Mission description

A.      General objective

 

Under the supervision and guidance of Expertise France, especially from the MEAL expert, the M&E expert will ensure the co-development of monitoring and evaluation systems and tools, ensuring that monitoring and evaluation arrangements comply with donor agreements and project requirements (reporting, baseline, and evaluation survey requirements). She/he will co-design an evaluation method for each activity implemented by the projects, prepare relevant evaluation tools (online and paper questionnaires, focus group, online publication, etc.), develop, and update deliverables (logframes, indicators adapted to the implementation plan). She/he will analyse the results of the evaluation and report on the implementation of the different activities, measure their impact, monitor the project’ performance against the initial project’ baseline and suggest ways to fine-tune the strategy in order to reach expected results/define new results.

 

B.      Description of the tasks to be assigned

 

-        Co-develop the monitoring indicators and M&E plan with appropriate tools for collecting, reporting, consolidating, and analyzing information

-        Producing and measuring baseline & endline, development and fine-tuning indicators listed in the original logical framework

-        Being responsible for monitoring project’ management plan to systematically document performance

-        Work with project staff to ensure M&E tools and processes are understood and used

-        Monitor the implementation of the project through regular review of progress made against initial targets, as well as relevance of activities in the evolution context. He/she should suggest new possible re-orientations and adaptation / fine-tuning of the strategy when relevant.

 

C.      Expected results

 

-   Identify project needs / tools for M&E

-   Timely and successful completion of requested deliverables

-   Update the logical framework of the project to ensure reliable monitoring targets/indicators throughout the duration of the project and its coherence with the indications of Agence Française de Développement (AFD) European Commission (EC) in this regard. Special attention will be paid to data collection according to the EC & AFD's procedures.

-   Co-develop a consolidated monitoring mechanism during the launching phase of the project and share it with all stakeholders. This mechanism will include the development of a database with integrated data updated monthly, allowing a close follow-up of the action.

-   Ensure, in collaboration with the project’s teams and based on the agreed monitoring tools, a continuous production of real-time data for better project management, and a regular sharing with EF and the key actors of each project.

 

 

 

 

 

D.      Methodology

-        The assignment will require close collaboration with Expertise France, the Project Team leader, the Technical coordinator and key experts.

-        The methodology, workplan and required outputs will be co-built with Expertise France and the agreed-upon document have to respect EC & AFD rules.

 

 

E.       Deliverables

-        Quality plan/methodology with expected outputs and deliverables (including the following)

-        Evaluation reports of project’s activities,

-        Monthly M&E reporting

-        Delivery of a baseline

-        Continued update of the baseline assessments

-        Delivery of an endline

-        Logical framework with indicators reflecting the findings of the inception phase and the results to be achieved

-        Bi-annual evaluation assessments (data collection and analysis)

-        Verification visits and verification reports

-        Contribution to the annual progress reports

-        Final evaluation reports

-        Any other task requested by Expertise France for the project

 

Project or context description

The project DRREALL-TA (Disaster Risk Reduction Enhancement at the Local Level - Technical Assistance) concerns the Government of the Philippines (GoP) through the Department of the Interior and Local Government (DILG) and aims to more efficiently implement disaster risk reduction strategies at the level of local government units (LGUs). This project will contribute to strengthening disaster risk management and climate change adaptation (CCA) capacities at both the national level (primarily DILG) and the local level, and will support ongoing reform projects throughout the country.

 

The DRREALL-TA project serves to implement the DRREALL policy-based support program among the Department of Finance (DOF) and AFD, of which the first sub-program was signed in December 2021. The DRREALL-TA, to be funded under support of the European Union, is a long-term partnership between the AFD and the GoP, led by the DILG, and implementation of which is a prerequisite to the second sub-program target for signing by December 2025.

 

The DRREALL-TA is structured based on a policy matrix approved and agreed between the GoP and AFD. It outlines four key reform areas:

●           Strengthening local capacities for risk-informed planning.

●           Enhancing DILG's ability to manage a performance audit mechanism and an integrated capacity development strategy for DRRM and CCA.

●           Improving the capacity of local communities to effectively utilize disaster risk management funds.

●           Enhancing gender-sensitive and socially inclusive approaches to disaster response within LGUs.

Required profile

§ National profiles preferably targeted

§ Proficient command of English and Filipino. Fluency in French is an advantage.

§ University degree (BA or MA or equivalent) in international relations, Statistics, Project Management, Economics or a related field

§ Good communication and reporting skills

§ At least 5 years of experience in M&E
