Mission description
Overall objective of the mission
To develop a technical and financial proposal for EF support that best meets the expectations of the Ministry of Health of Greece with a view to to enhance the HTA system in Greece
Specific Objectives
- Based on the results of the Feasbility Sudy, that will be conducted by technical experts, develop a coherent project logical framework by proposing prioritized objectives, results, activities, risks, timeline, resources.
- Prepare a technical proposal including:
o Details of activities and expertise needs (profile and Q)
o Details of expected results and deliverables
o an implementation schedule with a phasing of the Project according to the priority interventions
- Prepare together with the EF Projet manager in Paris a financial proposal based on the detailed budget of the intervention
- Work with the Greek side to ensure full support for the proposals and with DG Reform for the compliance of the proposals

Project or context description
Introduction
Expertise France (EF) is a public agency created on 1st January 2015 and merging 6 French public agencies under the supervision of the French Ministries of Foreign Affairs and Economy and Finance, with a strong inter-ministerial vocation. EF offers program engineering and technical assistance by developing and implementing international cooperation actions worldwide. EF operates in various fields of development and institutional cooperation including safety and security reform, post-crisis/ stability, public health, human rights, strengthening of institutions and NGOs and governance. Carrying out large-scale, multi-stakeholder programs, EF can ensure the cooperation between individuals, teams and institutions with very different statuses, cultures and specialties. Besides, EF has acquired a sound experience in administrative and financial management of large-scale international programs.
Context
In Greece, the introduction of the national Health Technology Assessment (HTA) procedure for medicinal products was introduced in January 2018, while the pricing and reimbursement procedure for medical devices was set in May 2022. Even though the national procedure shares some common principles with the EU Regulation 2021/2282 on Health Technology Assessment (HTAR), it exhibits significant gaps in meeting legal requirements, IT governance and practical implementation. This situation poses a risk to Greece's preparedness for the effective implementation of the HTAR on January 1st, 2025.
Scope:
In 2023, a technical assistance has been requested by the Greek Ministry of Health from TSI/DG Reform, to enhance the HTA system in the country, while building the right capacity for the successful implementation of the HTAR, to ultimately enable faster and more equitable access to new health technologies (medicinal products, medical devices, digital therapeutics, biomarkers and diagnostics), for maximizing the health outcomes of the population.
As Expertise France has participated in recent years in the implementation of several reforms of public administration in Greece, especially the reform of the public health system, it has been requested to intervene on this new request. And to develop a technical and financial proposal to support that best meets the expectations of the MoH in terms of HTA system.
I that Frame, Expertise France is launching a faisiblity study in Grece, that will be implemented in april 2024.
Required profile
Place, duration and methods of implementation
The Mission will have a total duration of 10 working days;
Expertise & Profile
Ø University education (Master's) social sciences or medical sciences; postgraduate qualifications (Masters, PhD) will be considered a plus;
Ø 10 years of professional experience in a public administration, a health institution and/or in a university in EU Member States;
Ø Specific experience:
o Conducting feasibility studies, or support for strategic decision-making in the field of health;
o Definition of health policies and programs.
Other criteria
Perfect knowledge of the English language, both written and oral;
Previous experience in conducting short-term technical assistance missions in an international cooperation framework;
Previous work experience in Greece
