Mission description

The project is seeking for experts from various background and expertise field to be part a technical assistance team in charge of the implementation of the year 2024 action plan of the project. 

The team will encompass different expertise related to operational capacities in cybersecurity.

 

The experts will be responsible, under the project team, to carry out technical various assistance activities related to the following topics:

  •          SOC and CERT: Design, implementation, Management, Audit
  • Technical trainings:
  •          CISSP
  •          SOC and CSIRT management and operations
  •          SOC Analyst Tier 1 to 2
  •          OSINT
  •          Linux Security Fundamentals
  •          Windows Security fundamentals
  •          Vulnerability management
  •          Threat Intelligence analyst (Tailored for EC Council/GIAC/CREST certification)
  •          CompTIA Security+
  •          Security – Cisco (Tailored for CCNP certification)
  •          Advanced Cyber Crisis Management 

Project or context description

The Initiative on Digital government and cybersecurity (IDGC) project, financed by the European Union (EU) and implemented by GIZ, FIIAPP and Expertise France (EF), aims to support the member states of the Horn of Africa (HoA) region to enhance their public sector service delivery through improved and secure digital delivery channels that contribute to a harmonization of policies and initiatives and the creation of a single digital market in the HoA region. 

The Action therefore aims to support the HoAI member states in developing the necessary strategic, institutional, regulatory, and human capacities needed to establish regional digital government services. To be able to offer secure digital services, the Action also focusses on strengthening an efficient, effective and sustainable cybersecurity in the region. It complements national related programs and regional initiatives, notably those supported by other development partners supporting HoAI.

 

The overall objective of the Action is to harmonize the regulatory, technical and legal initiatives in the HoA towards a single digital market.

ihe specific objectives of the Action are to enhance the digital service delivery of the HoAI through:

·         implementing regional e-government building blocks;

·         and to develop and improve national and regional cybersecurity in the HoA region.

Required profile

·         Diploma of a higher education (at least bachelor’s equivalent) in a field related to at least one of the topics of expertise abovementioned.

·         Strong proven working experience in at least one of the domains of expertise mentioned above in research, practice or training. (min 5 years)

·         Previous experience in development projects, preferably in Africa and Horn of Africa.

·         Strong English or French language skills are required. Arabic would be an asset.

·         Ability to perform well in a fast-paced environment.

·         Attitude of a great communicator who is focused on facilitating common understanding and building consensus.

·         Experience in working for international organizations or international projects in this field is considered an asset.

·         Practical experience in writing documentations, tutorials and scientific papers. A good knowledge of APA norm would be highly appreciated.

·         Experience in institutional capacity building and technical assistance projects in relevant areas of cybersecurity.

·         Knowledge to some extend of best internationally recognized principles and good practices in cybersecurity.

  • Ability to work in a multicultural team.
  • Capacity to work under pressure.
  • Demonstrated negotiating, cultural sensitivity and diplomatic skills.
