Mission description

The national Administrative and Financial Manager will be in charge of the financial and administrative management of the project in the countries of implementation. More specifically, he/she will be in charge of managing the projects finances and contracts as well as the implementation of grants for civil society organizations and will be trained to Expertise France internal procedures and French public procurement rules applicable to the project. 

 

The Administrative and Financial Manager will have the following missions: 

 

Financial Management:

  • Ensure budget planning and budget monitoring of the project;
  • Ensure the daily accounting treatment (editing, checking of accounting documents, etc.);
  • Record transaction in cash and bank books;
  • Ensure the indexing and archiving of administrative and financial documents;
  • Verify the supporting documents, accompanying the payment files;
  • Manage and monitor expenses, including those of the local bank account (filing of documents, posting and entry of accounts, table of expenses, etc...);
  • Make payments to service providers, experts and grant beneficiaries according to applicable contracts and through Expertise France’s payment software;
  • Monitor the financial implementation of the grants through financial reporting;
  • Monitor and manage the reception of funds from the donor;
  • Prepare financial reports, including monthly internal reports and biannual donor reports;
  • Prepare financial closure and audits;
  • Prepare the dispatch of administrative financial archives to EF headquarters.

Administrative Management:

  • Implement the administrative management linked to activities such as the organization of events, trainings, meetings, mobilisation of experts, implementation of grants (the project includes two grants of a total amount of 400k€):
    • Identify and apply the relevant procurement procedure (collect quotes, publish calls/tenders, implement bid-evaluation, etc.); prepare the project’s procurement plan; identify, monitor and mitigate contractual risks;
    • Draft contracts, and potential amendments; follow signature processes;
    • Follow up on administrative documentation (due diligence, timesheets, per diem, etc.);
    • Monitor the implementation of contracts, including the financial implementation of grants;
    • Issue provisional and final acceptance of services and grants;
    • Upload the data and documentation in Expertise France’s project management tools.
  • Assist the project team in completing administrative tasks, when needed (emails, letters, preparation of documents for meetings, dashboards, minutes of meetings, formatting documents, drafting power point presentations, etc...).

 

Project or context description

In the framework of the project Climate Environmental Justice Convergence in the Western Balkans, financed by the Agence Française de Développement (AFD), Expertise France (EF) is looking for a Full Time Administrative and Financial Manager based in Tirana (Albania).

 

The Action seeks to improve access to justice and effectiveness of citizen participation in the field of environmental justice, thereby contributing to convergence towards European standards in Albania, North Macedonia and Montenegro. More particularly, the Action will support the three countries for EU accession through the alignment of their national frameworks to the Aarhus Convention standards on access to environmental justice, which was officially integrated into EU standards in 2006. 

 

The Action will be structured in three components: 
•         The first component (Component 1) will be dedicated to the improvement of access to justice on climate and environmental matters. 
•         The second component (Component 2) will be dedicated to the improvement of citizen participation on climate and environmental matters. 
•         The third component (Component 3) will focus on the implementation of grants focussing on citizen access to environmental justice and participation to be implemented by civil society organizations.

 

 

The Administrative and Financial Manager will be based in Tirana, Albania, for the entire duration of the project (30 months). He/she will work under the supervision of the Project’s Team Leader, the Expertise

France’s Head of the Justice and State Reform Unit and in close collaboration with the Project Manager. He/she will also work in collaboration with four-part time key experts on justice and citizen participation,

respectively based in Albania, and North Macedonia as well as project stakeholders and beneficiaries including recipients of grants. 

 

Required profile

Knowledge and Skills:

  • Higher education degree in administrative and financial management or equivalent;
  • Excellent command of Pack office tools, including Word and Excel;
  • Ability to work in a demanding environment;
  • Ability to work in a multicultural environment;
  • Be methodical, organized and responsive;
  • Have a sense of responsibility, be proactive and autonomous 

General Professional Experience:

  • At least three years of successful professional experience as Administrative and Financial Manager in international projects;
  • Experience working in/with public institutions in the Western Balkans.

Language Skills:

  •          Perfect command of English and Albanian;
  •          Knowledge of Macedonian, Montenegrin and/or French would be an asset.
