Mission description

The Ukrainian Ministry of Health has requested Expertise France to provide a Coordinator for Franco-Ukrainian Hospital Cooperation to participate in strengthening and developing partnerships between French and Ukrainian healthcare facilities. This position is part of a longstanding cooperation between hospitals in both countries.

The Coordinator for Franco-Ukrainian Hospital Cooperation will be based in Kyiv and will share his/her time between EF's shared offices and the Ukrainian Ministry of Health. The Coordinator will report hierarchically to the EF Project Leader and will be supported locally by the Deputy Project Leader, as well as shared support functions aligned with other projects implemented by Expertise France in the country within the CAM (Shared Support Unit). The Coordinator will functionally liaise with a Project Officer, a Project Assistant at headquarters, and a Healthcare Services Expert from Expertise France based in Paris (Health Department/DEPSAN).

The main responsibilities include:

1. Analysis and Centralization of Data on Hospital Cooperation:

  • Centralize information on ongoing hospital cooperations, requests, and needs from French and Ukrainian hospitals to develop an overview of past, current, and planned activities.
  • Review existing hospital cooperation agreements between French and Ukrainian hospitals to understand the main themes addressed and the commitments made by stakeholders.
  • Participate in synthesizing and analyzing cooperation plans and identified needs from healthcare facilities in both countries to promote synergies with existing cooperations.
  • Assist in understanding the health needs in Ukraine through information gathered from partners and the prism of hospital cooperation.
  • Work with the Project Leader to ensure awareness and understanding of existing cooperations with other diplomatic representations, state ministries, or other development agencies.

2. Facilitation of Hospital Cooperation:

  • Contribute to the facilitation of exchanges between French and Ukrainian healthcare professionals, facilitating if necessary, connections between French and Ukrainian hospitals when common requests or needs are identified, and encouraging knowledge and experience sharing.
  • Participate, upon request, in ensuring the coherence and complementarity of ongoing hospital cooperation initiatives with other health initiatives in Ukraine, particularly in areas targeted by the project (especially mental health, physical and functional rehabilitation, and cancer care).
  • Support, upon request from the Project Leader, the organization and facilitation of various coordination, exchange, and consultation meetings with all stakeholders (programming workshops, technical committees, project monitoring and steering committees, etc.), in close coordination with the national side (Ukrainian authorities).
  • Engage in smooth and transparent coordination among all stakeholders involved in hospital cooperation, working closely with Ukrainian health authorities (Ministry of Health, regional health authorities, etc.), as well as French authorities (Embassy, French ministerial departments responsible for hospital cooperation, such as the General Directorate of Health (DGS), the General Directorate of Healthcare Services (DGOS), the Directorate of European and International Affairs (DAEI)).
  • Monitor and support, upon request, the implementation of capacity-building programs related to hospital cooperation, including organizing visits, training sessions, and consultation meetings, ensuring their coherence with cooperation objectives.

3. Monitoring, Evaluation, and Reporting:

  • Take notes and minutes during internal and external meetings and events, especially during coordination meetings with all stakeholders.
  • Establish a regular monitoring system to assess the progress of partnerships and cooperation activities.
  • Evaluate the impact of implemented programs by collecting feedback and analyzing available data.
  • Identify emerging needs and challenges to adjust strategies and action plans accordingly.
  • Conduct strategic and sectoral health monitoring on issues related to relations with the country's administrations and alert the Project Leader in case of significant administrative changes.

4. Communication:

  • Support the promotion of project activities in collaboration with the CAM Communications Officer, headquarters' dedicated services, and the Embassy of France's Communication Attaché.
  • Contribute to developing messaging related to project activities requiring visibility.
  • Contribute to the implementation of the project's communication and visibility plan.

Project or context description

Expertise France in Ukraine

The presence of Expertise France - as the French government operator in Ukraine - has recently been strengthened in the country. EF is implementing several projects, notably the "mAIDan" project in close coordination with the Special Envoy for the Reconstruction of Ukraine, the French Embassy in Kiev, and the entire French team, with the aim of mobilizing French technical assistance to support Ukraine in addressing the emergency and preparing for reconstruction and the EU accession process. The agency is also implementing a major European project in the field of justice (PRAVO) and supporting several health partners through a health program named the Initiative dedicated to the fight against HIV and tuberculosis.

The APPUI Health Project

APPUI (Priority Assistance in Emergency Periods in Ukraine) Health is a project financed by the MEAE's Centre de Crise et de Soutien (CDCS), worth 12M€ over 18 months. It is part of France's strategy for reconstruction and aid in Ukraine. 

The overall aim of the project is to help improve Ukrainian populations' access to essential health services in times of crisis, and to respond to emergency requests from Ukrainian health authorities.

More specifically, this will involve:

  1. Improve patient care in targeted priority care channels;
  2. Improve the quality of services in targeted healthcare facilities through rehabilitation work and the purchase of specialized materials and equipment.

The project has four (4) components:

  • Support for the strengthening of specific mental health care and the response to war-related trauma;
  • Emergency rehabilitation of healthcare facilities in the Chernihiv region;
  • Emergency purchase and provision of medical supplies and specialized equipment;
  • Strengthening hospital exchanges and mobilizing expertise.

Required profile

Qualifications/ Technical Skills

  • University degree in project management with a specialization in healthcare management, health administration, international relations, or a related field.
  • Strong understanding of cooperation mechanisms, public development assistance, and international cooperation actors present in Ukraine.
  • Excellent ability to build trusted relationships with national and international partners with demonstrated experience.
  • Capacity to mobilize, maintain, coordinate, and animate networks of actors (experts, institutional actors, civil society, authorities, etc.).
  • Ability to work independently and manage multiple tasks simultaneously.
  • Good knowledge of emergency healthcare sector and Ukrainian national and regional health authorities would be an asset.
  • Strong written and oral communication skills (drafting technical reports, analytical documents, meeting minutes, activity reports, terms of reference, etc.).
  • Proficiency in office tools, particularly Excel and Word.
  • Professional proficiency in French, English, and Ukrainian (written and spoken).

Professional Experience

  • Minimum of two years' experience in coordinating international cooperation projects in the healthcare sector.
  • Experience in hospital cooperation is desirable.
  • Experience in facilitation, tools, and participatory work techniques.

Additional information
