Mission description

The Gender and Capacity Building Expert plays a key role within the team, reporting directly to the Project Director based in Jordan and working in close cooperation with the Women Empowerment Directorate of the MoSD.

Given the Project's central commitment to advancing gender equality as a core element of its design and anticipated impact, this role demands a combination of strategic thinking, strong organisational skills, diplomacy, and a profound understanding of Jordan's national strategies and international commitments, which the Project seeks to align with and support.

Gender focused Project activities aim to promote community participation and gender balanced leadership models, to promote co-responsibility and care redistribution between women and men, as well as to contribute to economic empowerment in a gender sensitive manner. Other Project activities aim to contribute to the prevention of gender based violence (GBV), to the provision of support for victims and to the rehabilitation of perpetrators, including the design of a GBV prevention and response programme for the LCDCs.

In addition to spearheading gender-focused activities, the Gender and Capacity Building Expert will also oversee and coordinate diverse capacity-building activities, to strengthen the capacity of CSOs and LCDCs to meet the needs of the community, to reinforce MoSD in its role as coordinator of the LCDC network and to support an efficient national MEAL strategy including LCDCs. The Expert will be serving as the primary liaison for external service providers and short term experts, collaborating with the team to design and implement training sessions, ensuring a holistic approach that considers both gender issues and overall social cohesion along with the enhancement of social services.

This dual role underscores the importance of adopting a gender mainstreaming approach across all Project activities, ensuring that gender considerations are seamlessly integrated and encapsulated in the following vision: "Advancing Gender Equality: a win-win approach for the communities”.

In his / her capacity, the Gender and Capacity Building Expert will have the following tasks and responsibilities:  

1. Ensure that the Project is implemented in a gender transformative manner, in line with the relevant national strategies and curating regional good practices

- Develop and implement gender-mainstreaming strategies within the Project, ensuring that gender considerations are integrated into all Project activities;

- Support and work closely with the other team members and partners, to develop gender-responsive materials and methodologies, ensuring they address the specific needs and challenges faced;

- Gather information and compile examples of best practices related to gender issues within the MENA region.

2. Coordinate the implementation of the gender focused activities of the Project

- Coordinate (and contribute to) the development of roadmaps related to these activities, including breakdown, timeframe and objectives;

- Contribute to the identification of short term experts, partners and stakeholders in coordination with the Institutional Partnerships Expert and other team members; 

- Support the conduct of required gender analysis and assessments to identify gender gaps, vulnerabilities, and opportunities;

- Collaborate with local stakeholders to identify barriers and challenges faced by women and design appropriate interventions to address them;

- Work with Project partners to engage women workers and key stakeholders in the development of the activities;

- Develop targeted community outreach strategies to reach and engage women (and men where relevant), ensuring their meaningful participation in Project activities;

- Facilitate gender-focused workshops and discussions to promote dialogue and learning among Project stakeholders;

- Provide recommendations on how to enhance women's engagement and opportunities.

 

3. Coordinate capacity building related activities

- Coordinate the design of the Project capacity building plan and relevant capacity building activities; 

- Oversee the implementation of the capacity building activities of the Project, acting as the focal point for the chosen service provider / relevant experts;

- Facilitate the engagement of external providers for capacity-building activities, ensuring alignment with Project goals;

- Design and facilitate “in-house” training sessions on gender related issues;

- Collaborate with the team to design and implement awareness and coaching sessions on gender-related issues;

- Contribute to the coaching of CSO partners, when necessary, in coordination with the Head of Social Protection and CSO Taskforce;

 

4. Communication (internal and external)

 

- Support the Communications Expert in developing and implementing gender transformative communication strategies throughout the Project;

- Collaborate with team members to ensure that communication materials, both internal and external, adhere to gender-responsive principles, fostering an environment of diversity, equity, and inclusion;

- Organise and facilitate the gender-related awareness activities of the Project including events, campaigns, and workshops.

 

5. Monitoring and Evaluation

- Collaborate with the Monitoring, Evaluation, Accountability, and Learning (MEAL) team to develop gender-sensitive indicators and tools for monitoring and evaluating the impact of Project activities on gender equality;

- Actively contribute to MEAL within the realm of capacity building;

- Prepare comprehensive reports, documenting lessons learned and providing recommendations for continuous improvement.

