Description de la mission

The economic dynamism of the Philippines has created significant gains in poverty reduction, with poverty rates dropping by over 50% in the last decades. The rapid growth of the middle class and domestic consumption in the Philippines, however have contributed towards significant levels of waste which the country is unable to manage.

Already one of the most climate vulnerable countries in the world, the Philippines seeks to secure its long-term socio-economic outlook by integrating more inclusive and sustainable models of development. To this end, the Philippines has recognized the importance of transitioning towards a circular economy, aiming to minimize waste, promote resource efficiency, and create a closed-loop system where resources are reused, recycled, or regenerated.

The circular economy approach involves the following facets:

·         Reducing waste generation: Implementing waste management strategies such as recycling, composting, and waste reduction measures to minimize the amount of waste produced.

·         Promoting resource efficiency: Encouraging the efficient use of resources through sustainable production and consumption practices, as well as adopting technologies and processes that optimize resource utilization.

·         Encouraging circular business models: Supporting and promoting businesses that adopt circular principles, such as product redesign, remanufacturing, repair, and sharing economy models.

·         Enhancing recycling and waste management infrastructure: Improving recycling facilities, waste segregation systems, and promoting proper waste disposal practices to facilitate the recycling and recovery of valuable resources.

·         Fostering collaboration and partnerships: Encouraging collaboration between government agencies, private sector stakeholders, academia, and civil society to drive innovation, knowledge-sharing, and collective action towards a circular economy.

By transitioning to a circular economy, the Philippines aims to achieve sustainable and inclusive growth, reduce environmental impacts, create new economic opportunities, and improve the well-being of its people while preserving and restoring the country's natural resources.

The project

The purpose of the EU-PH Partnership for Green Economy Programme is to support the Philippines’ transition towards a green economy, including circular economy, reducing waste and plastic, as well as to increase energy efficiency and renewable energy deployment to support climate change mitigation.

 The action tackles three main levels:

(i)            Establishing a Policy Dialogue Platform at central government level to facilitate policy formulation, improve city to city collaboration through supporting the development of a National Circular Economy Strategy and Roadmap, extend dialogue to promote renewable energy/energy efficiency and to apply the dialogue’s outputs (linked to Specific Objective 1 of the action);

(ii)           Working with Local government units (LGUs) to define and implement circular economy, climate change and energy policies with a human rights and gender - responsive perspective, including outreach and support of local business and civil society (linked to Specific Objective 2 of the action);

(iii)          Enhancing engagement of the private and financial sectors into the circular waste economy creating better conditions for private sector investment by supporting business driven waste reduction strategies and circular solutions in the production process (linked to Specific Objective 3 of the action).

Expertise France is engaged on Specific Objective 3, related to private sector engagement. SO 3 will include the following two outputs:

v  Output1: Support for the development of eco-enterprises, through entrepreneurship, innovation, and transformation of MSME’s

v  Output 2: Support for the development of green infrastructure projects which delegate waste management services to the private sector

In addition, Expertise France has entrusted a third output to its partner, the Global Green Growth Institute (GGGI):

v  Output 3: Support to the financial sector for the allocation of green/circular economy focused financing and acceleration of high growth potential innovative circular and green economy start ups

Under the supervision of the Expertise France Project Lead and Deputy Project Lead, the Monitoring, Evaluation, and Gender Expert will ensure the implementation of a sound M&E system, and provide guidance on the project’s activities concerning women's economic integration.

The expert will be required to assure a strong up-front engagement throughout the inception phase of the project, until June 2024. The expert will continue to be mobilised according to project needs throughout the entire duration of the project (through 2028), particularly for the following activities:

-       Mid-term and final evaluations

-       Specific interventions to support waste management infrastructure projects in 4 – 5 pilot areas, which will require a gender analysis as part of a “do no harm” approach

Description du projet ou contexte

Objectives

The Monitoring, Evaluation, and Gender Expert will provide overall support to the project. In the project inception phase, his/her work will inform the logical framework and development of the activities. Afterwards, he/she will provide a punctual support as needed to the overall project.

The Monitoring, Evaluation, and Gender expert will have two main objectives:

1.    Monitoring and Evaluation expertise: Assure the implementation of a sound and efficient monitoring and evaluation system, including baseline study, and provide ongoing support as needed (for example, for mid-term and final evaluations)

2.    Gender expertise: Review Expertise France’s overall intervention and provide recommendations to achieve a better impact for women and all people marginalised due to gender.  

Within the domain of gender expertise, Expertise France seeks an expert who can contribute significantly to the specific activity A.2.4 - Development of support activities to strengthen local structures providing livelihood assistance to Informal Waste Workers (IWW) in pilot areas.

