Mission description

As part of the development of a European project focusing on food safety and security with an emphasis on CBRN risks, Expertise France is recruiting several experts to ensure the technical monitoring and implementation of activities in 10 countries from the African Atlantic Façade region (Benin, Morocco, Senegal, Cameroon, RCI, Sierra Leone, Liberia, Mauritania, Togo and Gabon).

Project or context description

The three-year project will mobilise experts for a number of days per year determined by the project's activities. Frequent travel will be required to the ten partner countries. Proven professional experience in the area, cultural sensitivity and fluency in French and English are required. The following activities may be part of this project: 

  • Assessment of CBRN risks impacting food safety and security; 
  • Proposal of specific measures to control and manage accidental or malicious acts; 
  • Monitoring, updating, and improving the contingency plan in collaboration with the project stakeholders; 

The area of intervention may cover three types of risk: natural, accidental or intentional. 

Strengthening the supply chain and establishing an early warning system (EWS) should be considered essential elements of the project's activities.

 

 

Required profile

The Project Team Leader is responsible for the technical delivery of the overall programme of work and the quality of the technical outputs.

The Team Leader will closely coordinate the work of the team of experts, including the coordination of activities (administrative and logistical support provided by the Expertise France in-house management team). Special attention will be paid to ensure a harmonised approach of all consortium members and/or experts vis-à-vis the beneficiary countries. As a first priority, the Team Leader will be responsible for establishing the working procedures, for supervising all project activities and for monitoring the progress towards the achievements of the objectives and target results.

The Project Team Leader has to provide clear leadership, with an emphasis on cost effectiveness, efficiency and sound management. The Project Team Leader will manage the expert team with the following responsibilities:

  • Coordinate the work of all experts on the project
  • Supervise and coordinate all technical aspects of the contract
  • Ensure good communication between all experts and stakeholders
  • Ensure coordination and communication with the Contracting Authority when necessary
  • Coordinate with the Expertise France in-house team regarding the administrative and logistical support
  • Brief and de-brief experts
  • Advice on logistics for the exercises and trainings with the participating countries
  • Ensure quality of the outputs and timely delivery of reports

Additional information

Qualifications and skills:

  • University degree or equivalent, preferably in natural sciences or engineering with an excellent knowledge in the CBRN field,  and good knowledge in food safety and security (supply chain), or any other diploma related to the subject of this project;
  • Proven organisational, communication and leadership skills
  • Proven strong project management experience at national and international levels
  • Proven communication and negotiation skills at international level
  • Fluency in French and English is mandatory
  • Team management skills preferably with multi-disciplinary and multicultural team
  • Ability to monitor the progress of contract-related activities and reporting
  • Relevant practical working experience in the West Africa Region

General professional experience:

  • At least 15 years of professional experience

Specific professional experience:

  • At least 7 years of experience in organising medium to large-scale, technically complex projects, preferably in the CBRN security field.
  • Ability to keep and manage sensitive and restricted information.
