Mission description

The Team Europe Initiative (TEI) for Manufacturing and Access to Vaccines, Medicines and Health Technologies in Africa (MAV+) aims to strengthen African pharmaceutical systems and manufacturing capacity to facilitate access to essential vaccines, medicines and health technologies that are safe, effective, of high quality and affordable for all.

TEI MAV+ is developing an approach encompassing various workstreams, which are:

·         Development of the pharmaceutical market

·         Coordination between public and private players

·         Strengthening pharmaceutical regulation

·         Technology transfer and intellectual property management

·         Research and development

·         Training and skills development for human resources in health

·         Industrial development, supply chains and the private sector

Within the framework of this Initiative, the EU is devoting €10.5M to the implementation of its technical support structure by three European cooperation agencies: Expertise France, ENABEL and GIZ.

Within the framework of this project, Expertise France is recruiting a Monitoring & Evaluation Expert based in Brussels

Project or context description

The Monitoring & Evaluation Expert will be placed within the TESS MAV+ project team based in Brussels, Belgium and will report to the Deputy Director of Expertise France TESS MAV+.

He/she will provide expertise to the project team and to the project's institutional and operational partners in the development and use of monitoring and evaluation tools.

He/she will document, monitor, analyse and capitalise on the project process and results.

The position has the following objectives:

-          To contribute to the effective and efficient management and implementation of actions by ensuring their monitoring and evaluation in accordance with the requirements of Expertise France;

-          Coordinate the project's overall monitoring and evaluation strategy

-          Ensuring that the monitoring and evaluation tools are appropriated and used by the stakeholders.

 

Main roles

A/ He/she is the link between the harmonised M&E framework for the TESS MAV+ Project (in coordination with the TESS MAV+ Project Director and Expertise France ‘s M&E Coordinator)

-          He/she will set up the monitoring and evaluation system and to this end :

o   Participates in the development and implementation of a participatory monitoring-evaluation system;

o   Plans and coordinates the implementation of baseline and endline surveys;

o   Ensures the quality, consistency and harmonisation of the monitoring and evaluation tools, processes, procedures and methodologies deployed.

-          He/she will set up data collection and analysis tools (forms, databases, etc.) to facilitate monitoring of the progress of activities and their proper implementation;

-          He/she will set up a centralised filing and archiving system for digital and paper data (reports, questionnaires, etc.);

-          He/she identifies the M&E capacity development needs of the project teams and partners and plans the necessary reinforcement or training actions;

Support for data collection

-          He/she supports the start-up of data collection (qualitative and quantitative) and the filling in of tools by the activity stream managers and their teams;

-          He/she plans and implements cross-cutting or large-scale surveys in coordination with the technical team;

-          He/she compiles and manages databases;

-          He/she checks the consistency and quality of the data collected and compliance with database regulations, and to do this ;

o   Detects missing data or redundancies and suggests possible improvements;

o   Compiles the data collected and enters it into the dedicated databases on a monthly basis;

o   Capitalises on, documents and disseminates the programme's good practice, achievements and innovations;

o   Anticipates and provides practical solutions to problems relating to monitoring and evaluation (filling in data, registers, patient file circuits, supervision and any corrections required);

B/ He/she will support the monitoring and evaluation activities for the TESS MAV+ (in coordination with the Deputy Director) and will therefore:

-          Evaluates the terms of reference and participates in the internal evaluation process for the actions implemented;

-          Ensures the monitoring of relevant performance indicators, data and tools and shares findings and alerts on significant deviations.

Data analysis

·         He/she formalises data output in the form of summary notes including analysis elements;

·         He/she monitors the extent to which project results have been achieved;

·         He/she alerts the Deputy Project Director to problems encountered and potential delays.

Reporting

·         He/she ensures the regularity of technical reports from field staff and project implementation partners;

·         He/she participates in the preparation and implementation of reviews as defined by Expertise France;

·         He/she participates in the preparation of reports, incorporating data from the monitoring and evaluation system;

Data archiving

·         He/she codes the questionnaires;

·         He/she organises the filing of questionnaires, computer data, summaries and reports;

·         He/she regularly saves the data entered and the results.

 

Evaluation

·         He/she contributes to the planning and implementation of external evaluations (contribution to the terms of reference, organisation of the mission, proofreading of the report, etc.).

Capitalisation

-          Working within the Consortium, he/she will contribute to the process of capitalising on and improving project monitoring and evaluation methods, tools and practices in coordination with the technical team;

-          In liaison with Expertise France M&E Coordinator, he/she will support the capitalisation of the TESS MAV+ project achievements, including through communication media.

Monitoring and development

-          He/she contributes to initial diagnostics where appropriate.

C/ He/she will carry out any other task within his/her remit assigned by the Deputy Director of Expertise France.

Required profile

Requirements for this position

-          Knowledge of the project management cycle;

-          Planning and organisational skills: autonomy, rigour and method, punctuality, prioritisation of tasks, sense of responsibility;

-          Excellent communication skills: diplomacy; ability to communicate with people at different levels and of different nationalities; good listening skills;

-          Ability to work as part of a team and to collaborate. 

Profile required

Education and professional experience

-          Master's degree in statistics, data management, epidemiology, public health, social sciences, socio-economics or other related discipline(s);

-          Degree or experience in health would be an asset;

-          At least 5 years' successful experience in monitoring and evaluation;

-          Successful experience in the development or international cooperation sector;

-          Experience in conducting data collection, training, supervision, including quantitative and quantitative surveys

-          Experience in database management and quality control

-          Experience in data analysis an asset

-          Experience in project diagnosis or evaluation an asset

-          Good command of the fundamentals of project management and the project cycle

-          Very good command of office automation tools, in particular Excel and Word;

-          Knowledge of monitoring and evaluation software would be an asset.

Business skills

-          Excellent knowledge of tools and methods relating to project cycle management, results-based management, quality assurance and gender mainstreaming

-          Good knowledge of monitoring and evaluation systems for development programmes and projects;

-          Mastery of the main monitoring and evaluation tools and methods (quantitative and qualitative) and their use in the field;

-          Designing, running and evaluating training courses in the field of monitoring and evaluation;

-          Design, management of databases and use of data for communication to the general public;

-          Good command of data collection software (Kobo Tool Box, Survey CTO, ODK, etc.), data analysis software (R, SPSS, Stata, etc.) and data visualisation software (PowerBI);

-          Ability to manage information and analyse it critically and methodically;

-          Ability to strike a balance between feeding information back to recipients and preserving the confidentiality of sensitive information or documents;

-          Excellent command of office automation tools (MS Office: Word, Excel, PowerPoint and their LibreOffice equivalents) and the Internet;

-          Excellent communication and organisational skills.
