A. Purpose of the Position
The Monitoring & Evaluation (M&E) Officer will be responsible for maintaining and updating the project’s monitoring and evaluation system, ensuring data quality, supporting donors reporting requirements, and contributing to learning and knowledge management activities.
The Officer will play a key role in designing evaluation method and tool, data analysis, results tracking, and internal and external learning review. The Officer will contribute to monitoring the project’ performance against the initial project’ baseline and suggest ways to fine-tune the strategy in order to reach expected results/define new results.
The M&E Officer will report directly to the Project Leader. He/She will work in close collaboration with the Technical Officer to ensure that data collection tools and indicators remain relevant and technically sound. Coordination with other project team members will also be essential to ensure timely and reliable data collection during project activities.
B. Description of the Tasks to be Assigned
B.1. Monitoring and Evaluation System Management
Maintain and regularly update the M&E framework, including the project’s logical framework and performance indicators.
Update M&E tools and dashboards to reflect project progress.
Ensure consistency and accuracy of data collected from various sources.
Review and adapt data collection tools as needed (including post-training surveys and other monitoring instruments).
B.2. Data Collection and Analysis
Support data collection during project activities, including field missions and regional training sessions.
Consolidate quantitative and qualitative data from implementing partners and project staff.
Analyze data to produce regular summaries of key findings and trends.
Prepare short analytical notes (1 page) after each activity, highlighting main quantitative results and insights.
B.3. Reporting and Communication
Produce weekly updates of the project dashboard and monitoring tables.
Contribute to donor and internal reports by providing updated data and analysis.
Ensure coherence between data collected and the project’s performance indicators.
Support the adaptation of the M&E system if new donors join the project and require a new logical framework or results matrix.
B.4. Learning and Capitalization
Lead or co-facilitate internal and external learning workshops to promote evidence-based decision-making.
Contribute to the capitalization of lessons learned and best practices throughout project implementation.
Support the development of communication and knowledge products based on M&E data.
C. Deliverables
Updated project dashboards and monitoring tables (weekly).
Brief data analysis reports (1 page) after each key activity.
Updated data collection and analysis tools, as needed.
Contributions to internal and donor reporting.
Learning workshop reports or summaries.
The project DRREALL-TA (Disaster Risk Reduction Enhancement at the Local Level - Technical Assistance) concerns the Government of the Philippines (GoP) through the Department of the Interior and Local Government (DILG) and aims to more efficiently implement disaster risk reduction strategies at the level of local government units (LGUs). This project will contribute to strengthening disaster risk management and climate change adaptation (CCA) capacities at both the national level (primarily DILG) and the local level, and will support ongoing reform projects throughout the country.
The DRREALL-TA project serves to implement the DRREALL policy-based support program among the Department of Finance (DOF) and AFD, of which the first sub-program was signed in December 2021. The DRREALL-TA, to be funded under support of the European Union, is a long-term partnership between the AFD and the GoP, led by the DILG, and implementation of which is a prerequisite to the second sub-program target for signing by December 2025.
The DRREALL-TA is structured based on a policy matrix approved and agreed between the GoP and AFD. It outlines four key reform areas:
● Strengthening local capacities for risk-informed planning.
● Enhancing DILG's ability to manage a performance audit mechanism and an integrated capacity development strategy for DRRM and CCA.
● Improving the capacity of local communities to effectively utilize disaster risk management funds.
● Enhancing gender-sensitive and socially inclusive approaches to disaster response within LGUs.
§ National profiles preferably targeted
§ Proficient command of English and Filipino. Fluency in French is an advantage.
§ University degree (BA or MA or equivalent) in international relations, Statistics, Project Management, Economics or a related field
§ Good communication and reporting skills
§ At least 5 years of experience in M&E
Location of the mission: Metro Manila (BGC), Philippines
Duration of the mission: approx. 15 months (scheduled end of the project 28 February 2027)
Contract arrangement: full-time permanent employee contract (contracted through a local umbrella company)
