Mission description

Endorsement of Accounting Entries (20%)

In order to ensure that the Financial Analysis, a core part of the Finance Officer job description is done based on correct and coherent accounting entries, including the Budgeting, Budget Monitoring and Financial Reporting, the incumbent will:

Ø  Ensure that the accounting journals and cash flow journals of the projects in the match each other at the end of the month

Ø  Ensure that expenses are correctly recorded in the accounts: names, accounting codes, cost accounting codes, lettering, exchange rates, etc. during the month end accountancy closure

Ø  Review the list of payment orders for correct payment processing in the absence of the RAF

Ø  Participates, under the supervision of the RAF, in the closing of accounts, namely the annual closure which requires a tracking of the unclosed advances and prepaid expenses

 

Financial Management (70%)

The selected candidate will:

Ø  Prepare and monitor financial follow-up according to Expertise France's established format of EF’s project in the country

Ø  Check monthly the financial monitoring (expenditure allocation, consumption, forecasts, etc.) of projects in conjunction with project managers and recommend any corrective measure if needed

Ø  Support project managers in completing their monthly financial forecasts

Ø  In liaison with the RAF, prepare internal and external (donor) reports for projects in his/her portfolio.

Ø  Prepare monthly and semi-annual budgets for projects in conjunction with the RAF (initial budget, revised budget and landing forecasts)

Ø  Act as a focal point for the Quarterly Cost Allocation Key in order to distribute the core costs among the projects

Ø  Coordinate the Financial Exercises of the agency including the Initial Financial Planning (BI), Revised Budget and Forecasting

 

 

Internal Control, Compliance & Quality Assurance (10%)

Ø  Implements internal control measures within projects (transmission of procedures, monitoring of their appropriation, participation in the improvement of operational practices in terms of financial accounting, etc.).

Ø  Ensures compliance with the accounting and financial document soft archiving policy

Ø  Act as a focal point vis a vis the internal audit department as well as for the project related audits

 

In view of the functions performed by the candidate and the capacity-building work carried out within the Administration, Accounting and Finance division, this job description is not exhaustive and may evolve according to the directions of the Head of the Department.

The Finance Officer will be working under the supervision of the RAF in Kyiv. He/she will ensure the efficient and proper management of the financial functions above mentioned along with the compliance and quality control.

 

Project or context description

Expertise France (EF) is the French government operator of international assistance projects, which presence in Ukraine has recently been strengthened. EF is implementing several projects, notably the EU Project Pravo-Justice, aimed to promote greater rule of law in Ukraine, in line with European standards and comparative practices, the "mAIDan" project, in close coordination with the French Embassy in Kyiv, with the aim of mobilizing French technical assistance to support Ukraine in addressing the emergency and preparing for reconstruction and the EU accession process. The agency is also supporting several health partners through the project APPUI Health and health program named the Initiative dedicated to the fight against HIV and tuberculosis.

Required profile

  • Master degree in finance, accounting, business administration or a related field;
  • At least five years of experience supporting payments, financial procedures and compliance, preferably within the context of a technical assistance project;
  • Good budget tracking and budget analysis skills (proficiency in Excel required);
  • Proficiency in Microsoft Office suite (Word, Excel, PowerPoint, etc.)
  • Mastery of Sage accounting software is an asset
  • High degree of organization, attention to detail, and ability to multitask;
  • Fluency in written and spoken Ukrainian, at least B2 for English.
  • Interpersonal and stakeholder management skills,
  • A high degree of initiative, diplomacy and problem-solving,
  • Outstanding emotional intelligence skills,
  • A creative and entrepreneurial approach to overcoming barriers and making change happen