 

 

Project or context description

According to data from the United Nations High Commissioner for Refugees (UNHCR), Jordan is the third largest host country for Syrian refugees, after Turkey and Lebanon. Of the 760,000 refugees and asylum seekers registered by UNHCR in Jordan, approximately 660,000 are from Syria. With an unemployment rate of 23% in Jordan, many refugees, despite having a work permit, face difficulties in finding a job and supporting their families. The incidence of poverty is higher among all refugee populations but is above 75% for Syrians. These difficulties are accentuated for women, who constitute more than half of the refugee population and who often suffer gender-based discrimination and violence.

 

Despite the fact that non-nationals are not officially included in the National Social Protection Strategy implemented by Ministry of Social Development of Jordan, in the field, Local Community Development Centres (which come under the supervision of the Ministry), have developed a pragmatic approach for the provision of social services, based on the needs of local populations, national as well as non-national.

Expertise France (EF), with the financial support of the French Development Agency (AFD), is seeking to support the Ministry of Social Development (MoSD) in reducing inequalities, including between women and men regarding access to social services for vulnerable populations (national and non- nationals, through Local Community Development Centres (LCDC) and their partners.

Over the past four years, EF implemented the “Stronger Together” project, one of the three components of the European Union funded programme to support Social Protection in Jordan. This engagement, which came to an end in March 2023, is a useful source of inspiration for the new Project.

 

The main objective of the new Project (Gender Equality and Social Cohesion) is to improve gender equality and social cohesion, involving women and men, national and non-national, by strengthening the coordination between MoSD’s and Local Community Development Centres (LCDCs) in order to improve the structures and services provided by the LCDC network. It is proposed that the Project should focus on the Karak and Jerash Governorates and Amman pilot areas. 

 

More specifically, the Project aims to:

 

(1) Develop sustainable, inclusive and appropriate social services in the LCDCs, in collaboration with Civil Society Organisations (CSOs), including Community Based Organisations (CBOs), in order to strengthen social cohesion and gender equality;

(2) Strengthen the network of LCDCs by ensuring that their premises are functional and sufficiently equipped to meet the social service delivery needs and that their teams and partners have the appropriate skills and tools to carry out inclusive activities;

(3) Support the MoSD at the central level and in the field in its role of stewardship, coordination and monitoring/evaluation of the LCDCs, notably with indicators to enhance social cohesion and equality between women and men.

 

Foreseen activities of the Project include:

 

Component 1: creating intersectional and multisectoral Steering Committees at the LCDCs; mapping of the local social services; funding, including grant funding and capacity building for CSOs; promoting women’s participation and leadership; gender analysis and planning for GBV prevention and response at the LCDC level; implementation of protocol for responding to GBV first-line support/disclosure; support plan on sexual and reproductive rights; trainings for preventing over-indebtedness and special loans for women in vulnerable situations; entrepreneurship support paths for loan beneficiaries; ensuring all LCDCs are able to provide childcare options; launching awareness and advocacy campaigns on the redistribution of care tasks between women and men; creating networks of family caregivers.

 

Component 2: strengthening the capacities of the LCDCs on gender and multiculturalism; creating a one-stop-shop system; creation of “social mediators”; mobile units; infrastructure renovation (after a safety audit); improving accessibility and mobility for users: car driving lessons for women.

 

 

Component 3: creation of a national network of LCDCs; strengthening capacities of the MoSD on MEAL and coordination; improving data collection; coordinating the participation of the LCDCs in policy development; drafting of protocols related to GBV (for drafting and standardisation); supporting the participation of CSOs, including CBOs, in the second edition of the National Social Protection Strategy (NSPS).

Required profile

  • -          University Degree in social sciences, health, international cooperation or other relevant diplomas;
  • -          Master’s degree in gender studies or related field would be an asset;
  • -          At least 5 years of professional experience in similar missions (experience working with AFD, EF or other international cooperation agencies and / projects related to refugees would be a strong asset; experience in DAC2 projects would be a very strong asset);
  • -          Excellent knowledge of Jordanian Public authorities, institutions and other key stakeholders in the field of social protection and gender equality, including CSOs;
  • -          Excellent knowledge of relevant national and international policies and strategies;
  • -          Excellent knowledge of cultural factors that determine and constrain gender roles, and routes for influence and change;
  • -          Excellent knowledge of the ground realities: specific characteristics and living conditions of the targeted vulnerable groups;
  • -          Dedicated team player;
  • -          Strong work capacity, rigour and organisation;
  • -          Mastering Microsoft Office software (Word, Excel, PowerPoint);
  • -          Excellent written and oral expression in English and Arabic;
  • -          Excellent analytical and report writing skills;
  • -          Ability and flexibility to travel to various Governorates of Jordan.
