Mission description

General Objective:

  • Coordinate the activities delivered in partnership with local authorities in West Africa;
  • Coordinate the activities delivered in synergy with the Project Management Unit in Brussels and the other Regional Hub Coordinators;
  • Is responsible for relations with beneficiary administrations in her/his region;
  • Publicizes the Initiative to local and regional partners;
  • Is responsible for HR management, in liaison with Expertise France HQ and financial execution at the initiative of the Engagement Committee if necessary;

 

Main indicative tasks: 

Leads the regional team and is the line manager for team members. 

  • Organizes, participates in the recruitment (if needed) and manages regional team members;

Overall project management

  • Is responsible for the harmonization and implementation of execution and reporting procedures for all activities, implements the framework and proposes shared tools and procedures;
  • Consolidates the planning of activities and regional resources, as well as the annual budget for all national and regional project activities under his/her mandate;
  • Ensures compliance with specifications/contracts, anticipates and manages project-related risks and developments, and alerts management if necessary;
  • Actively participates in the drafting and transmission of contractual reports to donors (narrative and financial);
  • Participates in the organization of and attends project steering committees, under the aegis of the Project Lead and his deputy;

Supervision of regional project activities

  • Supervises regional project activities: planning, implementation, budget execution, monitoring/evaluation, auditing, in coordination with regional experts.

Internal and external project coordination

  • Daily coordination between regional teams to harmonize project implementation within and between regions, provide support and approve key documents (national diagnostics, strategic action plans, etc.) and decisions;
  • Day-to-day coordination between European implementing agencies and AML/CFT projects active in the region, notably the AML/CFT Global Facility and the ESCAY project;
  • Centralize project information and organize its dissemination to the various stakeholders;
  • Lead communication with the European Commission (DG INTPA) and EU delegations informed of key developments or issues requiring the attention of EC services;
  • Manage relations with external stakeholders (donors, partners, service providers);
  • Participates in promotional activities with project owners, donors and beneficiaries;

Internal Implementation Partner liaison

  • Acts as interface between the project and Expertise France HQ;
  • Ensures compliance with specifications/contract, anticipates and manages project risks and developments, and alerts line management if necessary;
  • Represents EF in the various bodies involved in project follow-up;

Project or context description

The European Commission (EC), a major player in AML/CFT, aims to bring players together a consortium of international technical cooperation agencies around a common strategy to tackle Illicit Financial Flows in Sub-Saharan Africa. To this end, the EC, Germany and France has come together to finance major project on the African continent:

This Action will be implemented for 4 years by Expertise France (Lead), GIZ, CIVIPOL and FIIAPP and amounts to EUR 46,5 million euros. The objective of the Action are as follows: 

  • National capacities, including law enforcement and judicial capacities to prevent and respond to illicit financial flows (IFFs) linked to transnational organized crime and the financing of terrorism are strengthened and FATF-compliant;
  • Effective regional and inter-regional cooperation and information sharing in the fight against IFFs, money laundering and the financing of terrorism is enhanced;
  • Increased public awareness promotes greater transparency and holds States accountable to take action against IFFs and organised crime.

A Project Management Unit will be based in Brussels and will be tasked with steering and coordinating the network of 4 field teams (based out of Cameroon, Senegal, South Africa and Tanzania), made up of 13 long-term experts in the three main areas of expertise: prevention / investigation / recovery alongside support staff. Each regional hub will have the responsibility to liaise with national authority to deliver support under three different level of intensity: a global training programme; structural reform and a high-intensity programme coordination partly with the Swedish Tax Authority.

 

This Action are part of the Team Europe Initiative to fight IFFs and Transnational Organised Crime in Africa, (TEI IFF & TOC). The TEI, comprising Germany, France, Sweden and Finland, aims to create a common framework for cooperation on the specific subject of FFI and TOC, and to harmonize the actions of member states.

Required profile

The candidate must possess the following expertise:

  • University degree (BA or MA or equivalent) in international law, public policy, political science, or any other relevant discipline;
  • Proven experience (at least 5 years) in project management (including logical framework, programming, budgeting, procurement, intervention framework, risk analysis);
  • Ability to develop long-term strategic objectives and distinct steps to achieve them;
  • Excellent mastery of EU project management rules;
  • Good understanding of the following topics:
    • Financial intelligence, terrorism, terrorist financing, and/or money laundering;
    • Global standards and framework for combating money laundering and terrorist financing;
    • Criminal justice chain in the field of combating money laundering and terrorist financing;
  • Multiple experiences working in international technical cooperation in West Africa would be an asset;
  • Experience working with high-level international officials (ministers, institutional leaders...);
  • Experience in leadership roles and leading multidisciplinary and international teams;
  • Very good level of French both orally and in writing;
  • Strong sense of diplomacy, public relations, and political relationships.
  • Ability to work under pressure.
