Expertise France is looking for a consultant to support the design, planning and implementation for action line A of the Project. This axis considers the reinforcement of sub-national processes and dialogues in Mexico for biodiversity mainstreaming through the organisation of face-to-face meetings with sub-national and national authorities and the production of communication and outreach materials.
1) Overall objective
The goal of the assignment is to support CONABIO in the design, planning, organisation and development of strategic activities to trigger the implementation of the KMGBF in Mexico and promote structural change through the integration of biodiversity and transformative governance good practices in the region, taking into account sub-national and national scales and actors.
2) Specific objectives
• To design, plan, organise and execute at least two face-to-face meetings of experts and authorities to obtain recommendations for sub-national capacity building on the implementation of ECUSBE, NBSAP-Mex and the KMGBF and biodiversity mainstreaming, considering the contributions of sub-national governments, to support the national implementation of the KMGBF;
• Support the promotion of structural change through biodiversity mainstreaming and transformative governance good practices in Mexico's subnational governments, taking into account ECUSBE, NBSAP-Mex and MMB-KM, as well as national and subnational scales and actors;
• Support the generation of capitalisation, communication and visibility activities and products of the Project activities and the results of the face-to-face meetings of experts and subnational authorities to increase national awareness of the ECUSBE, the NBSAP-Mex and the KMGBF and their application among decision-makers, communities, businesses, civil society, academia, media and the general public.
• Support CONABIO in the analysis of information on issues related to conservation, sustainable use of biodiversity and other issues associated with the implementation and monitoring of the MMB-KM in Mexico.
CONABIO supports a transformative change process based on mainstreaming biodiversity and implementing an innovative governance system both at the national level through its NBSAP, and at the sub-national level in 30 of Mexico's 32 states through the Strategies for the Conservation and Sustainable Use of Biodiversity (ECUSBE). To these ends, it promotes the mobilisation and integration of a "whole-of-government" and "whole-of-society" approach in sub-national governments and a strong push for the alignment of the components of the NBSAP-Mex with the KMGBF, including national targets, policy frameworks, monitoring frameworks and biodiversity financing.
To support this transformative process, the consultancy will support strategic capacity building actions for the early KMGBF implementation in Mexico through 3 main lines of action: a) identification of key inputs and recommendations to strengthen, scale up and replicate good practices aimed at mainstreaming biodiversity and innovative governance as tools to accelerate the implementation of the KMGBF; b) strengthening sub-national governments in Mexico for the implementation, assessment and monitoring of NBSAP-Mex and ECUSBES by mainstreaming biodiversity and innovative governance for proactive and rapid implementation of the KMGBF; c) exchange of national and sub-national analyses and recommendations for sub-national capacity development on the implementation of the ECUSBE, the NBSAP-Mex, the KMGBF and biodiversity mainstreaming.
Academic qualifications:
• The consultant must have formal academic training (university degree) in environmental engineering; environmental economics; biological or environmental sciences; environmental policy; other exact sciences with environmental training. A postgraduate degree in environmental science and/or natural resource management will be strongly evaluated.
Professional experience:
• At least five years of professional experience related to environmental issues and knowledge of biodiversity and ecosystem policy planning issues and the integration of biodiversity into the productive, economic and financial sectors must be demonstrated.
• Experience in organising and facilitating high-level workshops and meetings related to the implementation of international biodiversity agreements or issues related to multilateral treaty negotiation processes in Mexico, with particular emphasis on the Kunming-Montreal Global Biodiversity Framework, is required.
• Demonstrated ability to prepare, organise, monitor and report on multi-stakeholder consultative processes and/or intergovernmental and/or technical meetings, face-to-face and/or online.
Specific knowledge:
• Knowledge of the context, negotiations and regional implementation actions of agreements and other international and regional fora relevant to biodiversity in Latin America and the Caribbean, with special emphasis on the Kunming-Montreal global biodiversity framework and its negotiation process, its protocols and subsidiary bodies, as well as other relevant agreements (including the climate agenda);
• Ability to undertake technical and policy analysis of ongoing processes on biodiversity mainstreaming, governance for biodiversity;
• Demonstrated skills and experience in working in multidisciplinary teams and networks related to biodiversity practices, policies, standards, systems and indicators;
• Skills and experience in working with institutions from government (national and sub-national), private sector (business and finance) and civil society (with special emphasis on gender, indigenous peoples and local communities and youth).
• Demonstrated capacity in transferring technical or scientific knowledge or policy options to decision-makers, including experience in formulating texts for communication and dissemination.
Languages: The consultant needs to be fluent in Spanish. Advanced proficiency in English will be considered an asset.
