Mission description

The project “Strengthening of Security Coordination mechanisms in Guayaquil” is financed by the European Union Foreign Policy Instrument, will be implemented by a Consortium led by Expertise France (EF) for a duration of 18 months.  The project aims at strengthening and improve the situation in Ecuador in terms of fight against organised crime and drug trafficking, with a specific focus on the Port of Guayaquil.  

Project or context description

Support the Guayaquil project to promote interagency and national cooperation for the port security of Guayaquil and in the National Intelligence Fusion Centre, in Ecuador with a specific focus on developing a strong partnership with relevant governmental institutions. The Strategic Advisor will provide strategic advisory services to support the implementation of security enhancement initiatives at the Guayaquil port and operationalisation of the Fusion Centre. She/he will offer expertise in formulating and executing strategies to improve security protocols, mitigate risks, and enhance collaboration among relevant stakeholders.

 

Under the Project Director, the advisor is responsible for guiding and advising the project team to achieve sustainable short, mid and long-term results and consolidate the Fusion Centre as a national instrument for the effective fight against drug trafficking. He/she will have an in-depth knowledge of the political, institutional and security dynamics of Ecuador that will guide the team and navigate the different risks and challenges that may arise.

 

Tasks

  • Support the project to accomplish its overall objective by providing strategic advice in areas related to maritime security and safety, including, but not limited to, advising on the most appropriate approach to engage with States and regional organisations;
  • Enhance the partnership between the project and the central institutions based in Quito (i.e. the Ministry of the Interior, including in particular the National Police, the Attorney General’s Office,the Ministry of National Defence and the Financial and Economic Analysis Unit, among others;
  • Advise the project on how best to promote its deliverables in the Guayaquil port and channel, with a focus on building bridges with partner institutions;
  • Develop a strategic framework outlining priority areas for the port and channel of Guayaquil
  • Provide recommendations for implementing effective security measures, including technology adoption, personnel training, and procedural improvements;
  • Facilitate coordination and collaboration among relevant stakeholders, including port authorities, government agencies, law enforcement actors, private sector companies and international partners;
  • Monitor and evaluate the progress of security enhancement initiatives and provide regular updates to project stakeholders.
  • Facilitate the project’s access to national authorities;
  • As Strategic Advisor, represent the project at national level in meetings and conference, if and when appropriate, as directed by the Project Director;
  • Participate in the project’s activities, as required by the Project Director.

Required profile

Qualifications and experiences

  • Advanced degree in security studies, international relations, or a related field;
  • Proven experience (minimum 7 years) in strategic advisory roles related to security management, preferably in maritime or port security contexts;
  • Expertise in conducting security assessments, risk analysis, and developing strategic frameworks;
  • Strong understanding of international security protocols, standards, and best practices;
  • Excellent communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders;
  • Fluency in Spanish (written and spoken). English (written and spoken) would be an asset (written and spoken);
  • Prior experience working in Ecuador or Latin America is highly desirable.
