Description de la mission

The primary objective of the Local Gender Expert is to provide continuous gender expertise for project activities and the final goals of projects. The expert's assignment will focus on ensuring the integration of a gender mainstreaming approach across all components of the project. This includes providing expert advice to Component Leaders, leading the implementation of gender-specific activities, managing related budgets, and contributing to the development of the project's gender strategy and action plan. 

The main missions of the Local Gender Expert are: 

  • Provide expert advice on the inclusion of a gender mainstreaming approach in all the three components of the project,
  • Work closely with the Component Leaders and Project Team Leader, and support them in the implementation of their tasks and activities having a specific focus on gender issues,
  • Provision of advice in response to individual requests of assistance and clarifications from the project team,
  • Be directly responsible for and lead the implementation of specific gender activities to be executed as per the project workflow,
  • Manage the related budget under supervision of the Component Leaders and Project Team Leader,
  • Provide specialized technical assistance and tailored advisory against the project progresses,
  • Participation in periodic internal meetings with the project team and support the annual work in the gender direction, 
  • Development of the strategy and gender action plan of the project, contribute to the development and review annual action plans,
  • Contribution to the project reporting,
  • Lead the development of generic and specific documentation necessary to reach the achievement of project results,
  • Review when relevant (to be determined with project team leader) the documents produced within the frame of the project from the gender angle,
  • Co-Representation of the Project with the Project Team Leader, build and manage relationships with different stakeholders and partners,
  • Participation when relevant to specific event related to gender issues

Specific objectives of the Local Gender Expert are:

  • Support relevant experts and target administrations in the development of gender-sensitive mental health protocols and clinical pathways,
  • Support relevant experts and target administrations in the development of guidelines on the identification, care, and referral of gender violence by primary healthcare,
  • Provide the gender review of the supportive supervision tool for putting into practice clinical protocols and pathways,
  • Design the curriculum for ToT jointly with PHC/mental health expert,
  • Design the online courses for the continuous professional development of PHC staff jointly with health expert,
  • Prepare the training modules for remote delivery of mental health services and on gender-based violence with PHC/mental health expert,
  • Participate in the working groups to discuss the status of implementation of Mental Health Strategy 2022-2030 and Mental Health Gender Action Plan,
  • Support in the development of Gender-sensitive communication strategy about mental health disorders,
  • Support the implementation of the National Mental Health Strategy and the Mental Health Gender Action Plan,
  • Support the development of gender-responsive legislative amendments in mental health sector,
  • Define the legal obligations for the collection and analysis of gender and age-disaggregated data on mental health disorders, suicide and suicide attempts,
  • Define obligations for psychiatric institutions for preliminary evaluation and proper management of the sexual and reproductive health of patients,
  • Support in ensuring equal access to the process of determining the disability status and strengthening the participation of persons with disabilities,
  • Support gender-sensitive Capacity building of institutions for the better assessment of disability status,
  • Develop an updated gender sensitive training course on monitoring and supervision system in cooperation with disability expert,
  • Support needs assessment of the job seekers in rural areas focusing on women, low skilled, disabled & long term unemployed,
  • Elaborate gender-sensitive standard for mobile teams,
  • Support in Elaboration of the gender-sensitive strategy/plan for the Research & Analytics department of State Employment Support Agency (SESA).

Description du projet ou contexte

Government of Georgia (GoG) has adopted a Government Program for Human Capital covering the 2022-2031 period. It is comprised of a specified set of Education, Health and Social Protection services that provide for the development of human capital and its effective engagement in the development of the country.

Several human development sub-programs for the period 2022-2027 are constituting the Government Human Capital Development Program (HCDP). The sub-programs were selected on the basis of an agreement on a set of crucial reforms needed in each of the three human development sectors, to bring about transformative change in Georgia’s human capital within the Program duration of six years.

To support this process Expertise France is implementing the project which is comprised of three components:

Component 1: Strengthening primary health care and coordination between primary and hospital care, with a focus on mental health, with a gender-sensitive approach (Health component)

Component 2: Improve social and employment services delivery to vulnerable groups, with a focus on people with disabilities and with a gender approach (Disability and employment component)

Component 3: Increase efficiency, transparency and accountability of public administration through the development of gender-sensitive digital systems in the fields of social protection and employment, including cyber security (IT component)

The main beneficiaries of the project will be Ministry of IDPs from the Occupied Territories, Health, Labour and Social Affairs (MoILHSA); other institutions under MoILHSA: the State Employment Support Agency (SESA), Social Services Agency (SSA), National Centre for Disease Control and Public Health (NCDC), IDPS, Eco-migrants and Livelihood Agency (IDP Agency), State Regulation Agency for Medical and Pharmaceutical Activities (SRAMPA) and the Information Technologies Agency (ITA). In addition, the necessary cooperation and involvement will be ensured from local municipalities, Cyber-security Bureau, Ministry of Regional Development and Infrastructure etc., with participation other international organisations and CSOs.

Profil souhaité

Qualifications and experience:

  • A degree in Gender Studies, Women's Studies, Social Sciences, Development Studies, or a related field,
  • At least 10 years of professional experience in the field of gender mainstreaming, gender analysis, and women's empowerment, with a proven track record of working on projects with diverse stakeholders,
  • Demonstrated expertise in providing expert advice on the inclusion of a gender mainstreaming approach in development projects, preferably with experience in all three components of a project,
  • Proven ability to work closely with Component Leaders and Project Team Leaders, providing support in the implementation of tasks and activities with a specific focus on gender issues. Experience in managing project budgets related to gender activities is essential.

Technical skills:

  • In-depth knowledge of gender analysis tools, gender-responsive project planning and implementation, and a clear understanding of gender issues within the context of the specific field or sector related to the project,
  • Experience in developing gender strategies and action plans for projects, as well as contributing to the development and review of annual action plans,
  • Strong skills in project reporting and the ability to develop both generic and specific documentation necessary for achieving project results. Capability to review project documents from a gender perspective,
  • Excellent communication and interpersonal skills, including the ability to co-represent the project with the Project Team Leader. Proven experience in building and managing relationships with different stakeholders and partners,
  • Demonstrated adaptability and cultural sensitivity, with the ability to navigate diverse cultural contexts and effectively address gender issues within different communities,
  • Proven skills in networking and advocacy related to gender issues, including the ability to represent the project in various forums and advocate for gender equality and inclusion.

Language skills:

  • Proficiency in Georgian (non optional)
  • Excellent command of written and spoken English (good writing, synthesis and analysis skills, etc.).

Other skills:

Excellent communication and organizational skills, project management abilities, and the capacity to work collaboratively with various stakeholders within the Ministry and other relevant agencies. Experience in working on social protection projects or similar government initiatives would be advantageous.

Anticipated team structure:

Project Gender Expert will work in close collaboration with the Expertise France team at head office (remotely) and in Tbilisi in order to progress through the various stages of building deliverables.
