Mission description

Under direct supervision of Administrative and Finance Manager (RAF), the Finance Officer will perform the following tasks:

Accounting management

  • Ensures that the accounting journals and cash flow journals of the projects in the project portfolio match each other
  • Ensures that project portfolio expenses are correctly recorded in the accounts (general and cost accounting): names, accounting codes, cost accounting codes, lettering, exchange rates, etc.
  • Prepare list of payment orders in online banking system.
  • Participates, under the supervision of the RAF, in the closing of accounts.
  • Under the supervision of the RAF, ensures compliance with the accounting document archiving policy.

Financial management

  • Ensures that contractual and financial information is available
  • Prepares and monitors financial follow-up according to Expertise France's established format.
  •  Checks monthly financial monitoring (expenditure allocation, consumption, forecasts, etc.) of projects in conjunction with project managers
  •  Supports project managers in completing their monthly financial reports.
  •  In liaison with the RAF, prepares internal and external (donor) reports for projects in his/her portfolio.
  • Under the supervision of the RAF, prepares and accompanies any audits or controls of projects in the portfolio.
  • Prepares monthly and semi-annual budgets for projects in conjunction with the RAF (initial budget, revised budget and landing forecasts).

Head office payments

  • Checks supporting documents before processing project payment requests
  • Issue payment orders for projects expenditure

Internal control

  • Implements internal control within projects (transmission of procedures, monitoring of their appropriation, participation in the improvement of operational practices in terms of financial accounting, etc.).

Project or context description

Expertise France (EF) is the French government operator of international assistance projects, which presence in Ukraine has recently been strengthened. EF is implementing several projects, notably the EU Project Pravo-Justice, aimed to promote greater rule of law in Ukraine, in line with European standards and comparative practices, the "mAIDan" project, in close coordination with the French Embassy in Kyiv, with the aim of mobilizing French technical assistance to support Ukraine in addressing the emergency and preparing for reconstruction and the EU accession process. The agency is also supporting several health partners through the project APPUI Health and health program named the Initiative dedicated to the fight against HIV and tuberculosis.

Required profile

  • Master degree in finance, accounting, business administration or a related field;
  • At least five years of experience supporting payments, financial procedures and compliance, preferably within the context of a technical assistance project;
  • Good budget tracking and budget analysis skills (proficiency in Excel required);
  • Proficiency in Microsoft Office suite (Word, Excel, PowerPoint, etc.)
  • Mastery of Sage accounting software is an asset
  • High degree of organization, attention to detail, and ability to multitask;
  • Fluency in written and spoken Ukrainian, at least B1 for English.
  • Interpersonal and stakeholder management skills,
  • A high degree of initiative, diplomacy and problem-solving,
  • Outstanding emotional intelligence skills,
  • A creative and entrepreneurial approach to overcoming barriers and making change happen