The waste management sector employs nearly 20 million workers worldwide, with the majority operating informally. Informal waste management workers (IWW) play a crucial role in waste management but face significant challenges, often including gender-based social inequality.

The project will develop a targeted approach to support these entrepreneurs and Micro, small and medium enterprises (MSME) within selected Local Government Units (LGUs) for Public-Private Partnership (PPP) pilot projects and green procurement application. The goal is to strengthen cooperatives, NGOs, and CSOs supporting informal waste workers in intervention areas, contributing to quality of life improvements and long-term sustainability. Activity A.2.4, thus, falls within a “do no harm approach”, in support of Expertise France’s planned activities to reinforce 4 – 5 green infrastructure projects in waste management. 

Approach

The expert should work closely with the Expertise France project team based in Manila. He/she will report directly to the Project Deputy, who reports to the Project Lead. The expert will also work closely with the M&E Officer, Output 2 Technical Lead and PPP Expert, Grants Officer(s), and other members of the team, employing a collaborative approach.

 

The expert will have a particular capacity-building role towards the M&E Officer, who will be responsible for data capture and ongoing monitoring.

 

Additional support for the mission will be provided by Expertise France’s headquarters. The expert may be requested to participate in meetings between the project team and support team from headquarters.

 

Finally, the expert will collaborate with other International Development Agencies responsible for implementing the EU-PH Partnership for Green Economy Programme, particularly with GGGI, as well as with the project beneficiaries in the Philippines, within both the public and private sectors.

 

Description of the Services

 

Establishment of Monitoring and Evaluation framework, including baseline study

·         Establish overall M&E framework including tools, data capture sheet, and M&E procedures

·         Assure capacity building and knowledge transfer to the M&E Officer

·         With the M&E Officer, complete the baseline study

·         Provide punctual M&E support as needed, for example, during the mid-term and final evaluations

Gender inclusion support

·         Provide advisory support in integrating gender inclusion for the overall strategic and technical management of the project.

·         Provide inputs into the logical framework, particularly on gender-segregated indicators, sources of data, baseline values, and targets and in insuring all the methodology and approach uphold gender inclusion

·         Provide technical training and support on social equity to team members and project partners including notion of gender inclusion in procurement.

·         Provide advisory support in revising Communication plan and materials of the overall project uphold gender inclusion.

Specific activities support

·         Under Output 1, deliver a diagnostic report with identification of potential beneficiary organizations and their needs, focusing on gender sensitivity.

·         Based on the diagnostic results for Output 1, develop and implement support activities for local structures, with a focus on gender inclusion. Various support activities are to be considered – such as calls for projects and grant provision, provision of equipment and/or digital tools, support in the implementation of new eco points, technical assistance, etc.

·         Under Output 2, conduct a diagnostic to understand the organization of IWW and other MSMEs involved in the waste management value chain in pilot areas

·         Identify and assess local cooperatives, CSOs, and NGOs supporting waste workers.

·         Monitor the execution of capacity-building programs to ensure alignment with project objectives and deliverables.

Organisation

Expertise France will provide the preliminary elements of the project work, including the Description of Action, formats and examples of key EF documents (such as prior Calls for projects), and key contacts. EF will monitor the execution of the work ensuring alignment with the overall project.

 

Date and location

The expertise mission is a long-term engagement with punctual, specific missions.

 

The expert will contribute towards the overall project architecture and logical framework during the project inception phase, from March to June 2024.

 

Once pilot areas have been identified for PPP and PP projects, the expert will accompany Expertise France’s team through local diagnostics and conception of subsequent programming. A “do no harm” methodology will be applied.

 

The consulting mission will thus include a mix of in-person and remote activities. Missions within the Philippines will be confirmed between the expert and the Manila-based EF team based on the evolving needs of the project. All travel will be arranged by Expertise France and the consultant will receive a per diem based on EU rates.

Profil souhaité

Experts with the following qualifications and experiences are invited to apply:

  • Master’s degree or equivalent in Gender Studies, International Development, Social Sciences, political or economic science, or any relevant field.
  • Proven track record in operational monitoring and evaluation in the context of international cooperation projects
  • 8 to 10 years of experience in gender-related issues, preferably in the areas covered by the project (entrepreneurship, informal sector, vulnerable population…).
  • Experience in international development projects and technical assistance.
  • Experience working in the Philippines and/or any other ASEAN country.
  • Strong analytical, excellent writing, and synthesis skills.
  • Ability to interact with diverse audiences and synthesize messages.
  • Ability to organize training on gender equity
  • Pragmatism, organization, diplomacy, and good interpersonal skills.
  • Strong interest in fieldwork.
  • Fluent in English and at least one Filipino language (Tagalog desired – additional languages will provide a considerable advantage).
  • Knowledge of French is a plus.
