPOL and FIIAPP and amounts to EUR 46,5 million euros. The objective of the Action are as follows: 

  • National capacities, including law enforcement and judicial capacities to prevent and respond to illicit financial flows (IFFs) linked to transnational organized crime and the financing of terrorism are strengthened and FATF-compliant;
  • Effective regional and inter-regional cooperation and information sharing in the fight against IFFs, money laundering and the financing of terrorism is enhanced;
  • Increased public awareness promotes greater transparency and holds States accountable to take action against IFFs and organised crime.

A Project Management Unit will be based in Brussels and will be tasked with steering and coordinating the network of 4 field teams (based out of Cameroon, Senegal, South Africa and Tanzania), made up of 13 long-term experts in the three main areas of expertise: prevention / investigation / recovery alongside support staff. Each regional hub will have the responsibility to liaise with national authority to deliver support under three different level of intensity: a global training programme; structural reform and a high-intensity programme coordination partly with the Swedish Tax Authority.

 

This Action are part of the Team Europe Initiative to fight IFFs and Transnational Organised Crime in Africa, (TEI IFF & TOC). The TEI, comprising Germany, France, Sweden and Finland, aims to create a common framework for cooperation on the specific subject of FFI and TOC, and to harmonize the actions of member states.

Required profile

The candidate must possess the following expertise:

  • University degree in Finance, Accounting, Economics or Management;
  • At least 10 years of experience in a similar / senior finance management position, preferably with international agencies or organisations working in the development/humanitarian sector;
  • Experience working on EU-funded programmes would be a strong asset;
  • Experience in preparing for and coordinating financial audits;
  • Knowledge of and experience in applying accounting procedures and protocols in budget administration and financial forecasting, analysis and reporting;
  • Proficiency with computerized financial systems, such as accounting programs, databases, payment processing, Excel spreadsheets, and payroll services;
  • A solid understanding of financial statistics, accounting principles, and financial management principles;
  • Working knowledge of all statutory legislations and regulations in Europe;
  • In-depth understanding of office management procedures and legal policies;
  • Good knowledge and working experience of European institutions and policies, as well as the civil society organisations;
  • Fluency in both French and English is required;
  • Strong leadership capabilities, and ability to manage, guide and lead employees to ensure appropriate financial processes are used;
  • Highest demonstrable professional skills on:

    • Autonomy and initiative
  • Excellent organizational and multitasking abilities
  • Demonstrated capacity to analyse and think strategically in complex problem-solving, and advanced decision-making and critical-thinking skills.
  • Ability to meet deadlines comfortably.
